E.O. 12196 basically directs federal agencies to comply with OSHA
Act of 1970:
All agencies will:
Incorporate General Duty Clause
Furnish employees employment and a place of employment
free from recognized hazards that are causing, or are likely
to cause, death or serious physical harm.
