Abstract:
- The Boundary Waters Canoe Area Wilderness (BWCAW) is in the Superior National Forest in northern Minnesota. The BWCAW receives the most use of any wilderness in the country, and has been the location of several studies. The data included in this publication are from a 1991 study aimed at two purposes: (1) to replicate, as nearly as possible, a similar 1969 study in the BWCAW and; (2) to examine the effects of a Forest Service proposal to reduce the number of entrance permits in hopes of increasing opportunities for solitude and reducing resource damage. Between May and September 1991, a sample of visitors was obtained from face-to-face contacts at boat-launch points or trailheads. Mailback surveys were then sent out to these visitors. Data were collected from the same 14 entry points as the 1969 study on approximately the same days of the use season; additionally, the sample was expanded to represent lower use level access points better than they had in 1969 to accomplish purpose number two above. This data publication includes the results from 295 mailback surveys.

Purpose:
- The Wilderness Act (PL 88-577) directs that wilderness be managed to preserve natural conditions and to provide outstanding opportunities for solitude. To meet management goals, managers must adapt their programs based on changes in visitor use and resulting conditions. The purpose of this study was to form a coordinated research effort to understand better wilderness use, and user trends. Additionally, the results of that research were to be compared with the 1969 study of same issues and location. Specific issues of interest were: visitor characteristics and demographics, visitor experience while in the wilderness, including feelings of crowding and solitude, and general recreational use of the wilderness.

- The Boundary Waters Canoe Area Wilderness (BWCAW) is a 1,086,953-acre wilderness located on the Superior National Forest of northern Minnesota in the United States. Comprising more than three million acres of land, water, and rock, the Superior National Forest spans around two-hundred miles along the United States-Canadian Border. The BWCAW is a northern forest community of pine, fir, aspen, birch, sugar maple, and spruce trees and is home to numerous wildlife including deer, moose, beaver, gray wolves, otter, and black bear. This area has been highly visited for canoeing, camping and fishing for many years since Wilderness designation in 1964.

- Optical character recognition has been run on the three supplemental pdfs (BWCA_1991_onsite_survey.pdf, BWCAW 1991_mailback_survey.pdf, BWCAW 1991_report.pdf). As a result, not all text has been converted and there may be some transcription errors.

- The dataset from onsite interviews contains 427 responses, but documentation states the mailback questionnaire was sent to 398 visitors. It is unclear which 29 respondents were not sent the mailback survey (although there are several possibilities - 4 respondents were contacted after the study period was over, 15 respondents are missing address data, ID 1064 is missing all data except for “INDIVID”, etc.).
In the mailback data, QNUM ID 10793 was filled out by a mother for her six month old child, creating some logical inconsistencies and blank response values; coincidentally, 10793’s completed survey is also the document available as a survey instrument reference.
For question “FEELDESC”, “WHYMOLY”, and “WHYTOTM”, respondents wrote in a description that researchers then classified under different number values. In the dataset, both descriptive answers and number values appear.

- In 1991, field workers contacted a sample of overnight visitors exiting from the same 14 moderate and heavy-use accesses in the Boundary Waters Canoe Area Wilderness that were sampled in 1969. In 1991, all visitors over the age of 15 were asked to participate in the survey. If they agreed to participate, they provided their name and address for later receipt of the survey at their homes. The 1991 survey was conducted on approximately the same 36 days between mid-May and early September as the 1969 study, and while the 1969 study produced 152 usable surveys (73 percent response rate), the 1991 study produced 215 usable surveys with a 74 percent response rate.
The sample in 1991 was also designed to provide managers with feedback on proposed permit quota reductions expected to protect solitude opportunities and reduce resource impacts. Therefore, the sample was expanded to include moderate and low use access points that were not sampled in 1969 and not used in trend analysis. In total, 36 trailheads/access points were sampled yielding a total of 295 usable surveys with a total response rate of 74 percent, only overnight visitors.
On site contact was made by the University of Minnesota, the cooperator for the study. Visitors were contacted at entry points to encourage participation in the study (\Data\BWCA_1991_onsite_data.csv). Based on the 428 onsite contacts, a 13-page mailback questionnaire was sent; however, only 398 surveys were deliverable. The total usable sample size of 215 for the trend study, and 295 for overall analysis of management proposed quota reductions was obtained with a 74% overall response rate to the mailback questionnaire.
