Resource Advisory Committees

What is a Recreation Resource Advisory Committee (RRAC)?
The Federal Lands Recreation Enhancement Act (FLREA) gives the Secretary of Agriculture the authority to establish, modify, charge and collect recreation fees on federal recreational lands. FLREA also requires the Secretary to establish Recreation Resource Advisory Committees (RRACs).
RRACs are established by provisions of the Federal Advisory Committees Act. They provide recommendations regarding recreation fee proposals on federal lands managed by the US Forest Service. All meetings of RRACs are open to the public and include opportunities for public comment.
There are many other types of Resource Advisory Committees (RACs) throughout the Rocky Mountain Region. These RACs do not have anything to do with recreation, but more with the Secure Rural Schools and Community Self-Determination Act.

What Do RRACs Do?
The RRACs provide recommendations on implementing or eliminating Standard Amenity Fees, Expanded Amenity Fees, and non-commercial individual Special Recreation Permit Fees; expanding or limiting the recreation fee program; and recreation fee level changes (increases or decreases) to the federal land management agency that they are operating under.
RRACs do not make recommendations on recreation fee sites operated by a concessionaire or contractor, commercial permits such as outfitting and guiding, or Forest Service special use permits issued for group events such as bike races, etc.
Rocky Mountain Region RRACs
The Rocky Mountain Region currently has only one functioning RRAC, and it is located in the state of Colorado. The first meeting of the CO RRAC was in December, 2007 and held in the Rocky Mountain Regional Office (RO) auditorium.
