Policy direction for JHAs is prescribed in the Safety and Health Program Handbook, FSH 6709.12:

14.04—Responsibility. The person responsible for preparing project work plans and/or research study work plans shall complete Form FS-6700-7, Job Hazard Analysis. A line officer shall approve the job hazard analysis.

Work supervisors shall discuss the job hazards with crew members prior to beginning new projects or changing work sites. Identify any hazards not noted on the job hazard analysis. Discuss ways to reduce these hazards, including the use of protective equipment. Document these meetings. File documentation with other project work documents when the project is completed.
