*Archery range permit renewal

The proposed action is to reauthorize the occupancy and use of NFS for an archery range for a five year period.

*Fat Bear hydroaxe

A hydro-axe would be used to mulch trees less than eight inches in diameter to improve forest health and improve wildlife habitat on approximately 410 acres of mixed conifer within 4 potential units.

The proposed action is to issue new special use authorizations for recreation-related outfitting and guiding on the Divide District. Authorizations may be for up to 10 years.

*North Lime Spruce Beetle Salvage

The proposed action is to salvage harvest up to 250 acres of dead Engelmann spruce in order to recover economic value in Forest Plan Management Area Prescription 5.13, Forest Products.

*Pinos and Twin Mountain mahogany pruning

The proposed action is to use crews to prune over-mature mountain mahogany and thin pinyon-juniper in the Pinos Creek and Twin Mountain areas for big game transitional and winter range.

*Recreation event special use permit: 2-day motorcycle event (Shady Burro Enduro)

The proposed action is to authorize the use of existing motorized National Forest System trails and roads for a two-day motorcycle event. The event will be based on private land. The authorization may be issued for up to five years.

*Recreation event special use permit: Flyathalon

The proposed action is to authorize the use of a National Forest System trail for a one-day foot race that includes catch-and-release fishing. The authorization may be issued for up to five years.

*Recreation event special use permit: pack burro and mountain bike race

The proposed action is to authorize the use of National Forest System roads and trails north of Creede, CO for a one-day pack burro race and a one-day mountain bike race. The races may be authorized for up to five years.

*Recreation special use permit renewal

Proposed action is to reissue a 10-year priority outfitting and guiding permit for Prewitt Outfitters. Permittee is in full compliance and there are no changes to the scope of activities.

*Spruce Lakes dead tree mitigation

Use certified blasters to fell dead trees within 3/4 of a tree length around the Spruce Lakes in the Weminuche Wilderness to mitigate the potential for the spillways to clog and minimize the threat of the dams overtopping and failing.

ALAMO HOMEOWNERS ASSOCIATION DOMESTIC WATER PIPELINE PERMIT REISSUANCE PROPOSAL

PERMIT HAS EXPIRED. THE PROPOSAL IS TO REISSUE A SPECIAL USE PERMIT REAUTHORIZING AN EXISTING DOMESTIC WATER PIPELINE SYSTEM THAT ORIGINATES ON FOREST SERVICE LANDS.

Alamosa River Gaging Station Relocation

Above average streamflow in 2008 in the Alamosa River caused the formation of two separate channels, isolating the gaging equipment and making water quality monitoring data inaccurate. This requires the relocation of the gaging equipment.

Variety of treatments to reduce natural and activity fuels and treat insect/disease infestation.

Bear Creek Dispersed Camping Repair and Maintenance

A small tributary stream will be re-aligned to divert water from running down the road. The stream crossing will be hardened and boulders placed at an associated crossing of a larger stream to prevent streambank damage and erosion.

Beaver Park Dam Rehabilitation Project

The Beaver Park Reservoir dam needs repair and refurbishment. The project includes raising the spillway by 3 feet and changing the outlet controls and downstream flow management. Addditionally, the problem with seepage will be addressed.

Beaver Park Reservoir Special Use Permit

Permit the inundation of 17.52 acres of National Forest System lands that lie outside Colorado Parks and Wildlife's easement for Beaver Park Reservoir.

Black Mesa Vegetation Management Project

Meet desired conditions and objectives of the Forest Plan by treating bettle killed and infested stands of timber for economic value and to regenerate the forest and habitats lost to spruce beetle infestation.

BRISTOL ELECTRONIC SITE TECHNOLOGIES, PERMIT REISSUANCE

PROPOSAL IS TO REISSUE A NEW SPECIAL USE PERMIT AT THE SAME ELECTRONIC COMMUNICATIONS SITE FOR THE SAME INFRASTRUCTURE ALREADY IN PLACE, PLUS 2 NEW (1,000 GALLON) PROPANE TANKS (ON CONCRETE BLOCKS) AND 1 NEW SOLAR PANEL PEDESTAL.

