Description:
Abstract:
This data publication contains overstory and sapling tree tallies, woody stem regeneration tallies, and butt-log tree quality data collected from 1970 to 2016 on the Fernow Experimental Forest in West Virginia. These data were collected for the Financial Maturity (FM) study. Three treatments having different financial rate of return goals (3 percent, 4 percent and 6 percent rate of return) were assigned to six study areas. Harvest treatments occurred approximately every 10 years with 4 or 5 treatments completed per study area over the study period.
Purpose:
The Financial Maturity (FM) study was designed to apply the selection marking procedures developed by Trimble, Mendel and Kennell (1974) incorporating economic guidelines into the individual-tree selection silvicultural method commonly used in Appalachian hardwood forests. Tree selection for harvesting would be based on financial rate-of-return goals such that each 10-year harvest would be profitable and also leave a residual stand of sufficient stocking (basal area) and vigor. Trees removed generally were those growing at a rate less than the desired rate of return and included nonmerchantable trees of poor quality. These datasets are used by USDA Forest Service scientists, staff, and cooperators in support of research in silviculture, forest management, forest economics, and forest ecology in the central Appalachian region and inter-regional comparisons.
Supplemental_Information:
The Fernow FM study has been documented in numerous unpublished Forest Service study plans, establishment reports, progress reports, and descriptions of treatments. Important information from those documents are provided in detail in these metadata while scanned versions of original documents of particular relevance are included as supplemental information with the full data product download.

Attribute_Accuracy_Report:
Tree species were identified and measurements collected in the field by experienced forestry personnel using standard equipment such as diameter tapes, abney levels, and clinometers. Field data sheets were reviewed and summarized in the office and the results checked for accuracy by a second person. Computer programs for data entry developed in the 1980s were used to convert all original paper-based tally data to digital format, including all data collected before the programs were developed (i.e., 1970-1980). Digital data were checked for accuracy by the project data manager.
Logical_Consistency_Report:
Standard operating procedures were established for the Fernow Experimental Forest (FEF) in 1949 which detailed how field measurements were collected. Additional recordkeeping instructions were developed by the Northeastern Forest Experiment Station in 1954 and incorporated into the FEF management and working plans. Revised FEF-specific standard field operating procedures were documented by Trimble in 1969 just prior to initiation of the FM study.

Basic measurements for overstory tree tallies have been unchanged since 1953. Tree quality data collection has followed the Station guidelines since 1954. Methods for sapling and regeneration tallies have been revised over time, and those changes are detailed in the Methodology citation section.
Completeness_Report:
Overstory tree tallies were completed prior to harvesting at study initiation and approximately every 10 years through year 30 (compartments 20B, 60 and 61) or year 40 (compartments 26A, 26B and 31). Measurement years for each compartment were:
20B - 1977, 1987, 1996, 2006
26A - 1971, 1981, 1991, 2005, 2014
26B - 1970, 1981, 1991, 2005, 2014
31 - 1972, 1982, 1993, 2004, 2013
60 - 1981, 1991, 2004, 2012
61 - 1983, 1993, 2005, 2014
Harvest treatments and preharvest measurements due in 2001 in compartments 26A, 26B and 60 were delayed for 3 or 4 years due to administrative constraints. The treatment and measurements due in 2003 in compartment 61 also were delayed 2 years.

Sapling tallies were completed on an irregular schedule with 3 or 4 measurements per compartment during the study period. Measurement years for each compartment were:
20B - 1977, 1987, 1993, 1996
26A - 1981, 1991, 2016
26B - 1981, 1991, 2016
31 - 1982, 1992, 1997
60 - 1987, 1991, 2012, 2016
61 - 1993, 1999, 2016

Regeneration data were collected on the same measurement schedule as the sapling tallies since study initiation. For the regeneration measurements woody shrub and vine species also were tallied with all tree species.

Tree quality data have been collected for harvested trees at each 10-year treatment interval. Collection of tree quality data for a sample of unharvested trees occurred once in 2 compartments - compartment 20B in 1987 and compartment 61 in 1993.

STUDY DESIGN

The Financial Maturity (FM) study took place on the Fernow Experimental Forest in West Virginia and included six study areas, referred to as compartments. Four study compartments established in the early 1950s were reassigned to the FM study in 1970 and two additional FM study compartments were established at that time. One of three financial rate of return goals (3 percent, 4 percent and 6 percent) were assigned to two treatment areas each. All six areas had very similar northern red oak site indices ranging from 70 to 73. Trees in each treatment area were selected for harvest at each cycle based on the marking guidelines developed by Trimble and others and published in 1974. The original marking guidelines were followed consistently in each compartment for the duration of the study.

