Monitoring and Evaluation Reports

The purpose of the Biennial Monitoring Evaluation Report (BMER) is to inform the public, partners, stakeholders, other government agencies, and tribes of the completed and ongoing monitoring of forest plan implementation activities in the Cibola National Forest. The monitoring results presented in this report help the Forest Supervisor determine whether changes may be needed in forest plan direction, plan components, or other plan content that guide resource management in the plan area. The BMER represents one part of the Forest Service’s overall monitoring program and is not a decision document. It evaluates monitoring questions and indicators presented in Chapter 5, Monitoring and Evaluation, of the 2022 Cibola National Forest Land Management Plan and reports on the results of the monitoring of management actions carried out on the forest.

The Forest Supervisor for the Cibola National Forest & National Grasslands (the Cibola) has decided to postpone the release of the BMER, originally scheduled for September 2026. The Cibola will make every effort to release a future BMER at the earliest practicable time and remains committed to producing high‑quality monitoring and reporting that accurately reflect forest plan implementation.
