Abstract
Recent thinking in conservation biology stresses the importance of conservation at a regional scale that includes both protected areas and the lands that surround and connect them (Schelhas and Greenberg. 1996; Laurance and Bierregaard. 1997; Soulé dnd Terborgh. 1999) . The need to develop governance systems that can incorporate the full diversity of landholders and interest groups that have decision-making power or an interest in regional land management is implicit in these.