Trimble et al. (1974) also developed guidelines for removal of nonmerchantable trees greater than 11 inches in diameter at breast height (dbh; at 4.5 feet above the ground on the uphill side of the tree). Nonmerchantable (or cull) trees included those with significant rot in the butt log, low-vigor trees, some trees with butt-log grade 4 or 5, and trees of short-lived species (e.g., black locust or sassafras). These "improvement" harvests occurred concurrently with the FM harvests when nonmerchantable trees were present.

The 3 percent financial rate of return treatment was assigned to compartments 31 (18.8 acres) and 61 (118.4 acres).

The 4 percent financial rate of return treatment was assigned to compartments 20B (25.3 acres) and 60 (31.0 acres).
The 6 percent financial rate of return treatment was assigned to compartments 26A (32.1 acres) and 26B (14.2 acres).

TALLIES

Overstory tree tallies: All trees greater than or equal to 5 inches dbh are counted by species, 2-inch diameter class, and vegetation class every 10 years on a variable number of 0.5-acre plots per compartment. The smallest 2-inch diameter class is 6 inches and includes all trees with dbh between 5.0 and 6.9 inches. The 3 vegetation classes are: merchantable, cull (deformed or rotten), and dead. Three standard types of overstory tree tallies are made for each treatment cycle: a tally of the compartment plots before treatment, a complete tally of all trees marked for harvest, and a complete tally of trees damaged during the logging operation. One nonstandard tally type was completed for one compartment in the FM study for salvage removal of downed trees due to a wind storm.

Sapling tallies: All trees greater than or equal to 1 inch dbh but less than 5 inches dbh are tallied by species and origin on a variable number of 1/100-acre plots. Individual tree dbh was measured and recorded. Origin was either seedling or sprout.

Regeneration tallies: All woody stems less than 1 inch dbh and at least 1 foot in height are tallied by species and origin on a variable number of 1/1000-acre plots. Tallies in 1996, 2012 and 2016 counted stems of any height with dbh less than 1 inch and classified stems into 5 height classes. Stems in height classes 3-5 correspond to those tallied in other years. Tallies included tree, woody shrub and vine species.

TREE QUALITY

Tree quality measurements (also referred to as grade measurements) in the FEF FM study were made using 2 different sampling designs. To determine product suitability of the removed wood all sawtimber-sized (11 inches dbh and larger) merchantable trees marked for harvest were graded before each subsequent harvest. To estimate overall stand quality a sample of sawtimber-sized (11 inches dbh and larger) trees was graded in year 10 in compartments 20B and 61 at the same time the overstory tree tallies were completed.

Tree quality is measured for the butt log - the first 16 feet of the tree bole measured from the bottom. Six hardwood log grades were defined by the Northeastern Forest Experiment Station in 1954 (unpublished report) for use in timber compartment studies. The grades are: 1 = suitable for grade 1 standard lumber logs; 2 = suitable for grade 2 standard lumber logs but not for grade 1; 3 = suitable for grade 3 standard lumber logs but not meeting higher grade specifications; 4 = suitable for tie and timber logs but not for standard lumber logs; 5 = suitable for local use logs, sawbolts or pulpwood, but not for standard lumber or tie and timber logs; 6 = unsuitable for any of these products. Log grades 1, 2 and 3 are described in detail in Forest Products Laboratory Report 1737 (1959). Additional data recorded for each graded tree include species and 2-inch diameter class.

The sampling scheme used for stand quality measurements in the FEF FM study is based on tree diameter class. For compartment 20B in 1987 for the 12-inch to 18-inch dbh classes approximately 15 percent of trees tallied were graded. For trees larger than the 18-inch dbh class approximately 8 percent of tallied trees were graded. For compartment 61 in 1993 approximately 11 percent of all trees tallied in the 12-inch and larger dbh classes were graded.

Process_Description:
A BASIC program was used to aggregate cut tree tallies and logging damage tallies into total cut tallies (i.e., number of trees marked for harvest + number of trees felled due to logging damage = total number of trees removed). The program also was used to calculate residual tree tallies after treatment by subtracting the total cut tallies from the pretreatment measurement tallies.

A BASIC program was used to aggregate the overstory tree tally data and export it to ASCII text files for each compartment and measurement date. SAS software programs (Copyright © 2019 SAS Institute Inc. SAS and all other SAS Institute Inc. product or service names are registered trademarks or trademarks of SAS Institute Inc., Cary, NC, USA) were used to aggregate the sapling and regeneration tally data and export it to ASCII text files for each compartment. The ASCII text files were aggregated into one Excel spreadsheet file for each tally type for all compartments and all measurements.

A SAS software program was used to summarize the tree quality data by compartment, measurement type, and measurement date. The data were saved in an Excel spreadsheet file and as comma-delimited ASCII text files.
