Cedar Creek Falls Forest Orders
Forest Order No. 02-23-02 closes the cliffs surrounding the falls, 02-23-03 requires visitors to have a permit to access the falls, 02-23-04 prohibits alcohol along the entirety of the trail system.

It is my decision to issue three Forest Orders prohibiting the possession of alcohol in the Cedar Creek Falls Alcohol Prohibition Area (Forest Order No. 02-23-04), closing the cliffs surrounding Cedar Creek Falls to public access and use (Forest Order No. 02-23-02), and requiring that visitors to the Cedar Creek Falls Visitor Use Permit Area obtain a visitor use permit (Forest Order No. 0223-03). The affected area includes all National Forest Systems lands within ¼ mile in any direction of Cedar Creek Falls, ¼ mile to the north and ¼ mile to the south of the San Diego River Gorge Trail and Trailhead, and ¼ mile on either side of the Eagle Peak Road Trail and Trailhead, as shown on Exhibit A to each Forest Order.
I am issuing these Forest Orders pursuant to the Cedar Creek Falls Visitor Use Permit System Environmental Assessment (EA). Sections 1.3 (Existing Condition) and 1.4 (Purpose and Need for Action) of the EA provide background information and rationale for issuing the three Forest Orders. Section 2.1.2 (Proposed Action) of the EA proposes each Forest Order. The conditions addressed in the EA warranting the implementation of these orders remain unchanged. These three Forest Orders will be in effect from May 27, 2023, until May 26, 2026, and will address natural resource as well as public health and safety concerns related to dispersed area recreation.
Coordination with the following cooperating agencies was conducted prior to implementation of this shooting prohibition:
1. California Department of Forestry and Fire Protection (CalFire)
2 . San Diego County Sheriff's Department
3. State of California, Department of Fish and Game, Highway Patrol, Cal Trans, Department of Parks and Recreation
No significant issues were raised during these scoping sessions.