Bristol head roadside salvage

Recover commercial economic value and provide fuelwood or sawlog material for small commercial operators from no more than 250 acres. The projects are designed to include only those areas that are within 300 feet of 3 existing gated roads.

Buffalo Pass Timber Stand Improvement and Fuels Reduction

Thin understory trees and prescribe burn to reduce natural and activity fuels and improve forest health. Note: THIS PROJECT WAS FORMERLY TITLED BUFFALO PASS FUELS REDUCTION PROJECT, BUT HAS BEEN RE-NAMED TO BETTER REFLECT PROJECT OBJECTIVES.

Burro Unit 15 Vegetation Management Project

Burro Uit 15 Vegetation Management Project proposes to implement shelterwood or uneven-aged harvest methods on approx 330 acres on the CPRD. Intent to reduce impact or prevent spruce beelte infestation.

Castor Beetle Salvage Project

The Divide Ranger District is proposing to salvage up to 250 acres of dead and dying Engelmann spruce trees on Beaver Mountain, southeast of South Fork, Colorado. Approximately 2.5 million board feet (5,000 CCF) of Engelmann spruce may be salvaged.

Cat Creek Access

A private landowner has requested a special use permit to use an existing non-system two-track to access his in-holding.

Cat Creek Water Well

A water well will be drilled in the vicinity of Cat Creek, which is located north of Terrace Reservoir. The water will be pumped into a storage tank with a gravity flow to drinkers.

CDOT Gravel Pit at La Manga Pass

he Rio Grande National Forest (RGNF) is planning to evaluate the environmental impacts of a mineral materials free use permit for the Colorado Department of Transportation at the site that they are illegally occupying along La Manga Pass.

CDOT Gravel Storage Area

CDOT will be applying for a permit to continue to use an existing storage area on La Manga Pass. The existing site is for gravel and waste rock storage related to maintenance of Highway 17.

CDot Permit Renewals - La Manga and Wolf Creek Workshop & Storage Areas

CDot will be applying in early 2012 to renew two special use permits: La Manga workshop and storage area; Wolf Creek workshop and storage area.

CDoT Remediation Wells

CDoT will be applying for a permit for existing groundwater monitoring & remediation wells, and drill possibly more wells,on Wolf Creek Pass. The wells are to remediate an existing dissolved-phase petroleum hydrocarbon plume related to their facility

CE - Offroad Recovery Special Use Permit

The proposed action is to issue a new special use permit to Offroad Recovery Service, LLC. This proposed permit will allow for use and occupancy of approved OHV routes on the Divide District for the purpose of retrieving abandoned or disabled OHVs.

CE- Humphreys Repeater

Humphrey's dam is regulated by the FERC and they are requiring the dam owners to install a repeater to ensure emergency communication in the extremely unlikely event of a dam failure. The proposed action is to authorize a repeater.

CE- Pass Creek winter non-motorized area

Create a winter non-motorized area around Pass Creek Yurt to improve public safety and reduce user conflicts

Changing Status of FSR 380.6a

Proposal to change status from Level I maintenance to Level II maintenance and possibly open the road for public use.

Chicken Springs Pipeline Extension

The proposed project consists of extending a pipeline from an existing water tank to two additional 12%u2019 tire tanks. The majority of the pipeline will be buried where soils and topography allow.

Colorado Division of Water - Reauthorization of three stream gaging stations.

The Rio Grande National Forest proposes to re-authorize three stream gaging stations owned and operated by the Colorado Division of Water Resources. The stations are located near the trailheads on Cotton Creek, Wild Cherry Creek and San Isabel Creek.

Communication Site Replacement Permits

At Comm sites Aqua Ramon, Lobo Overlook, Wolf Creek, Grayback, Saguache Pk and Bristol Head, the RGNF is proposing to issue replacement special use permits for telcomm equipment, towers and associated buildings. All have been previously authorized.

