I. EXECUTIVE SUMMARY


The purpose of this plan is to guide the continued use, maintenance, improvements and disposal of Forest Service facilities on the Mt. Hood National Forest in support of its administrative needs and functions. Recreation facilities (i.e. Timberline Lodge, Lost Lake filtration building, etc.) are not included in this report.

The primary administrative sites on the Forest will be four Ranger Districts (Barlow, Clackamas River, Hood River and Zigzag) located at Dufur, Estacada, Parkdale (hwy 35), and Sandy, respectively; four work centers (Bear Springs, Ripplebrook, Parkdale and Zigzag); and a Headquarters Office located at Sandy.

The primary management direction is to provide safe, clean, attractive, efficient and accessible facilities for a projected workforce of 394.9 permanent (includes contract personnel at TLJCC), 77 temporary employees and 234 students at TLJCC while reducing fixed costs through consolidation and decommissioning of unneeded buildings.

A review of administrative sites indicate that the Forest currently has the same number of sites it had before consolidating from 7 Ranger Districts to 4. The current number of administrative structures on the Forest is 331 which total 526,126 sqft.

The long range plan proposes reducing the number of administrative buildings by 103 for a total reduction of 120,311 sqft.

The plan also proposes the construction of an additional 5,400 sqft of storage space on Zigzag RD, a 2,400 sqft expansion to an existing office on Barlow RD, and multiple additions at Timber Lake Job Corps Center; including a new administration office, dorm expansions, auditorium, education center, arts/laundry building and greenhouse/classroom; totaling an estimated 29,188 sqft. The existing administration and education buildings (10,340 sqft) at TLJCC would be phased out.

Four administrative sites on the Forest are no longer needed for administrative use. These are the Columbia Gorge RD, Clackamas Lake Guard Station, Oak Grove and Summit Guard Station. Two additional large administrative sites will be substantially reduced in size with the vacating of structures on the south side of the Zigzag compound and the majority of the structures on the south side of the Bear Springs compound.
