The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for Coronado National Forest that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
The Forest proposes to issue a 10-year priority special-use permit to Naturalist Journeys to conduct outfitter/guide activities on the Douglas, Nogales and Sierra Vista Ranger Districts of the Coronado National Forest.
The Smithsonian Institute proposes to move one of four dish-telescopes (collectively, VERITAS) temporarily sited behind the Visitor Center to a location in front of it. A special-use permit will be issued to the Smithsonian to operate VERITAS.
The Forest proposes to issue a special-use permit to Eastern Arizona Radio Society authorizing the installation of an amateur radio antenna on the lookout at West Peak.
A new research request from a Benjamin Wilder for a 2-year permit. The research conducted will be assessing fire risk at the Sonoran desert grassland and wildland urban interfaces. This work will be conducted in wilderness with no ground disturbance.
Cabin modifications to an existing recreation residence cabin, including enclosing portions of existing porch, extending current porch, adding exterior door for safety egress and repairing minor items on the cabin.
This project proposes to re-issue one permit for an annual recreation event that has occurred for one or more years in good standing. The recreation event is located on all five ranger districts on the Coronado National Forest, in AZ and NM.
This project proposes to re-issue two permits for annual recreation events that have occurred for one or more years in good standing. The two recreation events are Easy Peasy Lemmon Squeezy and Mt. Lemmon Gravel Grinder.
Closure of 58 mine features, including shafts, tunnels, and open cuts using bat gates and cupolas, polyurethane foam, and fencing, to secure the workings against threats to human and wildlife safety.

Re-issue Amphitheater Mens Club permit SAN3018-01 (Expired in 2015) to the new Association Name, Amphitheater Camp and Scholarship Association and change the use code from Organizational Camp (113) to Private Camp (115) for 20 years.
Facility modernization to the Amphitheater recreation site located in Madera Canyon. Installation of a new waterless restroom and accessibility improvements.
Construction of an agricultural residence on the ground of Angle Orchard SAF2104. Footprint is roughly 60 feet by 20 feet to be added to existing improvements on property.
First Net Project - Extension of concrete slab in order to replace an existing generator and propane tank at Radio Ridge Communications Site for reliability purposes.
Monitoring watershed with different fire histories to assess hydrologic and geomorphic post-fire responses to rainfall, to provide guidance to BAER teams, to inform USGS post-fire debris-flow models, provide information to other organizations.

Arizona Geological Survey proposes to pair existing (5 sites) or new (5 sites) recording tipping bucket rain gauges with time-lapse cameras at ten (10) sites that are co-located with existing plots from two studies that are currently underway.
Reroute of two sections of the Arizona National Scenic Trail on the Sierra Vista Ranger District in the Canelo Hills area to remove the trail from an arroyo and road.
To study the diversity and distribution of macrofungi in diverse biomes, as they relate to fire, with collections of mushroom fruit bodies, soil, plant tissue, and air spora.
El Paso Natural Gas Company proposes to replace 2.1 miles of deteriorated natural gas pipeline within the utility corridor authorized by special-use permit.
Fell and remove bark beetle infested trees to reduce bark beetle populations, to protect surrounding trees and stands, and to mitigate fire hazard associated with beetle-killed trees.
Bear Canyon Bridge is a two-span concrete bridge in need of replacement. The USFS engineers designing the bridge require a subsurface geotechnical investigation to determine the engineering properties of local soil and rock.
Removal dead or dying trees from Ips beetle-infestation around Bear Canyon. A combination of cutting by hand and conventional logging equipment maybe used depending on the site. Infested wood taken off site.
Construct a solar well, storage tank and two troughs to supply the Bellota Allotment with a permanent water source to fill the need for additional water availability in Redington Pass to benefit wildlife and improve livestock distribution.
Black Oak Cemetery Association, Inc. permit covers 5 acres in W1/2, NE1/4, NE1/4, NE1/4 of Sec. 6 T.22S., R.18E. The permit would authorize the maintenance and operation of the existing Black Oak Cemetery.
Restore recreation facilities at the lake. Replace boat ramp and dock, install sidewalk, unpaved parking area, and accessibility-compliant parking area adjacent to the boat ramp.
To reduce fuels, the Sierra Vista RD, in partnership with Quail Forever and Borderlands Restoration, would construct sediment retention structures to create depositional areas, increasing water infiltration and organic matter accumulation.
