Projects Archive

Management of the Tongass National Forest follows the guidance of the Tongass Land Management Plan, first completed in 1979 and most recently modified in 2016. The plan incorporates an adaptive management strategy, and has been reviewed and amended a number of times over the years. Forest Plan updates reflect changing conditions, information and requirements, to provide for long-term resource sustainability as well as the economic and social needs of the public.

Projects are planned, with help from stakeholders, to foster the continued health of the forest and to provide commodities and experiences to people who depend on, live surrounded by, and visit our largest national forest, as well as people throughout the nation.

All currently active proposed projects are listed quarterly by ranger district in which they will take place on the schedule of proposed actions (SOPA). These projects are not listed on this page and can only be seen on the SOPA. Projects in the planning process all have contact people to help you participate if you so wish. Some also post draft documents for review. For most projects, you can add yourself to the mailing list and sometimes comment on the projects right from the links in the SOPA.

Once decisions have been made, they are posted electronically and can be accessed through the SOPA. Decisions on appeals of or objections to district-level projects are also posted, as are decisions on forest-level appeals and objections.

Tongass National Forest Projects

Plan of Operations from Avalon Development Corporation for platinum and copper exploration on Duke Island for 2010. Explorative activities include diamond core drilling, outcrop and soil sampling, non-ground disturbing geologic mapping. FL/P (2).

The Hecla Greens Creek Mining Company plans to continue its surface exploration program in 2011 and proposes limited or minimal tree cutting in the Greens Creek IRA to provide safe helicopter landings and drill pads.

Precommercially thin formerly harvested timber units. This action will decrease the number of trees/acre, and decrease competition and stress to residual trees while promoting the growing stock into better quality timber for future harvesting.

This project is the NEPA review of the 2012 Surface Exploration Plan of Operations, for the Bokan Mountain Rare earth Element (REE) Project on Prince of Wales Island, AK.

Hand plant 3,000 red and yellow-cedar seedlings, at a density of 1,200 trees per acre, on 3 acres of previously harvested timber stands. The purpose of this study is to determine the effects of browse protection measures on planted cedar.

Various precommercial thinning treatments on 500-600 ac annually over a 5 yr period; up to 8,066 ac of previously harvested stands. Reduce stocking of trees to adjust stand density, species composition, and structural diversity.

Improve existing spawning and rearing conditions for chum/coho salmon in upper Marx Creek. Activities include raising water temperature, creating shallow water habitat, and ultimately increasing the number of chum/coho salmon produced by Marx Creek.

Coeur Alaska requests authorization for Petro Marine to install a bulk fuel depot at the Kensington Mine to replace current iso-container fuel system.

Precommercial thinning treatments to occur in formerly harvested timber units. Project will reduce the stocking of trees to adjust stand density, species composition, and structural diversity.

Exploration activities include reconnaissance and detailed geological mapping, ground surveying, geochemical sampling (rocks, soils, and stream silts), and ground geophysical surveying.

Work proposed for 2015 consists of up to 30,000 feet of diamond drilling, further detailed mapping and surface sampling and trench sampling as was done in 2011-2012.

Timber Stand Improvement treatments that include pre-commercial thinning (PCT) and pruning. TSI Treatments proposed include timber production, PCT for wildlife habitat and scenery enhancement, as well as second PCT/pruning.

Herbert Glacier Surface Drilling Exploration.

Coeur Alaska - Kensington Surface Exploration

The proponent will conduct drilling, blasting, and crushing up to 5,000 cubic yards of rock from an existing rock quarry in Thorne Bay.

Hecla Greens Creek Mining Company (HGCMC) requests approval for a 2019 Site Investigation program for continued evaluation of geotechnical and hydrological conditions and to install long-term monitoring instrumentation.

Drilling and geophysical investigation program for continued evaluation of geotechnical and hydrologic conditions and installation of long-term monitoring instrumentation to support advancement of modifications to the Plan of Operations.

The proposed work will consist of up to 15,000 feet of diamond core drilling, geologic mapping, and geochemical sampling.

Removal of the old structures and installation of new structures, along with other safety improvements on National Forest System Roads

Grande Portage Resources Ltd, submitted a plan of operations for surface exploration that consists of diamond core drilling, mapping, and geochemical sampling.

Niblack is planning a helicopter-supported 2021 exploration program consisting of: 1) ground-based geophysical survey, and 2) soil sample-based geochemical prospecting.

UCore/Aurora Geosciences proposes to cut and sample approximately fifty channel samples, and collect two bulk samples via drill/blast techniques.

Blackwolf Copper and Gold Ltd. is proposing helicopter-supported diamond core drilling, geologic mapping and geochemical sampling on their Texas Creek, Cantoo, and Casey Federal mining claims near Hyder, Alaska.

The 2022 fieldwork will consist of surface exploration drilling, geologic mapping, rock sampling, and water sampling.

The Proposed exploration activities include diamond core drilling, geologic mapping, geochemical sampling (from the surface and shallow trenched) at eight locations. There will be up to 30,000 linear feet drilled.

