Special Emphasis Programs
BASELINE

This emphasis program (Baseline) is a tool that assists safety personnel in determining compliance with OSHA's requirement for federal agencies to evaluate their safety programs. This program requires use of an established checklist and rating criteria and is used as a vehicle to keep line managers informed on safety program status. The Baseline Initiative also provides a method to assess the program to see if it is achieving the desired results.
