The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for Medicine Bow-Routt National Forests & Thunder Basin National Grassland that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
The purpose of this project is to prepare an environmental impact statement to incorporate Greater Sage-grouse conservation measures into Bureau of Land Management Land Use Plans and Forest and Grassland Plans.
Classic Bicycle Racing LLC makes temporary use of NFS lands during 4 of the total 7 stages on four National Forests within Colorado for ancillary facilities such as staging areas with portable toilets, signs, barricades, message boards, and filming.
The Grassland proposes to amend prairie dog management direction in the Land and Resource Management Plan, including changes to management area boundaries and changes to grassland-wide, geographic area, and management area plan components.
Amend an existing special use authorization, named DGL344, to include construction and operation of a new power line segment at Antelope Mine within a new right-of-way in order to provide electricity to an existing entrance guard facility.
ABC Kids would like to offer 60 service days of guided rock climbing at Vedauwoo with up to 10 people at a time and a 1:5 guide:patron ratio. They will utilize campgrounds or dispersed campsites at Pole Mountain. Permit would be for a 2-year term.
This project consists of the installation of a physical rock barrier to restrict access to a dispersed campsite at the intersection of NFSRs-106 and 715. The rock barrier will be installed for resource protection.
Issuance of a ten year outfitter and guide permit to Adventure Cycling Association to authorize multiple cycling tours to operate annually on National Forest System Lands across the Rocky Mountain Region.
Albany Lodge is applying for continued use as a winter snowmobiling guiding and retrieval service, as well as expanding their business to summer operations including Jeep, motorcycle and ATV guiding.
Proposal to authorize Antelope Coal, LLC for use of lands under a new Special Use Permit (SUP) DGL423for facilities ancillary to coal mining on approximately 299.5 NFS acres to replace the current authorization (DGL294) which expires on 12/31/2017.
Renewal of existing 5-year term authorization to mine and remove federal mineral material within the Antelope Mine permit boundary, which ensures supply of material for road maintenance and infrastructure support for mining of federal coal lease.
Antelope Coal LLC has requested an authorization to amend the existing Antelope Mine special use permit to allow expansion of the railroad spur area associated with expansion and increased capacity of the coal loadout facility.
Various vegetation management treatments would be used within a total project treatment area of approximately, but not exceeding, 250 acres of lodgepole pine and mixed conifer stands which have experienced high levels of mortality.
Past management activities have degraded Armstrong Creek and its associated riparian area. This project will focus on reducing sediment, realligning degraded reaches and improving access to the floodplain using active and passive techniques.
Installation of hand-built rock structures in approximately 1.5 miles of ephemeral and intermittent drainages to restore degraded wet meadows in sagebrush rangelands occurring within mapped general Greater sage-grouse habitat.
Reissue Special Use Permit for 20 years to Atmos Energy Corporation for the operation and maintenance of a natural gas transmission line and meter to serve the Steamboat Ski Area maintenance shop.
Avid 4 Adventure currently has a guiding permit for 75 service days for rock climbing at Vedauwoo. They would like to add 150 days of guided backpacking trips on Sheep Mountain and Platte River Wilderness trailheads Pike Pole and Pelton Creek.
Issue FLPMA easements for irrigation ditches and reservoirs meeting CO Ditch Bill criteria located in the Platte River drainage on the Brush Creek Hayden District. Batch #3 includes three water facilities.
BNSF has requested authorization to build two snow fences to protect their rail road easement on NFS land. There will be two locations with two rows of fences at each location.
Proposal is to conduct surface use operations associated with accessing, drilling, testing, and completion for two horizontal oil wells located on Thunder Basin National Grassland, with approx. 0.1 miles of road construction.

Bar-Nunn hunting is requesting a reauthorization of the 50 service days they have been permitted on the Douglas, Brush Creek/Hayden and Laramie Ranger Districts. Permit includes elk, deer, mountain lion, black bear, and moose.
This project proposes to rehabilitate the Barber Lake fishery by cleaning and repairing the ditch and outlet to Barber Lake and rehabilitating the lake bed.
