Colorado SWAs require a hunting license, fishing license or SWA pass for entry. However, the Forest Service asserts fee-free through access from the SWA to National Forest System lands under Wilkenson v. Department of Interior (D. Colo. 1986) caselaw. If you are not a holder of a pass or license, stay on the road right of way until reaching the National Forest Boundary sign.
