Proposed Recreation Fees Information and Comment Page

In 2004, Congress passed the Federal Lands Recreation Enhancement Act (REA), which allows the Forest Service to retain funds collected at certain recreation sites and use these funds locally to operate, maintain, and improve these sites. These additional funds along with 95 percent of the revenue from recreation fees remains on the forests to operate, maintain, and improve facilities. The resources derived through collection of fees helps provide quality recreation opportunities that meet the modern expectations of visitors and creates a more financial sustainable developed recreation program for the benefits of future generations.

The REA provides specific requirements related to implementing new fees, changing existing fees, and informing the public on the use of recreation fee revenues. The recreation fee proposal provides opportunities for public feedback during public comment period as public participation is an important component to the REA process. All new fees and any fee changes must be reviewed and make recommendation by Recreation Resource Advisory Committee (RAC) after public participation period.

Recreation Resource Advisory Committee (RACs)

The Recreation RACs make recommendations to the Forest Service and/or Bureau of Land Management (BLM) on recreation fee proposals. Recommendations should fall within the sideboards established by the Federal Lands Recreation Enhancement Act (REA), the Federal Advisory Council Act, and any other pertinent guiding legislation or direction. As stated in the Recreation RAC charter, members provide recommendations to Forest Service and BLM officials on matters including, but not limited to implementing or eliminating standard amenity fees, expanded amenity fees, and noncommercial individual special recreation permit fees; expanding or limiting the recreation fee program; and fee level changes (increases or decreases). Recreation RACs do not make recommendations on recreation fee sites operated by a concessionaire or contractor, commercial permits such as outfitting and guiding, or Forest Service special use permits, and BLM special recreation permits issued for group events such as bike races.

Recreation Resource Advisory Committee members represent a broad array of recreation interest groups to help ensure the Forest Service is proposing reasonable and publicly acceptable new fees and fee changes, and to ensure that the public has been given a fair opportunity to comment. Documentation of public participation comments will be provided to the Recreation RAC prior to RAC public meetings.

New Mexico Fee Proposals

The proposed changes will impact campgrounds and day use sites on the Carson, Gila, Lincoln, and Santa Fe National Forests, and the Cibola National Forest and National Grasslands. The proposed changes include new, increased, and decreased fees at recreation sites and also the adoption of the Enchantment Pass. These changes will help improve and maintain recreation facilities at National Forests in New Mexico. Recreation facilities maintenance and improvement has become increasingly expensive due to aging facilities, increased visitation, and limited resources. The recreation fees charged at Forest Service managed sites contribute to the stewardship of special places. The period for public comments ended on September 30, 2021.

Carson National Forest
Santa Fe National Forest

The two national forests presented final recreation fee proposals to the Bureau of Land Management Northern New Mexico RAC on December 2, 2022. The RAC reviewed and made the recommendation to move forward with no modification to the forest recreation fee proposal. Currently, the recreation fee proposal is being reviewed by the Southwestern Regional Forester for final review and approval for implementation of proposed fees.

Cibola National Forest and National Grasslands

The forest presented the final recreation fee proposal to BLM Northern New Mexico RAC on December 2, 2022, for proposed sites on Mountainair Ranger District, Mountain Taylor Ranger District, Kiowa/Rita Blanca National Grasslands, and Sandia Ranger District. The RAC reviewed and made a recommendation to move forward with no modification to the forest recreation fee proposal. Currently, the recreation fee proposal is being reviewed by Southwestern Regional Forester for final review and approval for implementation of proposed fees.

The recreation fee proposal for proposed sites on Magdalena Ranger District are currently on the table to present and review by BLM Southern New Mexico Resource Advisory Committee RAC in June, 2023. The meeting information will be posted on the website of the BLM Southern New Mexico Resource Advisory Committee.

The recreation fee proposal for proposed sites on Black Kettle National Grasslands presently on the table in standby status for review by the Resource Advisory Committee (TBD).