The treatment units total 913 acres of Forest Service and private land within the Forest boundary. Improve the condition of aspen and associated meadow communities. Improve habitat for wildlife species.
Install a headgate, measuring flow box, 991 feet of 24-inch diameter pipe along existing ditch right-of-way. In addition to installation of in-channel diversion and in-stream structures.
The proposed action is to install a headgate, measuring flow box, 991 feet of 24 inch diameter pipe along the existing right-of-way, and instream structures in Battle Creek. Project has been cancelled. See Project #54006.
Baytex Energy is proposing to use and improve an existing 2 track NFSR for approximately 0.70 miles from the intersection with Weston County Road – Cheyenne County Road (#54) to the north in the Section 35 T 42N, R 64W on the TBNG.
The Bear Draw Vegetation Management Project proposes the silvicultural treatment of up to 3000 acres of National Forest System Lands in Jackson county Colorado. Treatments are primarily tied to Mountain Pine Beetle Management.
Surface use operations by a proponent for two new oil and natural gas developments on two drill sites and associated activities for utilities, roads, pipelines, and reclamation.
SUP DGL56 includes allowing Berenergy Corp. to use approx. 0.6 miles of National Forest System (NFS) Road 935, within an eighteen foot right-of-way, for year round access to their existing oil and gas lease operations in the Manning Oil Field.
Fuels reduction by way of timber stand improvement. Provide trees to the North park School by transplanting trees from campground area. Regeneration of the recently harvested east loop of Big Creek Campground in native tree species.
BHPP is proposing to construct and install approximately 3,700 feet of pipeline adjacent to an existing access road from the Murphy B-11 oil well to an existing KN gas gathering pipeline to capture and use natural gas vented at the well site.
The Forest Service is proposing to authorize Thunder Basin Coal Company’s Black Thunder Mine (BTM) to
occupy National Forest System (NFS) lands for the purpose of constructing and storing topsoil and overburden
stockpiles.
Consolidate two existing Special Use Permits (SUP), numbers DGL406201 and DGL406202, into a new SUP (DGL401). Adjust the SUP acreage from 1,064 acres to 561 acres to reflect current, active SUP areas at Black Thunder Mine.
The Parks Ranger District is reviewing potential thinning needs within the Blackhall TSI project area. Density control through thinning will be completed by hand tools. No mechanical equipment or road building/reconstruction will be necessary.
Designation of administrative site on Blacktail Peak and installation of government telecommunications radio improvements to administer National Forest System lands.
Issue a Forest Private Road Authorization to provide access to private land completely surrounded by National Forest, and relinguish an old easement and access road that was never transferred properly and includes lands that are not owned by the LLC.
The Forest Service is proposing to issue a commercial permit to Backcountry Bonsai to harvest live trees including common juniper, limber pine, ponderosa pine, Douglas fir, lodgepole pine, spruce, and possibly mountain maple.

Private citizen is considering whether to pursue purchase parcel of National Forest System land or not. Project is on hold until citizen decision is made. Parcel is eligible for purchase under the Small Tracts Act for several reasons.
Re-align approximately 450 feet of the Boswell Road (an Albany County Road), from private lands to lands managed by the US Forest Service and State of Wyoming, to simplify management and reduce potential conflicts.
Reclamation of two abandoned mine sites located within the Sierra Madre/Encampment Mining District. Project is part of WY Abandoned Mines Safety Program.
Requesting an Amendment to Brush Creek Ranch's current Outfitter Guide permit that would add shuttle services for accessing the ranch's newly-acquired Green Mountain retreat.
This project includes vegetation management for timber salvage, fuels reduction, and wildlife habitat as well as travel management in the Northwest Sierra Madre. The proposal is based on scoping completed for the larger Savery analysis area in 2010.
Minor reroute and relocation involving segments of the snow trails in the Buffalo Pass Recreation Area. These changes are proposed to increase the safety of the trail system.
The proposed project would include the development of one new gravel pit, and extracting materials from an existing borrow pit and an existing gravel pit located near Fish Creek Reservoir along NFSR 60.
