The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for Carson National Forest that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
This project will be to authorize the installation of a new headgate system in the river to help with controlling the flow and level of water getting in and out of the Vallecitos West acequia.
Improve building at base lift 1; loading area at lift 2; and portions of runs including Bambi, Lower Bambi, Rolling Rock, and Gamble Trees. Install 815' snowmaking line in Gamble Trees run. All projects in existing special use permit boundary.
Three small green fuelwood cutting areas near communities to meet local need. Valid permit holders would be authorized to cut and remove marked fuelwood or other forest products such as vigas.
Renovate and enlarge the ski school building and construct a ropes course and zip-line near the ski school. This project would provide new summer recreational opportunities for visitors. Activities would occur within the existing SUP boundary.

The Forest Service proposes to construct 4 new, relocate 1, decommission 2, and maintain and implement improvements to 23 existing wildlife water developments. Install stream barbs and riparian enclosures within Carrizo/Compañero Canyon.
The Carson National Forest has approved amending Taos Ski Valley's special use permit to construct 8 new mountain bike trails under lifts 4 and 7, and to relocate 0.7 mile of the first segment of Williams Lake Trail.
The Abeyta-Trujillo Acequia is proposing the reconstruction and construction of buried pipe located within and next to its permit area right of way. It also seeks to authorize a secondary access road and gate for construction and maintenance.
Construction of series of rock wiers with gabion heading to replace existing wooden diversion dam. Repair leaking diversion from the Rio Trampas by installing a new 100' pipe at the beginning of the acequia diversion.
Proposal by Talpa Water Users Association to replace an existing deteriorated irrigation diversion structure, which has been in place since 1920, and approximately 300 feet of existing concrete lined irrigation ditch with a buried pipe.
This project includes the installation of a diversion dam which will serve as a ditch head gate to capture water from the Las Trampas River and channel it to a ditch used by residents of the north side of the Las Trampas community for land irrigation
Construct two low water crossings that also serve as fish barriers along Forest Road 161C. This would protect a core conservation population of Rio Grande cutthroat trout (RGCT) by preventing non-native trout from migrating into a known RGCT area.
The proposed action for this project is to provide an interpretive trail for forest visitors to learn more about the legacy of Aldo Leopold and the mission of the Forest Service.
Construction of an overnight group shelter in Amole Canyon with awning, restrool tables, fire ring and associated facilities including access. No water would be provided to the group shelter or associated facilites.
Installation and use of one 40,000 gal (18 ft dia, 20 ft tall) welded steel storage tank, including 490 ft of 3 inch inlet and 6 inch outlet underground piping, re-enforced concrete foundation, and 15 ft access on either side of water line trench.
Construct up to 1.5 miles of fence around private inholdings in the Apache Canyon area, Flechado range allotment. Fence will be constructed on Forest Service managed lands. No activities are planned on private land. **Note: Changed to an EA**
Provide trout with improved habitat by redefining the river channel through techniques such as filling and revegetating bank areas, installing rock features, constructing log jams, removing undesirable vegetation, and planting willows and cottonwoods
The purpose of this project is to provide adequate access to a private land inholding within the Carson National Forest. Access would include use and maintenance of approximately 400 feet of a driveway.
Thin trees and shrubs to improve wildlife habitat, and use prescribed fire to reduce hazardous fuels on approx. 600 acres. This is a joint project with the Rio Grande National Forest which will issue a decision for the remaining 3,100 acre

The Town of Red River is proposing the construction of a new water distribution line along Bitter Creek Road (Forest Road 77) in Taos County, New Mexico. The project is being funded by the town of Red River.
This project is a roadway ingress/egress to a private inholding. The access is approximately .21 miles on National Forest Lands. The project is located near La Madera, NM.
Propose reconstruction of Cabresto Dam. Dam would meet safety & operational standards of State of NM. Proposal includes breaching existing dam & constructing new dam about 160 feet downstream of existing dam.
Vegetation Maintenance, mechanical treatment and prescribed burning of sagebrush and pinon/juniper treatments done in the 1960s & 1970s for winter range
The purpose of this project is to reduce the risk to human life and safety in the Canjilon Lakes recreation area. There is a need to reduce the risk of hazard trees from falling on recreationists and structures throughout the campgrounds.
The west zone recreation shop would like to install a three mile pipe fence around the entire perimeter of the Canjilon Lakes Recreation Area. This pipe fence will more manageable in the long-run. require less maintenance in the long-run.
Improve rangeland health and livestock distribution through the installation of water developments, fence construction, new corrals, and vegetation treatments throughout the Canjilon Ranger District.
Construction of group shelter in Canjilon Lakes and Echo Amphitheater and replacement of toilets, picnic tables, and grills at Canjilon and Trout Lakes campgrounds.

