Occupancy and Use Prohibitions

PROHIBITIONS

Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50 (a) and (b), the following acts are prohibited on the National Forest System (NFS) lands and trails in the Jackson Ranger District, Bridger-Teton National Forest, annually December 1 to May 1 (6 am) and described below and shown on the attached map incorporated into this Order as Exhibit A (the “Described Areas” and “Described Trails”): 

  1. Possessing a dog in or on the Described Areas and Described Trails unless it is tethered by a leash not longer than six feet. 36 C.F.R. § 261.58(s).

EXEMPTIONS

Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order: 

  1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order or a written determination by a Forest Service authorized officer that a permit is not required under 36 C.F.R. § 251.50(e)(1) or (2). 

     

  2. Any Federal, State, or Local Officer, or member of an organized rescue or firefighting resource in the performance of an official duty.

DESCRIBED AREAS AND DESCRIBED TRAILS

The areas and trails covered by this Order include: The Putt Putt Trail #4038; The Putt Putt Connector Trail #4038E; The Woods Canyon Trail #4041; The Woods Canyon Connector Trail #4041A; The Crystal Butte Trail #4030; the Teton Pass Parking areas; The Game Creek Parking and Trailhead area; The Game Cr Trail #4025; The Game Cr Connector Trail #4025B. The before mentioned trails include the trail itself as well as the trail corridor area, as more particularly described below, and as depicted in Exhibit A.

  1. The Putt Putt Trail #4038 includes the trail and trail corridor area beginning at the southern kiosk at the Nelson Drive Trailhead and extending approximately 2.4 miles to the junction with the Wiggle Trail #4038D.  The trail corridor area is defined as extending northeast to the Winter Wildlife Closure boundary and southwest to the Leash Order polygon boundary as depicted on the attached map.  Located in T 40N, R 115W, Sections 1,2,35,36.

     

  2. The Putt Putt Connector Trail #4038E includes the trail and trail corridor area beginning at Nelson Drive and extending .16 miles to the junction with the Putt Putt Trail #4038.  The trail corridor area is included as part of the trail corridor area description for the Putt Putt Trail #4038.  Located in T 40N, R 115W, Section 35. 

     

  3. The Woods Canyon Trail #4041 includes the trail and trail corridor area beginning at the junction with the Putt Putt Trail #4038 near the Nelson Drive Trailhead and continuing .33 miles to the junction with the Crystal Butte Trail #4030.  The trail corridor area is included as part of the trail corridor area description for the Putt Putt Trail #4038. Located in T 40N, R 115W, Section 35. 

     

  4. The Woods Canyon Connector Trail #4041A includes the trail and trail corridor area beginning at the junction with the Sidewalk Trail #4034 and extending northeast .24 miles to the junction with the Putt Putt Trail #4038.  The trail corridor area is included as part of the trail corridor area description for the Putt Putt Trail #4038.  Located in T 40N, R 115W, Section 36. 

     

  5. The Crystal Butte Trail #4030 includes the trail and trail corridor area starting at the junction with the Putt Putt Trail #4038 and extending north .05 miles to the junction with the Woods Canyon Trail #4041.  The trail corridor area is included as part of the trail corridor area description for the Putt Putt Trail #4038.  Located in T 40N, R 115W, Section 35. 

     

  6. The Teton Pass Parking Area includes the area east of the Caribou-Targhee National Forest Boundary, crossing Highway 22 to a point 50 feet north of the edge of the highway and south to a point 50 feet along the edge of the parking area and highway.  Then east to the Shovel Slide overflow parking area as depicted on the attached map. Located in T 40N, R 118W, Section 24. 

     

  7. The Game Creek Parking Area and Trailhead Area includes the main trailhead parking and overflow parking area east of the Game Cr Road to the edge of the Leash Order polygon boundary as depicted on the attached map, north to the Winter Wildlife Closure boundary and south to the southern end of the overflow parking lot.  Located in T 39N, R 115W, Section 26. 

     

  8. The Game Cr Trail #4025 includes the trail and trail corridor area beginning at the Game Cr Trailhead and extending 1.2 miles east and northeast to the end of the Leash Order polygon as depicted on the attached map.  The trail corridor area is defined as extending north and west to the Winter Wildlife Closure boundary and south and east to the Leash Order polygon boundary as depicted on the attached map.  Located in T 39N, R 115W, Sections 25 and 26. 

     

  9. The Game Cr Connector Trail #4025B includes the trail and trail corridor area beginning at the Game Cr Trailhead and extending 1.15 miles west, paralleling the Game Cr Road, to the National Forest boundary.  The trail corridor area is defined as extending north to the Winter Wildlife Closure boundary and south to the Game Cr Road.  Located in T 39N, R 115W, Sections 26 and 27.

The above-Described Areas and Trails are within the proclaimed and administrative boundaries of the Jackson Ranger District, Bridger-Teton National Forest, Teton County, Wyoming. 

PURPOSE

The purpose of this Order is to protect wintering wildlife (e.g. elk, deer, and moose) by reducing disturbance from uncontrolled dogs. 

IMPLEMENTATION

  1. This Order shall be in effect from December 19, 2024, at 1800 through April 24, 2028, at 1200, unless rescinded.

     

  2. A map identifying the Described Areas and Described Trails is attached and made part of this Order as Exhibit A. For a digital version of this Order and Exhibit A, go to https://www.fs.usda.gov/main/r4/alert-notices.

     

  3. Unless otherwise expressly defined in this Order, the terms used in this Order are defined by the regulations of the Secretary of Agriculture, 36 C.F.R. Chapter II, Parts 200-299. If there are terms in this Order that are not expressly defined in the Order or 36 C.F.R. Chapter II, Parts 200-299, their meaning shall be determined by their plain language definitions.

     

  4. A violation of the above prohibitions is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six months, or both. 16 U.S.C. § 551; 18 U.S.C. § § 3559, 3571, and 3581.

  6. This Order supersedes any previous Orders prohibiting the same or similar acts in/on the same Described Areas and Described Trails.