Maintenance and reconstruction to bring NFSR 60 up to standards. The proposal also addresses adverse effects of increased dispersed camping, which may be exacerbated by the road improvement.
PROJECT CANCELLED: After the NEPA was initiated we learned that there was an existing barrier downstream. Using this barrier would increase the length of stream occupied by fish more than the proposed site thereby better meeting project objectives.
Replacement of existing crude oil pipeline using horizontal directional drilling under Rocky Point Road, to include staging area, drilling rig landing area, and bell holes (pits) on both sides of the road. Was misnamed Belle Fourche Pipeline Co.
C & C Cattle Co. has requested a re-issue of their Forest Service Special Uses Permit for livestock grazing for a 16-ac parcel. The permit expired 12/31/2017. There are no changes in the use of the pasture; action is administrative only.
The project will encompass 2,800 acres (4.375 square miles) located on the Thunder Basin National Grassland. Conducted utilizing vibroseis as the energy source and will provide data to develop a three dimensional image of the geological structure.
Drilling one oil well; road construction and reconstruction to access well pad; installation of pipeline and electric utility, and reclamation. Proponent is HD Adams.
Stabilize headcut in a headwater channel tributary to Camp Creek. Work will recover the degraded channel and adjoining meadow and improve watershed conditions.

Carbon Power & Light (CP&L) to install below-ground powerline alongside North Brush Creek Road (National Forest System Road 100) to serve private landowners with property located adjacent to North Brush Creek Road.
Hazard tree clearing and/or removal along Carbon Power & Light's overhead powerline from approximately Snowy Range Ski Area to just west of Brooklyn Lake.
Wyoming Fish & Game propose the following to Carlson Auxiliary Ditch: replace headgate/diversion structure, install spill points, replace/reposition culverts at road crossings, and install drop structures at the ditch's end to slow down gullying.
Construct operate and maintain a 1,100 foot natural gas gathering line from a well on the APW private in-holding across National Forest System Lands. The line will be constructed in and/or adjacent to the existing road easement.
Per the State of Colorado Division of Water Resources order, the owners of the Carney and Continental irrigation ditches propose to install headgates and/or measuring devices at the point of diversion on the two ditches.
Eagle's Wing Ranch, LLC has proposed to remove and replace the existing headgate structure on the Chapman ditch at the point of diversion on Chedsey Creek per USDA Natural Resources Conservation Service (NRCS) design plans.

The United States Forest Service (USFS) has a need to authorize Charger Resources, LLC (Charger) to use National Forest System (NFS) lands for operations associated with accessing, drilling and producing oil/gas from a proposed horizontal well.
The Forest Service is proposing to authorize the construction of a road by the Chesapeake Energy Corporation. Chesapeake Energy Corp. is proposing to build 784 feet of new road to access an oil well.
The Forest Service is proposing to authorize Chesapeake Energy to reconstruct and use approximately 10,113 ft of NFSR 964 to access three proposed oil wells in the Robbins Unit and one proposed well in the Cottonwood Unit.
Permit renewal for operation and maintenance of an existing water supply system located on USFS lands that provides water to the City of Cheyenne; includes three reservoirs and 60 miles of pipeline on Brush Creek/Hayden and Laramie Ranger Districts.
The Cheyenne Track Club would like to renew their recreation event permit for a five year term to conduct foot races. The races include 5k, half-marathon, marathon, and double marathon that will take place annually on the Sunday before Memorial Day.
New Cingular Wireless, on behalf of ATT, would like to amend their lease to move equipment and infrastructure from their current tower site to the VRE tower 300 feet away. VRE would like to amend their lease to add 20 feet to their tower.
This project will temporarily modify an exisiting fish barrier in Circle Cr. The modification would prevent non-native trout in Elkhead Cr. from entering Circle Cr. during non-native removal efforts.
Special Use Permit (5 years or less) for temporary construction on Forest Service property (Hahns Peak/Bears Ears District bunkhouse and boneyard) and removal of existing road encroachment on Forest Service property within city limits.
Vegetation management for timber stand improvement and wildlife habitat management among ponderosa pine and juniper stands in riparian and upland sites, including prescribed fire and mechanical treatments of fuels.
