Abstract:
- This data publication contains an ESRI grid dataset describing annual productivity and drought in the non-forest domain of Region 5 (California) of the United States Forest Service (USFS). Production data were generated from the Rangeland Vegetation Simulator (RVS). This program uses Normalized Difference Vegetation Index (NDVI) from the Moderate Resolution Imaging Spectroradiometer (MODIS) from 2000-2015 at 250 square meter resolution to estimate production. NDVI is converted to production estimates using vegetation specific coefficients in the Rangeland Vegetation Simulator (RVS). In addition to annual production data (offered in pounds per acre), this ESRI grid dataset also provides an annual summation of drought data from the USDA drought monitor for aiding interpretation of annual production data. Both the production and drought data are offered from 2000-2015. In addition, basic relationships, such as correlation coefficients, between drought and productivity are offered so that the analyst can find anomalies in allotments where production is not matching temporal patterns of drought. The RVS was applied to allotments of Region 5 of the USFS. The allotment data were spatially combined with CalVeg (Classification and Assessment with Landsat of Visible Ecological Groupings) (a polygon based description of vegetation types for California and more information can be found at: https://www.fs.fed.us/r5/rsl/projects/classification/system.shtml) layer to produce 4035 unique combinations of vegetation attributes and allotments. The vegetation classification used to do this combination was the Society for Range Management (SRM) cover type. There were 23 vegetation types considered to represent non-forested vegetation in the SRM classification found across the grazing allotments. The time period of analysis for this assessment across which production estimates were developed was also 2000-2015.

Purpose:
- These data were generated to facilitate Forest Plan Revisions in Region 5 and assist in analyzing non-forest productivity trends for grazing allotments in R5. Grazing allotments are monitored to ensure that best management practices are applied, standards and guidelines are met, and landscapes are meeting or moving towards desired conditions. Monitoring can also help rangeland managers respond to natural phenomena such as wildfire, drought, and climate change. Monitoring provides feedback essential to making informed management decisions and evaluating their results. The Forest Service is required by law to develop and adhere to an analysis schedule for all of its grazing allotments. These data facilitate meeting these requirements by answering such questions as “what is the trend in annual production in California’s grazing allotments?”

- Rangeland Vegetation Simulator (RVS). The RVS is a simulation program for rangelands funded by the Joint Fire Science Program (JFSP).
The RVS provides information on an annual time step and can be used to evaluate plot level data or be used in a spatially explicit mode. It takes advantage of remote sensing data as a primary input and, importantly, it is calibrated to quantify the vegetation response to wildfire and grazing. Presently, capacity exists for operating on 112 distinct biophysical sites and yields the following information for each year in a simulation:
1) Standing biomass and annual production of herbs and shrubs (including standing dead herbaceous material)
2) Vegetation structure, composition, and seral stage
3) Fuelbed properties (1, 10, 100, 1000 hr. time lag fuel) and fire behavior fuel models
4) Response of these attributes to herbivory and fire (mechanical treatments can be simulated in some cases)
The RVS is already being used in U.S. Forest Service Regions 2, 4, and 5 for evaluating carrying capacity, standing carbon, and to quantify pockets of resilience to drought and recovery after wildlfire. In addition, the RVS was recently used to produce nationally consistent and spatially explicit rangeland fuel estimates for new predictions of emissions resulting from wildfires. A caveat of implementing RVS is the linkage with Biophysical Settings (BPS), which describe succession in the context of pre-Euro American settlement. Thus, non-native invasive species must be dealt with using an alternate, more modern depiction of succession such as that inherently offered in the state-transition models contained in Ecological Site descriptions. As a result, the RVS is being integrated with other software (ST-SIM) which is capable of converting state-transition diagrams to digital models enabling simulation of great complexity and feedbacks inherent in Ecological Sites. Successional dynamics are thereby estimated with ST-SIM and linked with RVS to provide quantitative estimates and projections of the previously mentioned attributes. Using this technique, large landscapes can be evaluated, in a spatially explicit context, across any number of Ecological Sites in a transparent and consistent manner. This application has been prototyped on four Ecological Sites representing shortgrass prairie in Colorado, sagebrush steppe in Utah and Nevada (heavily invaded by cheatgrass), and sagebrush steppe in eastern Oregon (invaded by western juniper).

- The accuracy of annual production (PRODyyyy and PRODAVG) data is unknown. In a comparison with 177 production values obtained from small quadrats from Leslie Roche the average of all points in the grazing allotments was 2934 +/- 768 pounds per acre. The modeled production over the same allotments was 2506 +/- 1479 pounds per acre. With respect to the drought data, readers (users) are encouraged to visit the USDA Drought Monitor home page for more information at //droughtmonitor.unl.edu/. The USDA Drought Monitor is a widely used metric across by insurance agencies. - Production data were generated from the Rangeland Vegetation Simulator (RVS) in 2016. There are no publications yet describing the RVS but there is a report that was developed for the Joint Fire Sciences Program (the funder for the RVS) and it is available through the JFSP website (//www.firescience.gov/) and is included in this data publication (\Supplements\RVS Report.pdf). This program uses Normalized Difference Vegetation Index (NDVI) from the Moderate Resolution Imaging Spectroradiometer (MODIS) from 2000 – 2015 at 250 squared meter resolution to estimate production. The MODIS is a satellite available for monitoring earth processes (learn more at: https://modis.gsfc.nasa.gov/). The NDVI is a radiometric measure of vegetation abundance and involves a ratio of the red and near infrared spectral channels. NDVI is converted to production estimates using vegetation specific coefficients in the RVS. The RVS was applied to 752 allotments in R5. The allotment data were spatially combined with Calveg (a polygon based description of vegetation types for California and more information can be found at: https://www.fs.fed.us/r5/rsl/projects/classification/system.shtml) layer to produce 4035 unique combinations of vegetation attributes and allotments. The CalVeg data describes cover types of California. The vegetation classification used to do this combination was the Society for Range Management (SRM) cover type. There were 23 vegetation types considered to represent non-forested vegetation in the SRM classification found across the grazing allotments. The time period of analysis for this assessment across which production estimates were developed is 2000 – 2015. All pixels in the MODIS data stack used for evaluating production in R5 allotments were spatially subset where forest canopy cover was estimated at ≤ 25% (using the mask of Reeves and Mitchell [2011]). These were removed since these pixels would bias the production estimates of grasses and shrubs (non-forest vegetation) in a positive manner. In general here are the steps that were undertaken to derive these data.
These data were developed using the following steps:
1) Composite annual maximum MODIS NDVI data from 2000-2015 for entire lower 48 states.
2) Spatially subset to California rangelands where forest canopy cover is <= 25%.
3) Convert the annual maximum NDVI to production (pounds per acre) using the RVS.
4) Combine a gridded version of the CalVeg cover type data represented by SRM vegetation types and USFS allotments (resulting in 4035 combinations of SRM vegetation and allotments).
5) Overlay this "mask" on the stack of rangeland prodction estimates from MODIS (2000-2015).
6) Derive annual average production for each vegetation type * allotment combination for each year.
7) Also, overlay the mask on drought data represented as annual summations of the USDA drought monitor.
8) Derive annual average drought for each vegetation type * allotment combination for each year.

This metric can identify areas that are underperforming potentially or are less resilient to drought. For example, if drought has been neglible but production has been dropping this could point to poor management (or bad drought data). Conversely, if drought has been severe but production has been steady to slightly declining that vegetation type in that allotment could be quite resilient. To retrieve the actual value of r, divide this value by 100.
