Abstract:
- In 2019, as part of developing the Alaska Roadless Rule and as required by Alaska National Interest Lands Conservation Act (ANILCA), the Forest Service Alaska Region staff gathered 196 oral testimonies in 18 Southeast Alaska communities during a 60-day comment period. Spoken testimony was recorded from 196 speakers and written comments were recorded from one. These testimonies were audio-recorded by Forest Service employees and provided as MP3 audio files. Testimonies were also transcribed by a professional transcriptionist and provided in PDF format. Testimonies are presented by community and by speaker. Also included are supporting documents that provide context and a full hearing schedule.

- Testimonies were collected in 18 southeast Alaska communities. Southeast Alaska spans from the Alexander Archipelago in the north to the Metlakatla in the south. The region is made up of interconnected marine and coastal temperate rainforest ecosystems. The majority of land in the region is managed by federal agencies. There are few roads in the region and most communities are connected by ferry service (under the Alaska Marine Highway System), regional air carriers, or private boats and planes.

- Following a petition from the State of Alaska in 2018, U.S. Secretary of Agriculture Sonny Purdue instructed the Forest Service to begin developing a new roadless rule for Alaska (aka the Alaska Roadless Rule, USDA Forest Service 2020). Per the rulemaking process, six alternatives spanning a conservation-development continuum were proposed, with Alternative 1 representing no change and Alternative 6 fully exempting the Tongass National Forest from the 2001 Roadless Rule. Intermediate options included a mix of new and old designations, including the establishment of “community priority” areas that would allow limited road development to facilitate micro-scale forestry, cultural uses, and wild harvesting. In 2019, as part of developing the Alaska Roadless Rule and as required by the Alaska National Interest Lands Conservation Act (ANILCA), the Forest Service Alaska Region staff gathered oral and written testimonies in Southeast Alaska communities during a 60-day comment period.
Eighteen subsistence hearings were conducted between November 5 and December 12, 2019 resulting in 196 oral speaker testimonies and one written testimony. These hearings took place in 18 communities in Southeast Alaska and were conducted by USFS Alaska region staff. Additional information about the hearing schedule can be found in the supplemental materials (\Supplements\20191105_MeetingSubsistenceHearingSchedule.pdf). Please note that the hearing schedule includes times and locations for Public Meetings in addition to Subsistence Hearings. The data in this publication is limited to the subsistence hearings.