To impose a special order closing the Twin Peaks Trail to motorized use from 11:00 p.m. until 11:00 a.m. every day from September 1 through November 20.
Use the piscicide rotenone to remove all non-native trout from the upper four miles of Coal Creek. Native Colorado River cutthroat trout will then be reintroduced.
This project would involve notching 20 beaver dams along East Coal Creek to help plan a native fish reclamation project. Notching would allow estimates of the change in habitat complexity and the timing and volume of flows.
Reconstruction/deconstruction of two interconnected water improvements. Project will propose decommissioning two existing stockpits and constructing a dual tank setup inlieu of stockpits.
Riparian area wetland restoration involving removal of fill material of an old road which is not a National Forest System Road, reclamation of riparian soils and hydrologic function, and revegetation management.
Replaced with project #44516: Laramie Ranger District Communication Site Permits at Hill 8821 and Crow Creek Hill, which completed 5 communication permits during 4th quarter 2014.
Reroute approximately .51 miles of the CDNST. There are sections of the trail that are in hazardous bog areas at certain times of the year. The reroute would move the trail out of the bog areas to a dry location allowing for safe use by packsaddle.
Convert 1.5 miles of NFSR 272 to non-motorized trail. Currently .6 miles is Level 1 rd., .9 miles is Level 2 rd. Conversion will reduce impacts to wildlife habitat, water quality, and riparian areas while maintaining non-motorized opportunities.
This project will remove two weirs and associated infrastructure from Coon Creek and the Upper East Fork Encampment River. The access road will be decommissioned, and a culvert will be removed from Forest road 416.1C to allow aquatic organism passage
The purpose of this project is to remove and/or replace failing culverts on level one roads that are not open to the public and receive limited use by the Forest Service.
Commercially & non-commercially manage timber stands to establish regeneration, growth, & vigor to beetle killed stands expediting the establishment of the next forest.
Salvage of approximately 3240 acres of lodgepole pine and some spruce blowdown, 140 acres of fuel reduction treatments and 1185 acres of pre-commericial thinning and site specific Forest Plan amendment.
DCP will construct two 4inch natural gas pipelines; one high pressure steel line, one low pressure poly pipe, to the EOG-Arbalest 53-33H well to tie into their existing 4inch high pressure line. Less than 5 acres of NFS lands.
Mitigate wetlands lost during railroad construction.This includes shallow excavations at 3 sites along Antelope Creek to create wetland habitat. Includes temporary work sites, and uses existing roads. A total of 16 acres would be excavated.
Issue a road permit to construct roughly 150' of new road to private property off of NFSR 522.E . Issue a road easement for NFSRs 533, 522, 522.A, and 522.E. Year-round access would include use of the Chimney Park Ski Trails via snowmobiles.
The Department of the Army Family and Morale, Welfare and Recreation program would like to offer guided rock climbing and camping at Pole Mountain to families of servicemen and women. They are requesting 40 service days under a 2-year permit.
Devon Energy has submitted a Notice of Intent to the Douglas Ranger District (DRD) to conduct oil and gas geophysical exploration operations on the Thunder Basin National Grassland (TBNG).
The Steckley Road (NFSR 942) is the primary access to a proposed well pad. They would like to upgrade approximately 750 feet of an existing 2 track road to a 20%u2019 running surface all weather road that will provide year round access.
The purpose of this project is to improve wildlife habitat and lower fuel loads to reduce fire hazards. There is a need to re-introduce fire through prescribed burns to improve age class distribution.
Little Snake River Museum in Savery, WY was gifted the historic Divide Sheep Camp buildings and structures located in the Sierra Madre. The Museum will conduct the first phase of needed restoration and repair, to include the fence and cabin interior.
The Laramie Ranger District would issue a Road Use Permit to Mr.Dobson to constuct up to 1,000 feet of single purpose, gated road from the end of NFSR 500.EA to the Jupiter #4 mining claim.
Luke Dowdy has requested authorization to cross NFS land to access his private land in the Upton area. Mr. Dowdy owns the private land in the same quarter section. The right-of-way will be for approximately 15 feet in length and 20 feet wide.
