Abstract:
- This data publication contains raster data depicting the spatial distribution of forest ownership types in the conterminous United States circa 2009. The data are a modeled representation of forest land by ownership type, and include three types of public ownership: federal, state, and local, as well as three types of private: family (includes individuals and families), corporate, and other private (includes conservation and natural resource organizations, unincorporated partnerships and associations, and Native American tribal lands).

Purpose:
- The data are designed for strategic analyses at a national or regional scale which require spatially explicit information regarding the extent, distribution, and prevalence of the ownership types represented. The data are not recommended for tactical analyses on a sub-regional scale, or for informing local management decisions. Furthermore, map accuracies vary considerably and thus the utility of these data can vary geographically under different ownership patterns.

- A corresponding Research Map (RMAP) has been produced to cartographically portray this dataset (Hewes et al. 2014).
An associated data publication (Nelson et al. 2010) also protrays ownership types of the conterminous United States, but it primarily depicts National Forest and other public on the public side, and percent in corporate ownership on the private side. This new data publication depicts public (federal, state, and local) and private (family, corporate, and other private) ownership types.
Original metadata date was 06/11/2014. Minor updates to one of the references that has now been published was done on 09/05/2014. Additional minor metadata updates completed on 12/14/2016 and 02/06/2017.
On 07/23/2020 a newer version of these data became available (Sass et al. 2020).

- Two methods were utilized to assess the accuracy of the ownership type map. Point validation was conducted for a subset of ownership points withheld prior to the creation of ownership polygons. Twenty percent of ownership points were held back from each of the 48 states and across all six ownership types. These points were then overlaid with the mapped product and a determination was made whether the points fell within an area predicted to have the same ownership type. Area estimates were also compared for each ownership type by county between mapped product and estimates of USDA Forest Service Forest Inventory and Analysis (FIA) summary data for the 44 states where recent FIA data was available. Insufficient FIA plot sample sizes for Nevada, New Mexico, Texas, and Wyoming precluded development of reliable area estimates and therefore were omitted from the area comparisons.
Map accuracies varied considerably, with highs of 94 and 86% overall accuracy for federal and state ownership classes, respectively, and lows of 36 and 38% for local public and other private ownership classes, respectively. Thus, utility of these data vary geographically under different ownership patterns. See assessment results below for more information.

- Area Estimates:
A map-based estimate of forest area resulted in 689.8 million acres across all 48 CONUS states. For the 44 CONUS states for which recent FIA data are available, forest land area encompasses a total 578.6 million acres (+ or - 3.3 million acres) based on FIA data. The corresponding map-based estimate of total forest land area was 580.6 million acres within these 44 CONUS states, which falls within the 95% confidence interval surrounding the FIA-based estimate. Map-based estimates of statewide forest land area fell with 95% confidence intervals surrounding FIA-based estimates for all but four states (Virginia [VA], Arizona [AZ], Michigan [MI], and Ohio [OH]). Map-based estimates exceed FIA-based estimates for VA, AZ, and MI, but FIA-based estimate exceeds map-based estimate for OH, indicating there is not a consistent overestimation or underestimation.
Furthermore, if estimates of uncertainty had been available for the map based estimates, then the statistical comparison likely would have shown no difference for any state. However, it was necessary to use a more conservative test of comparing the actual map-based estimate to the confidence interval surrounding the FIA-based estimate, rather than the more standard approach that would incorporate the uncertainty associated with each estimate.
Root Mean Square Deviation (reported here as percentage of the map-based estimate, but hereafter referred to simply as RMSD):
State and county area-weighted RMSDs of 0.85 and 5.38 percent were observed for state and county estimation units, respectively, when comparing FIA- to map-based estimates of total forest land area across 44 CONUS states. RMSD results for each of six forest ownership classes ranged from 1.2 (federal) to 3.87 (family) percent for per-state estimates, and from 3.63 (local) to 14.26 (family) percent for per-county estimates. For all ownership classes, per-county estimates had larger RMSD values than for per-state estimates than for states, due to considerably smaller sample sizes in counties.
Again, the four states excluded from the area estimate analyses were Nevada, New Mexico, Texas, and Wyoming, due to insufficient FIA data from which to generate reliable area estimates.

- Thiessen polygon, multinomial logit, and classification tree methods were tested for producing a forest ownership spatial dataset across four states with divergent ownership patterns. Over 17,000 sample points with classified forest ownership, collected as part of the USDA Forest Service, Forest Inventory and Analysis (FIA) program, were divided into two datasets, one used as the dependent variable across all of the models and 10 percent of the points were retained for validation across the models. The percentage of validation points across the four states correctly predicted ranged from 76.3 to 78.9 among the methods with corresponding weighted kappa values ranging from 0.73 to 0.76. Different methods performed slightly, but statistically significantly, better in different states. Overall, the Thiessen polygon method was deemed preferable because: it had a lower bias towards dominant ownership categories; required fewer inputs; and was simpler to implement.

- This dataset contains a spatial prediction of forest ownership by category for the conterminous United States. The model used was an interpolation of owner type from values at known points (Thiessen Polygons).
Two types of ownership: Public or Private
Six values of ownership:
1= Federal (Public): Owned by the federal government. FIA Codes 11-13, 21-25.
2 = State (Public): Owned by a state government. FIA Code 31.
3 = Local (Public): Owned by a local government. FIA Code 32.
4 = Family (Private): Owned by families, individuals, trusts, estates, family partnerships, and other unincorporated groups of individuals that own forest land. FIA Code 45.
5 = Corporate (Private): Owned by corporations. FIA Code 41.
6 = Other Private (Private): Owned by conservation and natural resource organizations, unincorporated partnerships and associations, and Native American tribes. FIA Codes 42-44.
