  • Forest Order 09-19-17-15 Camping Along Roads and Waterways

    Within the boundaries of the Allegheny National Forest it is prohibited to:

    • Camp within 500 feet of the centerline of Forest Road 401 from the Forest boundary to the stone pit at the Marienville ATV Trailhead,
    • Camp within 500 feet of the centerline of Forest Road 125 between the intersection of Forest Roads 124 and State Route 66/948,
    • Camp or build/maintain/attend a fire within 500 feet of the centerline of Hemlock Road in Glade Township, Warren County,
    • Camp in nondesignated areas along Millstone Creek from Loleta Recreation Area and Forest Road 130, to the confluence of Millstone Creek and the Clarion River,
    • Camping in non-designated areas along the Clarion River from the eastern-most forest boundary in Elk County to the western-most forest boundary in Forest County,
    • Camping in non-designated areas along Salmon Creek Road/Forest Road 145 from the southern -most forest boundary of Forest Road 145 and Muzette Road north to the western-most forest boundary on Forest Road 127 near Kellettville.

Forest Order

Under the authority of the Act of Congress dated June 4, 1897, as amended (16 USC 551) and the Secretary of Agriculture’s regulation 36 CFR 261.50 (a) and (b), the following act is prohibited on the Allegheny National Forest, Commonwealth of Pennsylvania:

  1. Camping within 500 feet of the centerline of Forest Road 401 from the Forest Boundary to the stone pit at the Marienville all terrain vehicle trailhead. SEE EXHIBIT [36 CFR 261.58(e)]
  2. Camping within 500 feet of the centerline of Forest Road 125 between the intersection of Forest Roads 124 and State Route 66/948. SEE EXHIBIT [36 CFR 261.58(e)]
  3. Camping or building/maintaining/attending a fire within 500 feet of the centerline of Hemlock Road in Glade Township, Warren County. SEE EXHIBIT [36 CFR 261.58(e) or 36 CFR 261.52(a)]
  4. Camping in non-designated areas along Millstone Creek from Loleta Recreation Area and Forest Road 130 to the confluence of Millstone Creek and the Clarion River SEE EXHIBIT [36 CFR 261.58(e)]
  5. Camping in non-designated areas along the Clarion River from the eastern-most forest boundary in Elk County to the western-most forest boundary in Forest County SEE EXHIBIT [36 CFR 261.58(e)]

THIS RESTRICITION IS NECESSARY TO PROTECT PUBLIC HEALTH AND SAFETY. THEY ARE IN ADDITION TO THE GENERAL PROHIBITIONS SET FORTH IN 36 CFR PART 261. THE PROHIBITIONS WILL BE IN EFFECT FROM THE DATE OF THIS ORDER UNTIL SPECIFICALLY WITHDRAWN BY TERMINATION ORDER OF THE FOREST SUPERVISOR.

Pursuant to 36 CFR 261.50(e), the following persons are exempt from this order:

  1. Persons with a permit specifically authorizing the otherwise prohibited act or omission.
  2. Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.

Violation of any of these prohibitions is punishable by a fine of not more than $5000 or imprisonment for not more than six (6) months, or both, under authority of Title 16 USC 551, Title 18 USC 3559 and 3571.

Justification for Order

The purpose of this order is to minimize impact on heavily-used areas of the forest by limiting camping opportunities in those areas. This will also help lessen traffic and congestion on these roadways and provide safer routes of travel for forest users.

This order is an updated, consolidated, and revised edition stemming from previously existing and in effect orders from 2008.

This update is to ensure that consistent and accurate information is being portrayed to the public and also to reflect the recent change in Forest leadership staffing.

Enforcement Plan

This order will be enforced by law enforcement officers as well as forest protection officers. The primary method of enforcement will be through regular patrols, monitoring, and documentation. These patrols may or may not include other law enforcement agencies.
