Abstract:
- This data publication includes data on wildfire incident identification, location, weather, cause, consequence, and management tactic for wildfires in the western United States greater than 40.5 hectares in size which were reported from 2002-2016. Data are derived from Incident Status Summary (ICS-209) interagency reports from the National Wildfire Coordinating Group database. These data are used to understand how wildland fire management strategies have differed across the western United States in recent years and how management has changed since the 2009 Guidance for Implementation of Federal Wildland Fire Management Policy. Fire weather captured a manager’s intent and allocation of fire management resources relative to burning conditions, where a manager’s desire and ability to suppress is either complemented by fire weather, at odds with fire weather, or put aside due to other priorities.

Purpose:
- This dataset was analyzed to evaluate how and where the 2009 Guidance for Implementation of Federal Wildland Fire Management Policy affected the application of fire management strategies a decade after its implementation. Our objectives were to explore what effect, if any, the 2009 Policy Guidance had on the strategic response to wildland fires (e.g., full suppression of wildfires versus managing for something other than full suppression or a combination of these options), and to what extent individual fires changed in terms of management duration and area burned. In addition to the area burned by individual fires, we explored what effect, if any, the 2009 Policy Guidance had on total area burned over the course of a fire season.

- The accuracy of the dataset reflects the accuracy of the original incident status reports (ICS-209).

Logical_Consistency_Report:
- These data are logically consistent. Consistency was verified as part of the quality assurance that occurred during data analysis. Wildfire duplicates were identified using an algorithm, cross-checked manually to look for fires with similar names, acreage, location, and timeframe, and removed. In addition, constituents of fire complexes were identified and duplicates removed from the dataset. Fires smaller than 40.5 hectares were identified and removed from the dataset due to known reporting biases toward omission or failure to meet SIT-209 reporting thresholds (USDOI/USDA 2011).

- Missing data are recorded as blank cells. Data from 2015 are not included because during the time of data collection and analysis, the 2015 data were not properly documented and were missing key linking variables. This has since then been remedied, but not in time to be included in the analysis.

- These data are in support of Young et al. (2020), where we categorized a historical fire population into fires managed with a suppression strategy to meet protection objectives, and fires managed with other strategies to meet resource objectives. We then analyzed this population with a quasi-experimental, sharp regression-discontinuity (SRD) design to determine what effect if any the 2009 Policy Guidance had on the strategic response to wildland fires, and associated objectives (Lee and Lemieux 2010; Calonico et al. 2014).
To arrive at our data for analyses (for Young et al. 2020), we compiled Incident Status Summary (SIT-209) reports from 10,040 wildland fires in the western United States (US) from 2002 to 2016 inclusive of federal and state management. The SIT-209 reports are available via the FAMWEB Data Warehouse (SIT-209 2018 [now FAM-IT; see SIT-209 2020]). All data included in this dataset were derived from selected SIT-209 reports, with omissions described in the Logical Consistency Report.

1. \Data\Fire_Weather_Data_2002-2014_2016.csv: Comma-separated values file containing Incident Status Summary (ICS-209) report-generated wildfire data. Data comprises large wildfire incident summary information including fire activity, initial/extended attack resource information, identifying information, casualties, resources and cost, and other intelligence information related to wildland fire management and resources for incidents greater than 40.5 hectares in size occurring in the western United States of America from 2002-2016. The attributes included in this file are described in Entity and Attribute detailed section in this metadata document and are also defined in Fire_Weather_Data_VariableDescrip.csv.
2. \Data\Fire_Weather_Data_VariableDescrip.csv: Comma-separated values file containing a list and description of the variables available in Fire_Weather_Data_2002-2014_2016.csv.
