Order 01-15-00-25-01: Bob Marshall, Scapegoat, and Great Bear Wilderness Restrictions
Occupancy and Use and Trail Restrictions for the entire Bob Marshall Wilderness Complex, as well as trail, stock, and camping restrictions on Our Lake Trail and lake area (Helena-Lewis and Clark NF), beneath the Chinese Wall (Helena-Lewis and Clark NF), and Castle Creek Riverside Campsite (Flathead National Forest). PROHIBITIONS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a) and (b), the following restrictions are in effect on the Flathead, Helena-Lewis and Clark, and Lolo National Forests, within the Great Bear, Bob Marshall, and Scapegoat Wilderness Areas as described below and shown on the attached maps incorporated into this Order as Exhibits A–D.
The following is prohibited throughout the Great Bear, Bob Marshall, and Scapegoat Wilderness Areas:
- Use by any type of traffic or mode of transportation prohibited by the order: prohibited to possess or use a saddle, pack, or draft animal on any trail unless it is being ridden or led in a single file; there may not be more than 35 head of stock with any party or group. 36 C.F.R. § 261.55(c).
- Shortcutting a switch back in a trail. 36 C.F.R. § 261.55(e).
- Possessing camping or pack outfitting equipment, as specified in the order: livestock salt can only be possessed in block form and in a quantity sufficient for the stock on the trip (36 C.F.R. § 261.57(b).
- Possessing or using a wagon, cart, or other vehicle. 36 C.F.R. § 261.57(h).
- Using a campsite or other area described in the order by more than the number of users allowed by the order, parties or groups consisting of over 15 persons is prohibited; including parties or groups that travel together and/or eat together and/ or camp together as one large group. 36 C.F.R. § 261.58(f).
- Hitching, tethering, or hobbling a horse or other saddle or pack animal in violation of posted instructions. No stock containment allowed within 200 feet of any lake shore when posted. 36 C.F.R. § 261.58(aa).
- Storing equipment, personal property or supplies: it is prohibited to cache or store equipment, personal property, hay, feed, or supplies. Caching means to store away in hiding or for future use any personal property. 36 C.F.R. § 261.57(f).
The following is prohibited within the Rocky Mountain Ranger District, Helena-Lewis and Clark National Forest:
- Use of livestock on Trail 184 (The Our Lake Trail). 36 C.F.R. § 261.55(c) Exhibit B.
- Camping within 1000 feet of Our Lake. 36 C.F.R. § 261.58(e) Exhibit B.
- Camping, year-round, in the area east of the Continental Divide between Salt Mountain and Cliff Mountain in the Moose Creek drainage and 1-mile east of the 131, 175 trail junction. 36 C.F.R. § 261.58(e) See Exhibit C.
- Grazing within the area east of the Continental Divide between Salt Mountain and Cliff Mountain in the Moose Creek drainage and 1-mile east of the 131, 175 trail junction 131. 36 C.F.R. § 261.57(e. Exhibit C.
The following is prohibited within the Hungry Horse-Glacier View Ranger District, Flathead National Forest:
- Camping, from April 1 – July 31, for more than one night and camping prohibited for more than two nights August 1 – October 31 in the Castle Creek Riverside Campsite. 36 C.F.R. § 261.58(a) Exhibit D.
- Hitching, tethering, or hobbling a horse or other saddle or pack animal in violation of posted instructions. No stock containment allowed in the Castle Creek Riverside Campsite. 36 C.F.R. § 261.58(aa).
EXEMPTIONS
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order or a written determination by a Forest Service authorized officer that a permit is not required under 36 C.F.R. § 251.50(e)(1) or (2).
- Any Federal, State, or Local Officer, or member of an organized rescue or firefighting resource in the performance of an official duty.
PURPOSE
The purpose of this Order is to provide for public health and safety.
IMPLEMENTATION
- This Order shall be in effect from March 7, 2025 at 08:00 through January 30, 2030 at 08:00, unless rescinded.

- Unless otherwise expressly defined in this Order, the terms used in this Order are defined by the regulations of the Secretary of Agriculture, 36 C.F.R. Chapter II, Parts 200-299. If there are terms in this Order that are not expressly defined in the Order or 36 C.F.R. Chapter II, Parts 200-299, their meaning shall be determined by their plain language definitions.
- A violation of the above prohibitions is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six months, or both. 16 U.S.C. § 551; 18 U.S.C. §§ 3559, 3571, and 3581.

- This Order supersedes any previous Orders prohibiting the same or similar acts in the same described area.