This project will involve a combination of roadwork and restoration projects to remediate the impacts associated with the border barrier installations along the U.S./Mexico border.
Placing of 12 wildlife cameras across the Nogales Ranger District for monitoring of mammal presence, diversity, and movement throughout the project area.
An existing, already installed 45,000 gallon steel water tank within an existing, but inoperable concrete tank and associated waterline that is used to transport water from the tank to the ranch located on private property.
To construct approximately 3 miles of fence along the forest boundary between the National Forest and the Santa Rita Experimental Range. The fence will be constructed on the west side of the Santa Rita Mountains, along a portion of the western bounda
Cabin modification requests from Recreation Residence permit holder on Santa Catalina Ranger District - replacing leaking septic tank with an in-kind tank.
Cabin modification requests have been received from Recreation Residence permit holders to update or repair current recreation residence cabin conditions.
Review and modify special use permit authorizing Camp Lawton and its proposed master plan. Improvements would include reconstructing and expanding existing facilities and constructing new facilities within the footprint of the existing permit area.
Solarize an existing USFS administrative well in the Camp Rucker footprint. The well and solar pump would then be used to feed a nearby existing pond/wetland and a new water storage tank to provide wildlife habitat.
The Douglas Ranger District proposes to partner with volunteer groups to create improved habitat for the Chiricahua leopard frog by creating a series of connected pools at Camp Rucker in Rucker Canyon.
Complete environmental analysis to authorize the continued grazing on the Crittenden, Kunde, Mowry, O'Donnell, and Papago Allotments. The analysis will include the addition of several new range improvements.
The Forest proposes to maintain continuous water for wildlife and livestock by burying 10.5 miles of water line in roads in the Canelo area. This would help protect the line from vandalism, fire, and other human and natural disturbances.
Expanding Carr pond to increase the amount of surface water in the area, and installing a water storage tank to rapidly refill the pond if it is used during fire suppression. The pond would be created just south of the existing frog pond.
The Arizona Department of Transportation, in cooperation with the Arizona Game and Fish Department, is planning construction of two wildlife water catchments on Forest land south of Sierra Vista and west of State Route 92 in Cochise County.
Installation of sediment retention and/or erosion control structures in drainages and their associated uplands that feed water to larger creeks and canyons of the Santa Rita Ecosystem Management Area.

Three outdated septic systems at Catalina State Park need to be replaced per ADEQ requirement to update all septic systems. Existing septic tanks will be removed, new tanks and lines will be installed in previously disturbed areas.

The City of Tombstone is requesting a reissue of their existing special use permit for the operations and maintenance of four spring developments, a water transmission pipeline less than 12 inches in diameter, about 16,700 ft long and 50 ft wide.
Reissuance of an existing special use permit to the City of Tombstone for the operations and maintenance of four spring developments and water transmission line located inside the Miller Peak Wilderness.
The Forest proposes to imporove habitat by repairing headcuts along Cloverdale Creek, and remove sections of dike to allow water to flow freely from the upper pasture to the lower pasture.
Cochise Broadcasting, LLC needs to obtain proper authorization for an equipment cabinet that is already installed at the Elephant Head Communication facility. Absolutely no ground disturbance is associated with this action, this is admin only.
The District proposes to install approximately 600 feet of interpretive trail at the Columbine Visitor Center. Additionally, there would be interpretive signs and an information kiosk added to the new trail.
Authorization for a 20-year Special Use Permit to Columbus Electric Cooperative to allow for maintenance of existing powerlines. Columbus Electric has been and continues to be in compliance with their permit which expired in 2011.
Site remediation and restoration after a diesel fuel leak at Facility 1 at Melendrez Pass Communications Site. Waste removal, abatement and disposal of hazardous materials and demolition of 3 8'x10' buildings, concrete slabs, and diesel fuel tank.
Installation, operation and maintenance of two solar-powered Techops Access Point - Tactical Communication Network System. Consists of a shelter, communications equipment, antennas and 30 ft mast, solar panel and 2 helicopter landing zones.
To install a water system (2 troughs, 2 storage tanks, and pipeline) that will provide a consistent year-round water supply for wildlife and livestock and reduce impacts to Ash Creek.
To construct approximately 2,000 feet (approximately .37 miles) of trail to provide connectivity between the Cunningham Loop and FR507 and an interconnection with in the loop.
