Section M—Evaluation Criteria

1. Technical Proposal. The technical proposals will be evaluated and ranked on the basis of the following criteria which are of equal value in the evaluation process.

      1. Quality Offered, Quality Control Plan, and Equipment
         
         
      2. Spot Selection, Planting, and Micrositing