The Carson National Forest is proposing to permit a Special Use Permit to the Canon Plaza Mutual Domestic Water Community Association for a waterline system that serves the community that crosses NFS lands, and allow for future connections.

On the western edge of the community of Las Mochas, exchange a small piece of National Forest System land from the north side of a house, and receive land from west side of the same house.
Replacement of existing water line beginning at a private land well near Columbine Campground and running northeast along NM Hwy 38 through National Forest to the mill site on private land. A new special use authorization would be issued for the line
Establish a horse pasture to improve range management activities, app. 100 acres in size. Pasture fence would be located outside of the riparian and would include a water gap for watering horses. Pasture would include a level pad for parking trailers

Develop two trailheads to access the Continental Divide National Scenic Trail. One would be located at Martinez Canyon on the Canjilon Ranger District. One would be located at Hopewell Lake on the Tres Piedras Ranger District.
Special Use Permit issuance for a right of way for a driveway to access private land and for installation of utilities, primarily over existing two-track.
Construction of a 1,750-foot-long drift fence across the Deer Creek Complex and Goose Creek Allotment boundary to inhibit livestock moving onto private land adjoining the Bull-of-the-Woods Pasture.
Improvement of stream habitat, watershed conditions, and wetland degradation. Work includes stream channel stabilization, headcut remediation, restoration of impaired wetlands, exclosure fencing, and vegetation treatments to restore riparian areas.
Issuance of a Special Use Permit for an existing groundwater monitoring well and drilling four new monitoring wells to monitor a historic pipeline line drip; would also allow for additional future monitoring wells and site remediation if needed.
To move ecological conditions in El Rito Canyon to desired conditions, improve forest health and resilience, and reduce potential wildfire hazard to wildland urban interface (WUI) area containing the community of El Rito on approximately 62,000 acres

This project is to reduce surface fuels accumulations created by a windstorm in December of 2021, to reduce the threat of insect and disease activity in the spruce-fir habitat, and to remove hazard trees that pose safety issues in the recreation area
Installation of three yurts: one 24 ft yurt as a warming hut and event location, two 20 ft yurts as overnight rentals. Amend the existing permit to include the new yurts and expand operating season for overnight rentals from winter only to year-round
The Enchanted Forest Cross County Ski Area are proposing to install five vault toilets at five yurt locations within the proponent%u2019s special use permit boundary.
The Forest Service is proposing to issue a special use permit to Energen Resources Corporation (Energen)for the purpose of occupying National Forest System lands to drill four off lease natural gas wells by expanding an existing Energen well pad.
Reintroduce frequent, low-intensity broadcast prescribed fire concentrating on areas of thick duff and litter to improve conditions conducive to mule deer, elk, and other wildlife.
The Forest is seeking to repair and maintain an existing bridge on Forest Road 439. Work would include replacing surface wearing components, reshaping the approaches and installing upstream and downstream protections.
This project is to demolish and remove the existing bridge and replace it with a bottomless arch to maintain access to this major thoroughfare, reduce sedimentation, and improve instream flow and aquatic habitat.

Repair and establish drainage structures along 4 miles of existing motorized trail. Construct a 100 ft. by 100 ft. parking area at the north trailhead, grade and surface the south trailhead. Install barriers to prevent full-size vehicle use of trail.
Issue new and reissue expiring 10-year permits for outfitter-guide services on the Carson National Forest. Permits would be issued based on the need and capacity within individual geographic areas.

The Forest Service was a cooperating agency, assisting the Bureau of Land Management (BLM) in that Agency's geothermal leasing analysis and decision. The BLM issued a record of decision on 12/17/2008.
This project proposal includes minor reroutes to Chimney Rock and Kitchen Mesa trails to increase sustainabilty. Matrimonial Point trail wil be reconstructed to add natural drainage features to reduce erosion impacts.
Construct/Reconstruct user create trails adjacent to Ghost Ranch Education Retreat Center. Trailheads are located on private property, with the majority of the trails on NFS lands.
Restoration, including removal of dead, down, standing, or course woody debris within the Hermits Peak Calf Canyon and Luna fires on approximately 350,000 acres. Project will benefit local communities through commercial and personnel fuelwood.
Reduce hazardous fuel levels and improve forest health on approx. 2,000 acres of National Forest managed land along the corridor of New Mexico State Highway 150, leading to the Village of Taos Ski Valley. There will be no treatments in wilderness.
La Jicarita Rural Telephone Cooperative is seeking to cross National Forest System lands to connect fiber optic lines between Mora and Taos counties. The proponent would bore a minimum of 36 inches underneath the CNF lands in three locations.
The purpose of the Horsethief Mesa Recreation Access project is to provide public recreation access to a comprehensive network of existing and planned routes and recreation facilities on Bureau of Land Management (BLM) lands.
The Forest Service is proposing to approve an application for a special use authorization, submitted by JMEC. The special use authorization would allow JMEC to operate and maintain an existing 14.4 Kilovolt (KV) power line system.