Project Canceled: No NEPA review required. It was determined that this project falls under Maintenance of Recreation Sites (replaced former assets); and it was also determined that there are no resource concerns associated with the project.
EOG Resources, Inc. (EOG) has submitted a Sundry Notice of Intent requesting the BLM and USFS authorize a proposed alternate road access re-route to the Bolt #15-33H well and to abandon and reclaim the existing unauthorized road on NFS land.
The Forest Service proposes to authorize geophysical surveys on the Thunder Basin National Grassland. The Lightening Creek and Mary's Draw 2D swath seismic project would utilize vibroseis as the energy source to provide data on potential minerals.
The Forest Services proposes to authorize EOG Resources, Inc to use portions of NFSRs 910, 910.D and 910.A and construct approximately 719 feet of new road in Section 18, and 190 feet in Section 15, T41N, R72W 6th PM to access proposed wells
The proposed action is to issue a Road Use Permit for EOG Resources to use the existing road (0.4 mile in length). Also, to authorize EOG Resources to construct and maintain an access road would be a 269 foot long by 40 foot wide construction ROW.
Remove hydrology weir constructed by the USFS in 1960s that is preventing fish movement upstream and restore approximately 800' of stream channel. Removal of weir will provide access to eight miles of stream.
This project would include treating the Project Area to reduce fire hazard and encourage stand health. An Adaptive Management Option would be created. Treatments would be selected by using the appropriate design criteria.
This is an existing Spring Box and Pipeline that is developed on National Forest System land and is used for the purpose of domestic water on a private property. The proposal is to re-issue the permit allowing this use.
Authorize geophysical surveys on the Parks Ranger District of FSR 750. Would utilize vibroseis as the energy source to provide data on potential minerals. All equipment and operations will be completed on the existing road.
The proposed action is to relocate all or a portion of NFSR 499 (Ellis Trail) and close/obliterate a portion of FST 1101 (Whiskey Creek Trail). A new four-wheel drive route may be completed using a combination of existing roads and trails.
The Arapaho and Roosevelt, Medicine Bow-Routt, and White River National Forests are proposing to remove all dead and dying trees (i.e., hazard trees) along power lines crossing National Forest system lands in Northern Colorado.
Mineral exploration and sampling conducted through boring four (4) geologic cores for analysis. Cores will be removed and remaining holes plugged with concrete.
Customized digital SLR remote camera systems will be installed at key locations throughout the basin to record time-lapse images of the river’s cycles to record the pulse of the Platte River over days, months, and years
The FAA has proposed to remove and replace the existing propane engine and fuel storage tank at the existing North Walton Peak Communications Site. The new engine and propane tank will be replaced in-kind and in the same location.
The First Creek wet meadow restoration project would occur on approximately 1.5 miles of ephemeral stream in the project area. Work would include Zeedyk structures, one-rock dams and revegetating a small area.
Replace existing culvert with a larger culvert or a bridge to address engineering structural and safety concerns and improve aquatic passage and hydrologic conditions.
Proposal to authorize the Surface Use Plan of Operations for Application for Permit to Drill (APD) for WFCU#22 and WFCU#84 re-entry wells. The earlier wells were plugged and abandoned in 2002 and 1995.
Reauthorization of livestock grazing and issuance of new allotment management plans for the Foxpark and Boswell livestock grazing allotments and the Sheep Mountain wildlife area.
GCR Electronics, LLC (GCR) operates a communication facility at the Crow Creek Hill communication site. GCR has held an authorization for their facility since 2006 that will expire on 12/31/13. They have applied for the authorization to be reissued.
Idaho Power and Rocky Mountain Power propose to construct electric transmission lines from the proposed Windstar Substation near the Dave Johnston Power Plant at Glenrock, WY to the proposed Hemingway substation near Melba, Idaho
Idaho Power and Rocky Mountain Power (the Companies) are conducting investigation and
permitting activities necessary to construct transmission lines from the planned Windstar
Substation in Converse County, Wyoming.
