| • | The Okanogan-Wenatchee National Forest was experiencing prolonged drought |
| • | Fuel moisture levels were at or approaching historic lows |
| • | 1,000-hour fuel moisture was 10% |
| • | Live fuel moisture was less than 100% |
| • | The energy release component (ERC) was near the historic high for early July |
