With the increased popularity spatial data and an estimate that over ninety percent of all the business the Bureau of Land Management conducts has some sort of spatial aspect, documentation of the data holdings in an effort to reduce redundancy was necessary. One step toward achieving this goal was Executive Order 12906 (April 1994), which required that all federal agencies "shall document all new geospatial data it collects or produces, either directly or indirectly, using the standard under development by the Federal Geographic Data Committee (FGDC), and make that standardized documentation". Once the FGDC standard was agreed upon, a common terminology for data attributes was in place, therefore allowing geospatial data users a common language to communicate. But with the Executive Order and FGDC Standard came confusion as to what are appropriate values to populate metadata.
