Abstract:
- In 1999 a case study was conducted to test the application of a marketing approach to public land management. A region-wide revision in the existing fee program in the Pacific Northwest region of the Forest Service, specifically Oregon and Washington, provided an opportunity to test this application (Borrie et al. 2002). Telephone interviews were conducted with a random selection of residents in Oregon and Washington who lived in a household with a functional telephone. Questions were in the context of recreation fees on lands managed by the USDA Forest Service and included questions related to trust, commitment, social responsibility and support as well as opinions on funding sources and fee rates. This data publication includes data from the 1999 phone interviews as well as the marketing segmentation analysis data found in Borrie et al. 2002.

Purpose:
- In the late 1990s, the USDA Forest Service launched a national experiment to test the application of marketing principles to programs and program development. A substantial amount of learning occurred as a team of scientists, planners, managers and marketing experts proceeded through the steps of marketing. The purpose of this project was to present some of that learning related to a chosen method of segmentation and market positioning for federal public land management, through a case study of the residents of Oregon and Washington.

Description_of_Geographic_Extent:
- The states of Oregon and Washington sit in the Pacific Northwest region of the United States, an area loosely defined by the Pacific Ocean border to the West and the Rocky Mountain border to the east. The region hosts the U.S.-Canada international border, as well as several mountain ranges (The Coast Mountains, Cascade Range, Olympic Mountains, Columbia Mountains, and the Rockies). It is a highly diverse area geographically and biologically, having oceanic climates along the coast, extensive forests, including evergreen conifers and the coast redwoods, as well as arid and semi-arid alpine areas and inner-plateaus. The combined population of region in 2004 was estimated at 8 million people, with heavy density in metropolitan areas of Seattle, Vancouver, and Portland.

- The University of Montana’s Bureau of Business and Economic Research conducted the data collection and coding. This Bureau has their own quality control mechanisms in place. We believe the data to be accurate. However, there are a few cases where the data value appears erroneous. Unfortunately we have provided all of the information that we have regarding these data, and do not have enough information to correct/modify so data were left as entered.
Some additional things to note:
1. We are unsure of the definitions of some variables in the data files, and this is noted in the data files.
2. There are also some cases where code values have an "a" after the number. Unfortunately we do know why this was done - but the values appear correct so no changes were made to these data.
3. The codes for the variable “employ” do not match the answers in the survey. We think they combined the two student answers to "going to school" and perhaps they had enough 'disabled' answers in the 'other' column and coded it on its own.

- In the data and coding manual, everything after “white2” is an analysis variable, percentage, and/or calculation. Z-items are scaled numbers based on the cluster-segmentation analysis method used by the researchers. Definition of these weights can be found in \Supplements\NW_Marketing_2001_datascale.pdf.

- There are only 1,747 responses in the dataset, although the methodology notes there were a total of 1,760 valid interviews. It is unknown which thirteen were omitted.
When a respondent did not answer a question, the reason was generally separated and coded as one of four categories: "not asked," "not applicable," "doesn't know," and "refused to answer". "Not applicable" was the only response considered to be a "legit skip," that is, based on other responses, that particular question should have a blank response. Even with these, there are still some blank values and it is unclear why they were not classified as one of the 4 non-answer categories.

- The study population was defined as all households in Oregon and Washington that had a functional telephone during the survey period of November 1999 through and January 2000. A random sample of those households was obtained using a commercially available list of working telephone numbers. The University of Montana’s Bureau of Business and Economic Research used a random-digit dialing process to contact respondents, yielding 1,760 valid completed interviews from 3,199 eligible numbers, with a total response rate of 52.4%. Interviews were semi-structured and guided by the survey instrument.

- The populations of each state and their respective income distributions were estimated from data published by the respective state governments. A weighting variable was then used to adjust the data to reflect these known population parameters. See \Supplements\NW_Marketing_2001_datascale.pdf for a definition of these weights.
All data after the variable “white2” are either an analysis variable, percentage, and/or calculation. Z-items are scaled numbers based on the cluster-segmentation analysis method used by the researchers. The archivists have not changed any of these calculated variables, and a future analyst would need to carefully assess each on to understand how they were calculated. For instance, the ‘densitym’ variable, the number was correct, but the decimal place appears to be off. It is easy enough to recalculate in excel, but these variables are not showing the equation used. These calculation equations may have been lost when the data were transferred between software programs.
