Larry Dunham—2011 Managerial Engineer of the Year
Larry Dunham is the engineering staff officer at the Tongass National Forest in Alaska. He oversees a number of programs, including fleet, facilities, and roads and forest highways. Larry is recognized for his continuing contributions to Alaska Region aviation safety (a program known nationally for outstanding sustained safety) and for implementing American Recovery and Reinvestment Act projects totaling about $24 million.
Some of Larry's recent accomplishments include; centralizing the forest's engineering workforce, which led to a significant increase in workload output despite reduced staffing; spearheading the development of a Forest Service, Environmental Protection Agency, U.S. Army Corps of Engineers, and Alaska Department of Fish and Game collaborative effort to develop fish passage requirements that adhere to aquatic organism passage design standards; and developing linear graded road standards that resulted in a 50-percent reduction in logging road construction costs in southeastern Alaska. Larry also developed strategic planning opportunities with the Federal Highway Administration and Alaska Department of Transportation to implement the largest road construction contract in Forest Service history ($33 million), designed modular low-profile timber slab bridges to replace pipes that did not meet aquatic passage requirements, and developed multi-year indefinite delivery/indefinite quantity contracts for architectural and engineering services and road and facilities maintenance that increased workload capacity and maximized utilization of year-end funding.
Larry received a bachelor's degree in civil engineering from the Oregon Institute of Technology in 1976. He began his Forest Service career in 1980 as a road locator before taking on the role of structural program manager. In 1991, he became assistant forest engineer for the Stikine area of the Tongass where he worked for 5 years before becoming forest engineer. In 2000, Larry became forest engineer for the unified Tongass National Forest.
During his career in Alaska, Larry has developed and continues to operate independent business ventures. He served on the Petersburg Planning and Zoning Commission and the Petersburg Children's Day Care Board. He provided volunteer project management oversight for several community development projects, including day care centers, churches, and recreation sites. Larry has three children and enjoys auto restoration, woodworking, home improvement projects, camping, boating, and traveling.