The Jicarilla RD proposes to decommission and remove the Buzzard Park, Cedar Springs, and Gasbuggy vault toilets. The toilets current condition are unsafe for public use and they show signs of structural compromise and insect/rodent infestation.
Conduct maintenance on 49 existing water establishments and dismantle another 2 HSP water establishments. Establish 5 new water establishments in areas lacking wildlife water, install riparian escloures, and install stream barbs.
The purpose and need of the project is to improve and restore wildlife habitat conditions within approximately 80,000 acres to shift habitat conditions toward the Desired Conditions identified within the Carson National Forest Land Management Plan.
A wildland urban interface project that will reduce existing hazardous fuel conditions and improve habitat, range, and resource conditions over approximately 9,000 acres.
Kit Carson Coop. is proposing to expand broadband and telephone services to residents in rural communities by installing 1,500ft of fiber along FSR 207.
Proposal to authorize KCEC to construct new fiber-optic network on existing KCEC electrical system & within existing rights-of-way. Would include approx 166 mi existing aerial lines & 13 mi of existing buried lines.
Underground installation of fiber optic line along approximately 1.7 miles of US Highway 64, ending near Palo Flechado Pass. The line will connect service from Taos to the community of Angel Fire.
The Forest Service proposes changes to the travel management status of several road segments to address public motorized vehicle access constraints which have arisen from private land road closures in the La Fragua Canyon area.

Adopt an existing non-system trail (approx. 1.72 miles) into the formal Forest Service trail system and to perform future improvements and maintenance on it.

Taos County Fire is proposing to install an underground water tank to support fire suppression activities. The tank would be located within a driveway area (previously disturbed ground) at the site of the La Lama Fire Station.
The purpose of this project is to implement and assess the use of artificial regeneration techniques to best identify silvicultural practices that will improve the establishment of aspen and ponderosa pine seedlings on post-fire forest sites.
Sawtimber harvest, pre-commercial thinning, fuels reduction, fuelwood/viga sales, 1.5 mi road reconstruc, 30 mi road maintnc, 4 mi temp roads, & 7 mi road closures. Legal notice of decision will be published in The Taos News in Oct or Nov 2009.
Proposed installation of a water control structure (headgate) to control erosion, divert water into the Martinez acequia, and return excess water to its historic channel. Installation includes steel wingwalls and weir, gabion baskets, and rip-rap.
Part of Taos Valley Watershed Coalition's Landscape Restoration Strategy, the project proposes to re-establish fire-adapted forests, reduce the threat of severe effects from wildfire, provide wood products to communities, and improve wildlife habitat
The purpose of this project is to provide adequate access to a private land inholding within the Carson National Forest. Access would include construction and maintenance of approximately .26 miles of a driveway.
Permit mineral exploration, not to exceed one year from the time of initiation of operations, at the existing Molly Mine Claim (MC#189054/189055) site.
The proposed action is to increase the right-of-way to 50 feet from the centerline of the existing utility infrastructure and allow for the replacement of approximately 10.5 miles of 69 kilovolt (kV).
Conduct maintenance and replacement activities on seven established water sources,decommission four established water sources, burn the area in and around an aspen clone, and conduct maintenance on seven previously burned units.
The Carson NF would construct this reroute with volunteers using hand tools to remove a shallow layer of soil (24" wide) to provide the trail tread, brush back encroaching vegetation and obliterate the abandoned trail segment.
The Forest Service proposes to restore riparian, aquatic, and wetland habitat on the Carson, Cibola, and Santa Fe National Forests, and the Kiowa Grasslands in New Mexico by implementing a variety of restoration activities.
Hand planting ponderosa pine and Douglas-fir seedlings within portions of the 2011 Osha wildfire area. Trees will be planted in 255 acres of high and moderate burn severity to establish native tree species where no or few trees survived the fire.

Removal of selected deadfall, brush, and trees to create a glade skiing area approximately two acres in size. This project is within the current ski area permit boundary.
Decision has approved replacement of Red River Ski Area's existing 37-year-old Green Chairlift with a new chairlift in a more efficient alignment. Decision on installation of a 4,000-gallon fuel tank in the RRSA's maintenance yard is forthcoming.
Ski trail grading and widening; installation of gladed terrain, an interpretive hiking trail, a mountain biking trail, and additional snowmaking infrastructure. Proposed improvements are within the ski area's existing special use permit boundary.
Installation of in-stream structures and other measures to improve fish habitat in a 0.5-mile section of the Red River. A special use permit is also proposed to expand the paved trail of Red River Town Park and to install ADA-compliant fishing piers.
Enhance existing aquatic habitat by replacing non-functional in-stream log structures with bank-stabilizing rocks, rock sills, deeper in-stream pools, gravel bars of native materials, and other habitat improvement structures.
A 98.4-foot-wide permanent fish passage barrier is proposed along Rio Costilla. Connected actions include the realignment of approximately 850 feet of Forest Road 1950, and the installation of riprap to control erosion.