Conejos Peak Ranger District Travel Management (National Travel Rule Implementation)

Development of a new Motorized Vehicle Use Map for the Conejos Peak Ranger District.

Continental Dam & Santa Maria Canal Rehabilitation Project

Continental Divide National Scenic Trail Addition

Relocate approximately 32 miles of the Continental Divide National Scenic Trail off of Forest Service roads. Proposed trail location is at or near the actual divide. Up to 3 trail heads will be constructed along the new section of trail.

Cow Camp Salvage Project

Salvage dead and dying trees resulting from spruce beetles and replant the area as needed.

Crooked Creek Cattle and Horse Allotment

Cumbres Vegetation Management Project

Decker Trout Fence Construction

The project will be construction of 2 miles (10,560 feet) new 4-wire allotment boundary fence construction to Forest Service specifications. Clearing of fire-killed timber in the fence right-of-way will be needed.

Divide District Trails System Maintenance

Proposal is to provide maintenance and minor reconstruction to the Divide District recreational trails system, both motorized and non-motorized.

DOMESTIC WATERLINE FOR CARETAKER RESIDENCE AT RIO GRANDE RESERVOIR

Environmental Analysis (Categorical Exclusion) on the reissuance of a 1940 special use permit for a waterline serving the caretaker residence at Rio Grande Reservoir.

Dyers Creek Integrated Vegetation Project

The project is planned to improve big game habitat, stimulate aspen recruitment, provide a wood product, return the area to its historic fire regime by reducing hazardous fuels and would help with overall health and resiliency of the stand.

Eaglenet Fiber Optic Cable

Eaglenet has requested a special use authorization from the RGNF to put fiber optic cable in CDOT's highway 160 easement. The line would be buried in the shoulder of the highway or trenched under the pavement.

East Pass Creek Road Rio Grande Cutthroat Trout Habitat Improvement Project

The Rio Grande National Forest proposes to change the maintenance and use level of approximately 1 mile segment of Forest Road 781 from open to public motor vehicle use maintenance level 2, to maintenance level 1, closed to motor vehicle use.

East Sheep Beetle Salvage Project

The Divide Ranger District is proposing to salvage up to 250 acres of dead and dying Engelmann spruce trees in the South Rock Creek drainage, southwest of Monte Vista, CO. Approximately 1.75 MBF (3,500 CCF) of Engelmann spruce may be salvaged.

Findley Gulch Small Tract Acts

An interchange of 3.42 acres to resolve an encroachment, a sale of 1.32 acres to resolve an encroachment, and sales of 0.1, 0.48, 1.33, 6.98 and 12.56 acres to relieve the U. S. of mineral fractions and provide a more manageable boundary.

The proposed action is to issue a new authorization for Fun Valley horse day rides to replace an expired authorization. There is no change in authorized locations, activities, or service days.

Geothermal Leasing Programmatic Environmental Impact Statement

The Forest Service was a cooperating agency, assisting the Bureau of Land Management (BLM) in that Agency's geothermal leasing analysis and decision. The BLM issued a record of decision on 12/17/2008.

Grayback/Pintada Range Allotment Area Analysis

Analysis of livestock grazing activities and rangeland resources on Bennett Spring, Burd/Raton, Frisco, Martinez/Underwood, Rock Creek, East Pinos and West Pinos allotments.

HANDKERCHIEF MESA TIMBER ENVIRONMENTAL ANALYSIS

Proposal to manage timber and road resources in the Handkerchief Mesa Landscape, with various treatments including harvesting of 10 to 13 MMBF of timber, timberstand improvements, prescribed burning, and road management.

Hayden Pass SNOTEL Installation

The Saguache District proposes to install a new SNOTEL weather station near the head of Hayden Pass. SNOTEL sites record snow water equivalence and data can be accessed remotely for quick determination of snow pack conditions.

Fence construction up to 1/4 mile near northwestern property line in the project area.

Hidden Mile Fence Construction/Reconstruction

Fence reconstruction and new fence construction including floating fence. Fence will be built to wildlife specifications. Permitted cattle will be fenced out of the area to allow for riparian vegetation restoration, habitat enhancement/protection.

