All the national forests in California are in the process of completing an inventory of all the roads, trails, and areas used by off-highway vehicles; identifying routes from that inventory that could be added to the National Forest Transportation System without undue environmental and economic impacts, and designating those as roads or motorized trails for off-highway vehicle use.