Gila National Forest
Lincoln National Forest

The Forest Recreation Fee proposals are currently on the table to present and review by BLM Southern New Mexico Resource Advisory Committee (RAC) in June 2023. The meeting information will be posted on the website of the BLM Southern New Mexico Resource Advisory Committee.

Arizona Fee Proposals

Coconino National Forest

Proposed changes to include new fees at five day use sites on Red Rock Ranger District (Dry Creek, Fay Canyon, Mescal, Bell, and Bruce Brockett) and one day use site on Flagstaff Ranger District (Lava River Cave). These day use sites would be added to the popular Red Rock Pass Fee Program and the interagency America the Beautiful passes will be honored at these sites. The public comment period ended on August 31, 2022. Presently on the table in standby status for review by the Resource Advisory Committee (TBD).

Coronado National Forest

The Coronado National Forest is proposing to charge new recreation fees at four developed recreation sites. The proposal would affect two recreations sites on the Safford Ranger District, and two new cabins undergoing renovation on the Sierra Vista Ranger District. The public comment period ended on September 30, 2022.

Safford Ranger District: Proposed changes to include new day use recreation fee at Lower Hospital Flat and Arcadia Campground recreation sites located along the swift Highway on Mount Graham. The Coronado National Forest Annual and Week Pass as well as the full suite of Interagency America the Beautiful passes will be honored at the day use sites. The two proposed Day Use sites in Safford Ranger District is Presently on the table in standby status for review by the Resource Advisory Committee (TBD).

Sierra Vista Ranger District: The historic Canelo Ranger Residence and Canelo Ranger Cabins are located between Sonoita and Parker Canyon Lake. Two cabins are being introduced into the popular Rooms with a View cabin rental program, joining eight other cabins on the Coronado National Forest. The buildings are part of a depression-era administrative site and listed on the National Register of Historic Places as part of the Southwestern Region’s thematic listing of Depression Era USDA Forest Service Administrative complexes in Arizona. The Forest Service is completing a historic rehabilitation project that will includes some upgrades to make the interior more inviting to prospective renters. The Two Canelo Ranger Cabins in the Sierra Vista Ranger District currently on table to present for review by Southern Arizona Secure Rural School (SRS) Resource Advisory Committee on May 25, 2023.

Prescott National Forest

Proposed changes include new and increased fees at nine recreation sites on the forest. The Prescott National Forest Pass and the full suite of interagency passes will be honored at these new Forest Service Day-Use sites.

Verde Ranger District: Proposed changes to include new recreation fees at three recreation sites (Mingus Campground Vista B, Mingus Mountain Group Campground, and Summit Day Use) and two increased recreation fees at two sites (Mingus Mountain and Potato Patch Campground). The proposed changes also include bringing Mingus Mountain Cabin into the Rooms with a View cabin rental program.

Bradshaw Ranger District: Proposed changes to include two increased fees at two sites (White Spar and Yavapai Campground) and bringing Palace Station Cabin into the Rooms with a View cabin rental program.

Tonto National Forest

Payson Ranger District: Proposed changes include new fees at Flowing Springs and East Verde day use sites on the Payson Ranger District. These sites will be included in the Tonto Pass Program. Additionally, the Tonto’s annual Discovery Pass and Senior Discovery Pass, as well as the Interagency America the Beautiful suite of passes will be honored at these new day use sites on Payson Ranger District. The Public Comment period ended on October 31, 2021. Presently on the table in standby status for review by the Resource Advisory Committee (TBD).

Off-Highway Vehicle (OHV) Recreation Special Permit: The Tonto National Forest is proposing recreation fees at four newly established Off-Highway Vehicle (OHV) permit zones and one existing OHV permit zone within the Mesa and Cave Creek Ranger District. The proposed changes require fees at the existing Bulldog Canyon OHV permit zone, the Rolls, St. Clair, Desert Vista, and Lower Sycamore, all within Maricopa County.

OHV permits would be sold through Recreation.gov and administered by the Tonto National Forest. Proposed permit includes daily, monthly, and yearly options.
