Abstract:  Land & Resource Management Plan (L&RMP) Land Suitability Class

This is a derived layer of forestland capability, suitability, and availability for timber production. Water is assigned census or non-census water using the water bodies layer. Land is assigned to forest or non-forest using existing vegetation. Forestland both capable (productive) and other (non-productive) forestland, as well as non-forest are determined by CALVEG types (TABLE 38). Each CALVEG type is assigned a forest productivity code (TABLE 43). Suitability information is derived from productive forest CALVEG types that are available, minus the unsuitable forestlands (UNSU). Availability (TABLE 11) is derived by determining all forestland from CALVEG type, minus the congressionally withdrawn and pending withdrawal wilderness areas (WILD) and wild and scenic rivers (WSRR). For all lands that are tentatively suitable for timber production, a determination of final forestland allocations under the Forest Plan is made, using all prescription and management layers with a constraint on timber management assigned by the LSC code(s) on each layer (TABLE 29). The most constraining resource is coded for each acre on the National Forest. Deriving LSC final timberland allocation can be shown in a flow chart (LSC Chart <http://www.fs.fed.us/r5/rsl/projects/frdb/layers/lsc.gif>).

The PLSC layer is built as an input to the Western Core Table Report process. The program subroutine compiles WATER, VEG and library layers that have lsc values. It sets the input layers ranked value and sets PLSC layer item values.

DISCUSSION OF LOGIC:

The vegetation, water and congressionally withdrawn lands are combined for NFS lands.
The default value of 500 is assigned to item lsc.
Census water is lsc = 1, non-census water is lsc = 100.
Nonforest (veg prod = O) is lsc = 200.
Nonproductive forest that is pending unavailable is lsc = 410.
Productive forest that is pending unavailable is lsc = 420.
Nonproductive forest that is unavailable is lsc = 310.
Productive forest that is unavailable is lsc = 320.
Available nonforest land is lsc = 900.

Grids of each library layer containing an LSC item are created and reclassed based on table 113. These grids are merged with a MIN function.

The ranked lsc grid is merged with the productivity grid with a min function.

Note:
Within the AML, for Angeles, Cleveland, Los Padres, and San Bernardino, all LSC 500 and 600 are converted to 830.

Withdrawn areas (code 2) include existing wilderness, wild and scenic rivers, other special congressional designated areas, and administrative designated monuments.