Construction, operation and maintenance of a Tactical Communications Network System (TCNS) at Kilmer Peak; Consists of a shelter, communications equipment, communication antennas and 30 ft mast, solar panel and 2 helicopter landing zones for access.
The 355 Fighter Wing has a rescue group attached to the 355th at Davis-Monthan AFB. They have proposed to conduct high elevation rescue training at three helicopter landing zones on the Coronado National Forest.
Re-issuance of a special use permit to Double Aero Outfitters for a period of 10 years. This permit will authorize the use of lands on the Sierra Vista Ranger District of the Coronado National Forest for Outfitting and Guiding quail hunts.
Mist netting and banding with geolocator attachment on Cordilleran Flycatcher (Empidonax difficulus) breeding individuals. Recovery of geolocators will allow researchers to asses migration patterns between Arizona and Mexico.
Installation of a new livestock pipeline and burying of several existing pipelines on the Dragoon allotment, as well as extending the grazing season while lowering the livestock numbers on the Middlemarch allotment in the Dragoon EcoloEMA.
The renovation of Duncan Well and 80 Tank requires the installation of a liner and geo-textile fabric within the existing basin of these stockponds. To install the liner, a trackhoe will shape the basin and prepare the bed for a new liner.
The East Galiuros Habitat Enhancement Project will consist of under-story thinning of encroaching junipers and other vegetation to benefit native oak species, including Emory Oak and preferred winter browse species for deer.
This project will conduct range improvements to enhance wildlife habitat and water sources for both wildlife and cattle at three water tanks in the Huachuca Mountain foothills.
Piscicide treatment of Ash and Marijilda Creeks followed by stocking with native Gila trout. Introduction of Gila trout in Frye Creek. Partnership with Arizona Game and Fish Department.
Installation of sediment retention structures for erosion mitigation in small watersheds. Depositional areas behind the sediment retention structures would serve as starting point for watershed restoration due to increased infiltration.
The Douglas Ranger District, in cooperation with the grazing permittee, Borderlands Restoration, Sky Island Alliance, Cuenos los Ojos and Buenos Aires National Wildlife Refuge propose to install sediment retention structures in small watersheds.
This will re-issue First Southern Baptist Church permit SAN3022 (expired in 2015) Organizational Camp (113) for a 20-year term. Permit holder has requested to add a storage shed and replace a deck.
This project proposes to issue a 5 year research permit to John Koprowski for the Santa Catalina and Nogales Ranger Districts on the Coronado National Forest for trapping, handling, and marking of garter snakes in compliance with AGFD.
The Project consists of constructing up to 1,940 feet (less than 0.4 miles) of temporary access road and up to 6 drill pads, the use of existing roads, and reclaiming all new temporarily disturbed areas.
The Forest proposes to issue a 10-year SUP to Glenn Ranch Corporation to conduct outfitter guide activities for large game hunting on all districts of the Coronado National Forest.
Studying ranavirus transmission in amphibian communities across the Douglas, Nogales and Safford Ranger Districts of the Coronado National Forest. Study will take place between March 2023-March 2028.
Create material source sites to provide a more economic and better quality source of materials for various road and facility maintenance and improvement efforts such as road resurfacing, drainage improvements, and streambank stabilization.
Improve existing recreation sites located in the Nogales, Safford, and Douglas Ranger Districts. Replacement of 8 restrooms to reduce deferred maintenance and improve user circulation, accessibility of walkways, existing picnic and parking areas.
Forestwide Special Use Authorization for three archaeological firms (two new and one renew applicants). Proposed special use permits will be 5-year duration permits with minor impacts.
Special use permit reissuance for 73 water catchments, ponds, springs located across all five districts of the CNF. Arizona Game and Fish Department manages sites to provide water to wildlife.
The Project included three facility improvements: lower spring water source, replacement of residence water tanks site; and replacement of the summit dormitory; all of which are directly adjacent to Mt. Hopkins Road.
Relocate a section of the Mesa Pipeline that runs between the Steel Rim and Peach Tree tank. Extend the Lower French Gap pipeline from Lower French Gap storage up Forest Service Road 6608J to the French Gap Corrals.
Kennecott Exploration Company has proposed to gather necessary information by drilling twelve exploration boreholes to further characterize mineral resources on interests on unpatented federal mining claims, in accordance with the 1872 Mining Law.
