Abstract:
This community zones geodatabase delineates U.S. Census populated places in the Unites States (contiguous U.S., Alaska, Hawaii and Puerto Rico) and their associated wildland urban interface (WUI) as part of assessments to quantify wildfire transmission to communities. Research has shown that less than 20% of buildings in non-WUI areas are exposed to wildfire yet there are no community-level datasets that include the most vulnerable areas to wildfire, those areas where homes and structures are built among wildland vegetation. Local and regional risk planning processes, including engagement with communities, can use these boundaries to better define and map the scale of wildfire risk from large fire events and incorporate wildfire network and connectivity concepts into risk assessments.
Purpose:
Community zones were created for the United States to pair U.S. Census populated places with wildland urban interface data (WUI) where homes and structures are built among wildland vegetation. This allows the assessment of community scale exposure while incorporating areas and buildings within them that are at the greatest exposure from wildfires and the source of many wildland ignitions. Research has shown that between only 10% and 20% of buildings in non-WUI areas are exposed to wildfire (Ager et al. 2021; Kramer et al. 2019), those areas typically defined by more “urban” community boundaries. And yet there are no community-level datasets that define the boundary of the community to include the areas where the majority of exposure and loss from wildfire are experienced. Current community wildfire protection planning (CWPP) guidelines are based on perimeters typically defined by administrative boundaries. The lack of a spatial planning framework for the CWPP process has led to a wide range of planning scales (e.g., neighborhoods, towns, multiple towns, entire counties) and associated boundary delineations that are potentially unrelated to the spatial extent of fire transmission to communities (Ager et al. 2018).

Wildland urban interface (WUI) polygons published by the USDA Forest Service and the University of Wisconsin SILVIS lab (2015) were derived from U.S. Census data for 2010. They likely underestimate current housing unit density in some areas, and may overestimate density in others. Therefore, in some cases WUI may not be represented in community zones. However, 78.8% of the CONUS land base was assigned to a community zone, with the largest unassigned areas in southeast Oregon, Nevada and northern Maine.

Process_Description:
We identified 28,816 core communities in the contiguous U.S. Census data (U.S. Census Bureau, 2018), representing census designated places, consolidated cities, and incorporated places. Similarly we identified 353, 151, and 253 communities in Alaska, Hawaii and Puerto Rico respectively. We attached SILVIS WUI polygons (Martinuzzi et al. 2015) to the core communities using road networks from the North America Detailed Streets dataset (ESRI 2012) and minimum travel time from the community's core to each WUI polygon. Travel speed was used to create a cost raster that was input into the Cost Allocation ArcGIS tool with a maximum distance equal to 45 minutes (min) driving time. We used the relatively long driving time to capture and organize 98.3% of the WUI into communities. WUI blocks were assigned to a community based on the fastest drive time. We removed SILVIS WUI polygons that were classified as uninhabited, water, were smaller than 0.1 hectare or had housing unit density less than 2 housing units per square kilometer, thus our definition of WUI includes lower density census blocks than Radeloff et al. (2005) and includes no thresholds for wildland vegetation. Housing density estimates are based on 2010 U.S. Census data. We used LANDFIRE data to identify water areas which were converted to NoData cell values in the cost raster. We were careful to not overwrite roads with NoData in the cost raster to allow for bridges and ferries. This resulted in water cells acting as a barrier to travel in the Cost Allocation process except where there was a bridge or ferry. The processing method used guaranteed no two WUI blocks were assigned to two different places. Community zones do not overlap.

\Data\CommunityZones_US.gdb: ESRI geodatabase containing community zones for United States Census places and their associated wildland urban interface areas. Data are provided separately for Alaska, Hawaii, Puerto Rico, and the contiguous United States.
