Todd Touchard—Technology Applications Person of the Year
Todd Touchard is the Regional Geotechnical Engineer at the Intermountain Regional Office in Ogden, Utah. His current duties include landslide and slope stability analysis, rockfall analysis and mitigation, retaining wall designs, rockery and buttress designs, bridge and building foundation investigation and design, construction materials engineering, and pavement asset management.
Todd is a licensed professional engineer with previous geotechnical engineering and construction management experience in the private sector and public agency experience as a project engineer in Park City. With the Forest Service since 2009, he has detailed on the Manti-La Sal National Forest as the Forest Engineer and as the Assistant Forest Engineer on the Uinta–Wasatch–Cache while continuing to support the geotech program throughout the Region.
He has implemented a regional pavement management program that includes funding and rehabilitation strategies by modeling the pavement distresses with predicted deterioration rates. Todd’s work on road surface condition performance measures have been encouraged and received well by the Federal Highways Administration. He is currently working with the Army Corps of Engineers to implement pavement management in other Regions using GPS enabled rugged field tablets to collect data.
For the last three years, Todd has been specifying and overseeing the placement of Warm Mix Asphalt on Forest Service paving projects. This technology allows for spread temperatures to be considerably lower and still achieve a dense smooth surface. Projects have been a success and a needed solution for our typical long hauls to construction sites.
Todd’s private sector experience includes managing a construction materials testing laboratory where his work was recognized with an award by the American Concrete Institute (ACI). He maintains International Code Council (ICC) certifications for Reinforced Concrete, Structural Masonry, Structural Steel, Welding, Commercial Mechanical, and Commercial Plumbing.
Todd has also provided training to contractors, building officials, and inspectors on concrete quality, mix design, placement, curing, and code requirements. Mr. Touchard has provided web–based training for Forest Service Engineers and Technicians in asphalt paving and testing. He routinely teaches geotechnical and materials principles in geotextile selection, understanding laboratory test results, pavement design, and slope stability concepts.
When Todd is not at work, he enjoys horse packing in wilderness areas and spending time with his family.