High Country Guest Ranch Water Transmission Line Reauthorization

Reauthorization of a spring development and water transmission line per the decree in Division 3 Case No. 86CW0011. The current special use authorization expires on December 31, 2018.

Hot Creek/Piedrosa Wildlife/Fuels Reduction

Wildlife habitat improvement/hazardous fuels treatment project. The goal for the majority of area will be to re-introduce fire into ecosystem via prescribed fire to accomplish the wildlife habitat improvements and reduce fuel loadings.

Industrial Building Corp has applied for the reissuance of a special use permit expiring 12/2011 that has authorized their recreational resort system. The system consists of 9 cabins, a caretakers cabin, water system, outbuildings and access road.

Luders Creek Culvert Riprap Project

Rip rap will be installed below an eroding culvert on FSR750 to prevent erosion of the slope and road, to prevent further erosion.

Marshall Park Campground Access

Proposal is to relocate approx 1500 feet of road that connects to State Highway 149 with the Marshall Park campground.

Mix Lake Campground Hazard Tree Removal Project

The proposed action would include closing the Mix Lake Campground to public use starting September 2017 and completing a timber salvage project to remove hazard trees within the campground boundary.

Mix Lake Picnic Site (ID#: 35144) Removal Project

The purpose of this project is to remove the obsolete infrastructure from the Mix Lake Picnic site, remove FSR 246.1A as a Forest Service system route and to remove the Mix Lake Picnic site ID#: 35144 as a developed recreation site from any inventory

Molini Driveway Project

It is proposed to authorized the Molini private driveway for the purpose of accessing private property.

Newsom Driveway Proposal

The Newsom's are seeking legal access for their existing driveway, 150 feet of which cross National Forest System land.

North Clear Creek Road to Trail Realignment

The proposal is to convert an existing closed road bed into an ATV trail that would be open to the public. This would include realigning the trail where necessary to avoid wetlands and narrowing the width of the travel corridor to a 50 inch tread.

North Pool Spruce Beetle Salvage Project

The Divide Ranger District is proposing to salvage approximately 1,000 acres of dead and dying Engelmann spruce trees near Hanson's Mill, east of Creede, Colorado. Approximately eight million board feet of Engelmann spruce may be salvaged.

NORTH SAN JUAN SHEEP AND GOAT EIS

Environmental Analysis for Marble Mountain, Campo Bonito, Cropsy Summit, Elwood, Treasure, West Vega, East Vega, Cornwall Mt., Upper Adams, North Fork-Middle Fork, Sheep and Goats Allotments.

Northeast Colorado Cellular, Inc. (dba Viaero) communication corridor

Viaero has submitted applications for a cellular communication corridor comprised of five sites on National Forest System land.

Ortega Guzzler Project

The purpose of this project is to provide water developments for big game species in an area with little available water during the late spring through fall. This will increase the use of the area and provide relief for neighboring private lands.

Platoro Triangle Water Project

This project is to take place on the Triangle Pasture of the Platoro Allotment. This will entail the redevelopment of Shilling Spring and running a pipeline awat from the drainage to a water storage tank and associated drinkers.

Poage Lake Spruce Beetle Salvage Project

The Divide Ranger District is proposing to salvage up to 515 acres of dead and dying Engelmann spruce trees near Poage Lake, south of South Fork, CO. Approximately six million board feet of Engelmann spruce may be salvaged through this project.

Pool Table Salvage

The Pool Table Salvage Project proposes to salvage economic value of beetle-killed Englemann spruce, provide opportunity to local forest products industry and ensure adequate stocking of trees following harvest.

Rebel Mine plan of operations extension

The proposed action to authorize the Rebel Mine plan of operations for one year. The plan includes no additional surface disturbance and maintains existing mitigations.

Recreation event permit: 2-day motorcycle enduro event on motorized trails

SFRP LLC is proposing a two-day motorcycle enduro event on existing motorized trails with untimed segments on National Forest System Roads south of Del Norte. The event base area would be on NFS land.