The project will encompass approximately 634 square miles with approximately 120,480 acres of the Thunder Basin National Grassland included in the project area. The project is proposed as a multi-source geophysical vibroseis with some shot holes.
The Forest Service was a cooperating agency, assisting the Bureau of Land Management (BLM) in that Agency's geothermal leasing analysis and decision. The BLM issued a record of decision on 12/17/2008.
The proposal is to issue a Special Use Permit for the operation and maintenance of Gill Reservoir which will be used by the public for recreation, livestock watering, and wildlife habitat. The permit will be issued for a 30 year term.
Proposed oil and gas project for 1,500 oil and gas wells, on 100 well pads, drilled over the course of 10 years in southern Campbell and northern Converse Counties, with roads, utilities and pipelines for transport of materials are included.

Yampa Valley Electric Association proposed to install, operate, and maintain underground powerlines and electrical boxes within the Steamboat Ski Area permit boundary. The project will total approximately 4.83 acres.
Change in travel management on NFSR 110 (Black Mountain Road) to allow OHV use where currently prohibited. Other minor changes to the HPBE MVUM map may be included in this analysis.
Renewal for Elk River Guest Ranch Recreaiton Special Use Permit. Activities are primarily trail rides, but also include other outfitting and guiding activities.
Minor changes and updates to travel management based on management needs on the ground. Road decomissioning, road closure improvements, maintenance level adjustments, and road openings.
Using chainsaws, thin overstocked, naturally regenerated harvest units totaling approximately 220 acres. Precommercial thinning would occur in stands dominated by lodgepole pine saplings.
The project would integrate National Forest System Roads (NFSR) 633 (Harris Park Rd.), 716 (Fletcher Park), and County Road 71 (Cottonwood Rd.) into fuel breaks. Fuel breaks would include thinning and removal of ladder fuels along the road.
Road access to a new subdivision between Osage and Upton. Proposed roadway would be approximately 3,900 feet in length and utilize a previously constructed roadway. Project name change from Hartland Subdivision Right-of-Way.
Determine vegetation treatments that reduce the existing, potentially hazardous, dead and dying trees along National Forest System Roads, developed recreation sites, and administrative sites.
Properly control the waters in the Last Chance Ditch and install a suitable and proper headgate at the point of diversion of the Last Chance Ditch from Whitney Creek.
The High Plains Archery 3-D Tournament would like to renew their recreation event permit for a five year term. The tournament takes place during the third weekend in July and has been authorized on the Medicine Bow NF since 1992.
The Wyoming Department of Transportation (WYDOT) is proposing to realign a portion of WYO Highway 70 between Baggs and Encampment, at reference marker (RM) 30.

This project analyzed the complete road system on Pole Mountain. The analysis examined both the existing road system and user-created routes. The Pre-decisional EA and DRAFT Decision Notice recommend road system additions and closures.
Unauthorized routes in the Middle Crow Creek watershed on the southeast side of Pole Mountain will be decommissioned and restored to improve watershed conditions. This project was planned for FY15 but had to be moved to FY16 due to limited resources.
Route restoration will consist of soil de-compaction, drainage structure improvement, erosion control, seeding, mulching, and hand-tool work. Access to all routes will be obstructed using fencing, tree falling, posts, and boulders.
This is a multi-phase project that would prescribe burn or mechanically treat approximately 8,600 acres on the Pole Mountain unit over 7-10 years. Proposed activities would improve habitat and reduce fuels.

Take rock core samples from 5 locations near Lake Owen to be used for mapping local geologic stratigraphy. Drill pads are all located on unpatented mining claims and accessed via open National Forest System roads. No new roads will be built.
Wyoming Pipeline Co.'s crude oil pipeline system became Dept. of Transportation jurisdiction 10/1/2012. The conversion of service requires pipeline tests for safety in several locations on the Thunder Basin National Grassland.
Proposes to authorize Wyoming Pipeline Company to occupy NFS land to construct and maintain an additional 361 feet of natural gas line to the Mush Creek Pumping Station, connect to an existing line, and renewal of 20-year term Special Use Permit.