Reduce woody species (juniper) canopy cover up to 25% through physical removal by mechanical means, piling slash, and conducting a prescribed burn to remove slash and sprouts. This will improve forest health by maintaining grasslands.
The Forest Service was a cooperating agency, assisting the Bureau of Land Management (BLM) in that Agency's geothermal leasing analysis and decision. The BLM issued a record of decision on 12/17/2008.
This project proposes to replace the existing Gibb Wash Bridge and realign approximately 600 feet of NFSR 38, split nearly equally on either side of the bridge, to improve motorist safety, bridge durability, and reduce maintenance costs.
The Forest proposes to replace 4 miles of pipeline and add 2 storage tanks and several troughs on the H6, Sausito, Heifer and Caralampio pastures of the Marstellar allotment.
Work involves creating diversion swale at the confluence of Carlink Creek and E Stronghold Creek and removal of debris/sediment both upstream and downstream of E Stronghold Creek itself to restore drainage flow to the creek through the water crossing

This project proposes to supplement the 2009 Huachuca FireScape Project and 2020 Huachuca FireScape Supplemental Information Report with 3 new restoration activities: grubbing, herbicide application, and fire and non-fire treatments in riparian areas
Drilling of a well south of the Huachuca Mountain Range to provide a dependable water resource for both livestock and wildlife in the area of the San Rafael Valley.
The Douglas Ranger District is proposing to construct 0.53 miles of road across Forest System land and easements to provide motorized access into Hjus Canyon.
New 5- year re-issue research permit with project titles: Transformative Behavior of Energy, Water, and Carbon in the Critical Zone II: Interactions between Long and Short Term Processes that control delivery of critical zone services.

Deployment of MCH pheromone packets to Douglas-fir trees within the Ladybug/Turkey Flat area to limit bark beetle mortality following Douglas-fir tussock moth defoliation event in 2022.
Lochiel Well would be drilled and fitted with storage tanks and a trough to provide a more permanent water source to meet the need for additional water availability, positively benefit many wildlife, and provide for better livestock distribution.
The Sierra Vista Ranger District proposes to drill a well within the Upper Joaquin Pasture of the Lone Mountain Allotment to provide year round water for wildlife and livestock.
Construct 1.7 miles of fence to create two riparian pastures, extend a pipeline for 2 miles, install one trough, remove nonnative vegetation (tree of heaven & Johnson grass), and plant native plant species in an effort to improve riparian habitat.
Madera Canyon Vegetation Maintenance project involves selective cutting, piling, and/or removal of tree limbs, brush, and dead and down vegetation within 150 feet of centerline of existing National Forest System roads and trails within Madera Canyon.
Modify the existing Madera water supply system to provide a reliable source of water for the residents and visitors to Madera Canyon. Water usage from 3 springs will cease and be replaced with a well on private property.
Installation of sediment retention and erosion control structures in drainages and associated uplands that feed water to larger drainages that flow into Nogales. Structures will include local materials (rock and wood) to inhibit overland flow.
The Coronado National Forest is planning to develop an access route in the San Rafael Valley providing public access into the Meadow Valley Area of the Huachuca Ecosystem Management Area (EMA).
Due to major erosion, approx. 0.11 miles of NFSR 345 needs to be realigned between 1-10 feet from the existing road matrix. Gabion baskets or metal netting would be added to the eroded (NW) side of the road to avoid further damage to the road matrix.
Close motor vehicle access to the Miller Peak Wilderness area by installing a fence and gate at the Sunnyside Canyon trailhead and construct a fence and/or place large boulders near the old road near Joaquin Creek to mitigate damage done by vehicles.
Plant approximately 22,000 Douglas-fir seedlings on 85 acres of lands impacted by wildfires in and around Webb Peak and Old Columbine in the PinaleÂťo Mountains. Areas to be planted were burned in the Clark Peak, Nuttall-Gibson and/or Frye Fires.
The project includes remodeling, reconfiguring, and expanding the existing Mt. Lemmon Fire Station to meet the minimum requirements for occupational safety and health. The existing fire station building footprint will be expanded by 2,411 square feet
Deploy anti-aggregation pheromones to mitigate tree mortality following the Bighorn Fire. Project area includes 600 acres of Mexican spotted owl habitat that burned at low to moderate intensity, and 427 acres within recreation areas on Mount Lemmon.