Recreation event permit: horse and ATV fun rides

Mineral County Fair Board is proposing one-day ATV and a horse fun rides on National Forest System Roads north of Creede, CO. The proposed action is to issue five-year permits for these events.

Recreation special use permit reissuance

A permit would be reissued to Payne Outfitting for outfitting and guiding. Permits to groom snowmobile trails would be reissued to the South Fork Powder Busters, Silverthread Outdoor Recreation, and the Snow Country Explorers.

RIO GRANDE WATERSHED EMERGENCY ACTION COORDINATION TEAM (RWEACT) RESEARCH

PROPOSAL IS TO ALLOW RWEACT TO CONDUCT RESEARCH AND MONITORING ACTIVITIES IN AND AROUND THE WEST FORK FIRE COMPLEX BURN AREA. THE ACTIVITIES WOULD BE AUTHORIZED OVER A 5 YEAR PERIOD.

Roaring Fork Stream Restoration Project

Colorado Parks and Wildlife is proposing to apply Rotenone to the Roaring Fork drainage in order to remove all nonnative fish prior to restocking with native Rio Grande cutthroat trout.

RUTH BROWN PIPELINE PERMIT REISSUANCE PROPOSAL

CURRENT PERMIT HAS EXPIRED. PROPOSAL IS TO REAUTHORIZE AN EXISTING BURIED WATER PIPELINE THAT MOVES WATER FROM A DIVERSION DAM ON THE ROARING FORK OF GOOSE CREEK, ACROSS FOREST SERVICE LANDS TO HAY PRESS LAKE, LOCATED ON PRIVATE LANDS.

Saguache Park Prescribed Burn Project

The Saguache District proposes to burn 132 acres of spruce bark beetle killed Engelmann spruce within Saguache Park to regenerate aspen.

This proposal is analyzing the potential for mulching dense pinyon-juniper with a hydroaxe in the San Isabel Creek area north of Crestone CO. Opportunities for public firewood and limited use of prescribed fire will also be examined.

San Juan Silver Project

This is a proponent-paid project whic proposes to expand on its stage one exploration activities in the Creede area, Mineral County, Colorado. The five-year project explore a number of potential mineral producing structures in the project area.

San Juan Silver Project

This is stage two of a 5-year plan to explore for minerals in the Creede mining district. The proposal is to drill a number of exploration holes along historically productive structures.

SANTA MARIA RESERVOIR COMPANY CABIN PERMIT REISSUANCE PROPOSAL

THIS PERMIT HAS EXPIRED. THE PROPOSAL IS TO REISSUE THE PERMIT AUTHORIZING THE VERY SAME EXISTING CABIN TO REMAIN ON PUBLIC LANDS. THIS CABIN IS USED FOR MAINTAINING THE CONTINENTAL RESERVOIR DAM AND ADJACENT IRRIGATION INFRASTRUCTURE.

SANTA MARIA RESERVOIR GRAVEL PIT PERMIT REISSUANCE

THIS PERMIT HAS EXPIRED. PROPOSAL IS TO REISSUE THIS PERMIT TO AUTHORIZE THE SAME EXISTING GRAVEL PIT LOCATED ON NATIONAL FOREST LAND AND USED BY THE SANTA MARIA RESERVOIR COMPANY TO STORE MINERAL MATERIALS.

Develop a water source on the Platoro Cattle & Horse Allotment

Schilling Springs Water Well

A water well will be drilled in the vicinity of Schilling Springs, which is located north of Terrace Reservoir. The water will be pumped into a 12,000 gallon storage tank with a gravity flow to drinkers.

Shallow Cattle and Horse Allotment

To determine if grazing re-authorization of the allotment shall occur.

Shaw Mesa Pipeline Extension

Install a livestock watering trough and extend a pipeline approximately 2800 feet on the Shaw C&H Allotment

Snow Mesa-Wishbone S&G Allotments Analysis

Environmental Analysis for domestic sheep grazing on four domestic sheep and goat allotments.

