Under the National Forest Roads and Trails Act of 1964, the Forest Service is authorized to require commercial users of National Forest System roads to perform maintenance made necessary by their road use. This law is implemented through policy in FSM 7732, requiring commercial users to perform maintenance "commensurate" with their use.
Previous studies conducted in the 1970's and updated in the 1990's developed equivalency units (EUs) for typical vehicles using the roads; including light pickups, cars, logging trucks and chip vans. This project looks at developing EUs for ATVs and motorcycles.