Transfer communication site lease for existing facilities from the current lease holder, Kit Carson Electric Cooperative, to the government of Taos County.

The purpose of this project is to provide adequate access to a private land inholding within the Carson National Forest. Access would include use and maintenance of approximately 300 feet of a driveway.
A 1,700-foot new trail is proposed, with a width varying between 50 and 200 feet. Widening of existing trails is also proposed, as well as installation of 3,000 feet of snowmaking infrastructure. Total ground disturbance would not exceed 4.9 acres.
Construction of new ski trails, including tree-clearing and grading; improvement and widening of existing trails; installation of new children's ski school yurt and gas and electric utilities; and installation of a powerline to the Ski Team yurt.
This project will replace the fifty-year old surface platter lift at Lift 2 with a moving conveyor lift. This will improve access for beginner skiers and reduce maintenance. The new lift will be in the same location and no more than 500' long.
Construct a new chairlift that would leave the base area and access existing beginner terrain. The proposal would require approximately 1.6 acres of clearing. The proposed project is within the special use permit boundary.
The Carson National Forest has received a Special Use Permit application from a researcher to continue excavation of vertebrate fossils from a previously disturbed quarry site and other areas of geologic sampling.
This proposal contains two reroutes (0.34 mi.) and a trail incorporation (0.93 mi.) that will improve recreational experiences and protect water quality along the South Boundary Trail #164.
Southland Royalty Company, LLC proposes to construct, drill, produce, and maintain a natural gas well and associated facilities. The proposed well would utilize an existing well pad.
Amend Taos Ski Valley's special use permit to realign Thunderbird Rd, to improve the Strawberry Hill Rd crossing of Rio Hondo, to install fish habitat improvement structures along 425' of Rio Hondo, and to reconstruct an existing pedestrian boardwalk

This project would extend the existing snowmaking system approximately 450 yards along the road at the top of chair seven, widen a portion of the Honeysuckle Trail, and widen the exit of the Shalako Trail.
Install a fixed, remotely-operated avalanche control system within avalanche prone areas west of Kachina Peak along and below the ridgeline. This system would improve public and ski patrol safety within TSV, Inc.'s existing permit boundary.
To install gas, electric, communication, sewer, and stormwater lines in a joint utility trench within the roadbed of Sutton Place. Also to remove four existing substandard culverts under Sutton Place and to replace them with three larger culverts.
Carson National Forest proposes to amend TSV's special use permit to construct 3 via ferrata climbing areas in the Kachina Bowl. This would include 0.7 mile of trail, an aerial walkway, and drilling into rock to attach steel cable, rungs, and pegs.
Carson NF proposes to authorize TSV to develop 2 new chairlifts, 2 new gladed runs, snowtubing area, mtn biking & snowshoeing trails, & new turnaround at the base area, as well as reconfigure several of the parking lots, within existing permit area.
Establish cooperative road agreement to improve FR469 and special use permit to access private inholding. Applicant is required to receive separate permission from BIA; the Carson NF does not have jurisdiction over the south end of the road.
The purpose of this project is to provide adequate access to a private land inholding within the Carson National Forest. Access would include use and maintenance of approximately .73 miles of a driveway and installation of a locking gate.
Designation of roads open to motor vehicle use, identification of roads where motor vehicle use is restricted to administrative use only, & the elimination of cross-country motorized travel. Forest Plan amendment is required.
Comments from a 2nd 30-day public comment period have been reviewed and incorporated in the final Environmental Assessment for Travel Management on the West Side (Canjilon, El Rito, & Tres Piedras Ranger Districts).
The TM decision includes designating roads open to motor vehicle use, identifying roads where motor vehicle use is restricted to administrative use only, and removing existing corridors. Forest Plan amendment is required.
This project would authorize the reconstruction, maintenance, and issuance of a Special Use Permit for a concrete and steel headgate to control water flows on the Tres Ritos Ditch West.

Project will address forest and watershed health issues, improvements to wildlife habitat, provide traditional use forest products, maintain heathy vegetation characteristics that allow resistance to wildfire, insect and disease outbreaks.
The activities planned are to widen a section of FSR 132 to eliminate or soften a blind corner of a banked turn/ intersection. The project would require vegetation removal and cut fill of road base material to widen the road and approach to the curve