Solar Well Project - formerly called the Granger Pasture Water Developments

The proposed action is to develop two spring sources and drill one stock water well in the Granger pasture of the Embargo allotment allotment and pipe the water to stock tanks for livestock and wildlife.

South Saguache Range EA

Environmental analysis on 10 range allotments: Houselog, Mill Creek, Tracy Canyon, San Juan Maez, Sawlog, Cave Creek, Pasture, California Gulch, Carnero, Cottonwood.

Spectacle Lake Cattleguard Relocation

An existing cattleguard on FDR250 near Spectacle Lake is proposed for relocation to another location on FDR250 at the boundary of the Rocky Mtn. Estates.

Spruce Hole Salvage

salvage merchantable trees which are dead, dying, or imminently infested by spruce beetles on up to 250 acres in the Spruce Hole area. Activities would also provide hazard tree removal from recreational areas surrounding the Spruce Hole yurt.

Tewksberry trail reroute

The proposed action is to reroute 3 sections of the Tewksberry ATV trail for a total of 1 mile. The reroutes would be constructed to ATV trail specifications with tread no wider than 50", and would reduce resource damage and soil erosion.

Triangle Earth Dams

Four earth dams for water collection will be constructed in the area known as the Triangle, just north of Terrace Reservoir. Construction is an earthen dug-out area with a dam and a spillway treated with salt to seal the bottom.

Trujillo Meadows Campground Vegetation Management Project

This project proposes to harvest blow down, weakened or hazard trees from the beetle infested trees surrounding the Trujillo Meadows campground.

Tucker Ponds Salvage

The purpose of this project is to retrieve economic value from timber stands that have been impacted by spruce beetle, and to artificially regenerate stands after harvest, where necessary.

U.S. Army Mountaineering Training Near Como Lake

The Army has requested a 3-year permit to conduct maountaineering training near Como Lake. The traiing would be 3 or 4 days, up to 3 time a year and would include 40 people camping in small groups of 3 or 4 people. Access would be on foot, atv.

Upper Rio Grande boat ramp improvements

The proposed action is to harden the boat ramps and install rock deflector structures that extend into the channel and provide protection to the stream bank and create a low-velocity area at four existing put-ins on the upper Rio Grande river.

US MILITARY HELICOPTER TRAINING MANEUVERS

PROPOSAL IS TO ALLOW THE US ARMY TO CONDUCT HIGH ELEVATION HELICOPTER TRAINING (takeoffs/landings) IN THE SNOW MESA AREA OUTSIDE OF DESIGNATED WILDERNESS. THE TRAINING WOULD BE DURING THE WINTER MONTHS, OVER A 5 YEAR PERIOD.

UTE CREEK GUIDING AND OUTFITTING, PERMIT

PROPOSAL IS TO ISSUE A PERMIT FOR 476 SERVICE DAYS TO "UTE CREEK GUIDING/OUTFITTING " FOR ANOTHER 8 YEAR TERM. THEY HAVE HAD A PERMIT THE LAST 2 YEARS TO DO SUMMER, FALL, AND WINTER OPERATIONS. THIS WOULD BE AN ADMINISTRATIVE ACTION, NO NEW USE.

Valley Communication Lease Reissuance

It is proposed to reissue Valley Communication's existing communications site lease at the Agua Ramon Communications Site for a new 30 year term.

Valley Communications Lease Reissue and New Building & Tower Project

Analysis to reissue Valley Communications' lease on Saguache Peak and the replacement of both their building and tower. Tower height is proposed to increase from 80 feet to 130 feet.

West Pinos Salvage

The proposed action would salvage merchantable dead trees (subalpine fir and Engelmann spruce), merchantable Engelmann spruce that are infested with spruce beetles, and Engelmann spruce that are likely to be infested by spruce beetles.

White-Nose Syndrome: Caves and Abandoned Mines

The US Forest Service is preparing an environmental analysis for cave and abandoned mine management options for the bat disease commonly known as white-nose syndrome (WNS).