Planting 43,000 ponderosa pine in 121-acre project area to assist with regeneration after Bighorn Fire. Project area includes Marshall Gulch, Inspiration Rock, and small pockets along Ski Run Rd. Trees will be planted at 10 ft spacing.
Install an additional 2400 feet of 6-inch Ductile Iron Pipe (DIP) connecting the Mount Lemmon Water Districts (MLWD) potable water system to the Mount Lemmon Fire Station and to the adjacent helipad.
Proposal to remove a portion of the fence at Facility #5 of the Mt. Bigelow Communications Site to expand the lease area by 300 square feet and add a 10'x15' concrete pad. A cabinet and generator would be placed on top of the pad.
Nogales Ranger District coordinating with the Smithsonian Institute to thin and chip near structures on the Mt. Hopkins Observatory site. This is to maintain defensible space around the structures in the event of a wildfire.
Construction of two small domes to house a 0.5 meter survey telescope and a 1.3 meter research telescope at the Mt. Lemmon Observatory Station. The buildings would be 420 sq. ft and 18 ft tall and 390 sq ft, and 22 ft tall respectively.
Erosion on NFSR 42B caused material to fall into northern watershed and subsequent repairs to the road via tensar fencing caused additional material to fall. This obstruction to water flow will be removed before the upcoming monsoon season.
A section of the road matrix on Flux Canyon Road has been removed as a result of erosion. FS proposes the installation of gabion baskets to restore the road matrix and prevent future erosion. The work would require a bulldozer and excavator.
This project will establish a new generation of Fremont Cottonwoods along Sonoita Creek while protecting and enhance watershed health and riparian habitat value through invasive plant control and regeneration of a broad suite of native plant species.
The proposed trailhead at Oak Tree Canyon, off of Highway 83, provides access to the Arizona National Scenic Trail. It will include grading of a previously disturbed area and installation of a perimeter fence.
Installation of 20 ft security tower with camera(s) outside of gate along Forest Road 184 Montosa Canyon. Solar panels will be mounted on tower along with cameras.
The purpose of this project is to reduce soil erosion on 800 feet of the Old Baldy Trail using a mini-excavator. Since this causing erosion toward the Super Trail, this effort include reducing erosion between the trail heads.
The Forest proposes to issue a 10-year special-use permit to Laurens Halsey (doing business as Desert Harrier) to conduct outfitting and guiding activities on all 5 districts of the Coronado National Forest.
The Forest proposes to issue a new special use permit to the holder to conduct hunting of upland game birds on the Sierra Vista and Nogales Ranger Districts.
Issue a priority-use special-use permit for outfitting and guiding activities (birding) on Douglas Ranger District. This applies to a 2-week course offered by the college.

PaleoWest, LLC has requested a blanket permit to support a long-term monitoring program of cultural resources. Request is for non-collection and non-disturbing surveys.
Utilize the existing infrastructure of the Paloma Trick Tank, drill and equip a new well, install/bury 2.0 miles of pipeline, and install 2 troughs and one new water storage tank for the purpose of permanent wildlife water and cattle distribution.
Implementation of AZGF's grant funded project to expand parking, improve traffic flow, and add a boat ramp at Parker Canyon Lake. Includes replacement of a failing culvert that drains an intermittent stream between lake access and nearby campgrounds.
Implement repairs to portions of a damaged 150-foot stream section to prevent headcut formation. Stream section goes through organic wetland soils with dense vegetative mat. Cut and remove displaced pipeline that is obstructing stream flow.

AZGFD project to add submerged aquatic habitat structures (natural and artificial) within Pena Blanca Lake to support sportfish populations and improve angler success.
UES plans to replace 24 structures on the distribution line with heavy-duty wood poles. New structures will be 40 feet tall, buried 6 feet below the surface for a total height of 34 feet above ground level, and are approximately 1.5 feet in diameter.
Two part extension project to expand the existing Perimeter Trail #138 which currently connects Carr Canyon to Miller Canyon. Part 1: Trail extended from Miller Canyon to Hunter canyon. Part 2: Trail extended from Carr Canyon to Ramsey Canyon.
Install, operate and maintain an ALERT streamflow monitoring site in Catalina State Park on Sutherland Wash and an ALERT rain gauge near Thimble Peak Vista on the Santa Catalina Ranger District.