Remove a single young-growth tree (the Christmas Tree) using a crane and excavator. The tree's root wad would remain attached. Minor road grading and widening at the harvest site is anticipated.

The 2024 Hebert Gold Project surface exploration.

Situk River Corridor Trail from 9-Mile Bridge Trailhead to the confluence with the 10-Mile Bog ATV Trail needs to be realigned. This is a user made trail, and the 10-Mile Bog drains into the Situk River near the lower part of this trail.

Add clear plastic roof (removable) over porch on existing/approved tent platform (sleeping tent).

ADF&G applied for a special use permit for two shoreties which connect a float in Foggy Bay to National Forest System lands. CFR Reference: 36 CFR 220.6 (e) 15)

Install and maintain stream gauges at the Thorne River and North Thorne bridges.

Approval of special use permit for new tent platform in Stikine-LeConte Wilderness.

Installation of a weather monitoring station above the Mile 4 section of the Snettisham Transmission Line, SW of Bride Point in Speel Arm, in order to obtain weather data to predict when snow conditions warrant avalanche mitigation.

Construct and maintain an Alaska Land Mobile Radio (ALMR) facility on High Mountain. ALMR is a two-way radio system used by first responders and public safety officials.CZMA FL/P-2

AP&T maintains a communication facility which provides microwave, commercial mobile radio, cellular services, and fuel lease holders on High Mountain and is renewing an existing special uses permit. FL/P (2).

Admiralty N.M. and Juneau Ranger District are considering the reissuance of cabin and tent platform permits that expire on Dec. 31, 2014. The permitted structures include 22 isolated cabin permits, 4 pre-ANILCA cabins and one tent platform.

Proposal to use a rock pit on NFS lands twice a year to re-fuel generators that power the Etolin-Burnett Peak Communication Site and the helicopter that transports the generators. Diesel/jet fuel would be at the rock pit only while actively fueling.

Installation of a fixed,armored power line, anchored to the ground, to provide reliable power from the existing power grid on Gravina Island to AP&Ts High Mountain repeater.

Investigative Permit to explore the potential for a hydroelectric project at Schubee Lake, FL/P-2

Southeast Alaska Power Agency is proposing the use of ATV/OHV in closed areas, including roads and powerline right of ways for powerline maintenance.

Closure of 12 adits and shafts at 8 different mines for safety. Most adits would be filled with expanding polyurethane foam (one would be filled with locally available rock); shafts would be closed with metal or fiberglass grating. CZMA - FAA (3)

Improve watershed function as well as fisheries and wildlife habitat in the Adams and Rodman Creek watersheds. CZMA Category: FAA 1

The activity for the Agnico Eagle 2022 Helm Bay mineral exploration project includes diamond core drilling at up to 23 drill sites

Negotiated Mineral Materials sale. Proponent will drill, blast, and crush 5,000 cubic yards of rock from an existing quarry on the west side of the Thorne Bay sort yard. Approximately one acre will be used as storage for finished material.

The Alaska Department of Fish &Game (ADF&G) has applied for a special use permit amendment to install a tent/safety platform on the Keta River. The Alaska Coastal Management Program expired on June 30, 2011 under State law.

ADF&G special use permit to store up to twelve 55-gallon fuel drums within three secondary containment units. The fuel containment units are stored in the vicinity of a private warehouse at the Quartz Hill Road origin. CFR 36 CFR 220.6 (e) 15)

ADF&G has applied for a special use permit to continue use of a seasonal field camp on McDonald Lake.

ADF&G has applied for a special use permit to continue use of a work camp on Hugh Smith Lake.

ADF&G has applied for a special use permit to continue using a work camp on the Unuk River

AKDOPS applied for a special use permit for a service building in Foggy Bay. This structure has been permitted since 1984. 36 CFR 220.6 (e) 15)

Alaska Power Telephone applied for an amendment to upgrade their communication facility at High Mt on Gravina Island, near Ketchikan, AK.

Final rule repeals the 2020 Alaska Roadless Rule, reinstating application of 2001 Roadless Rule on the Tongass NF. A Determination of NEPA Adequacy was completed to utilize Final Environmental Impact Statement for 2020 Alaska Roadless Rule.

This is a new Special Use Permit. Wireless phone receiver and phone line to customer.

Proposal for a special use permit for Alaskan Dreams Fishing & Hunting Lodge for shoreties, a water line, and a shore platform anchoring a satellite dish on Orr Island.

This project will be designed to address several rough, degraded sections of the Amalga Trail in Juneau, Alaska.

Reconstruct and widen the first 1.45 miles of Amalga Trail using native gravel and imported aggregate and incorporate rest areas along the trail. Construct a 65- to 70- foot bridge across Boulder Creek.

Replace existing A-frame cabin and toilet with new, regionally approved cabin and toilet. CZMA FAA (1)

Modification of Anan Creek streambed to deepen jump pool that has been filled with boulders, preventing fish passage. Blasting would be utilized to clear the jump pool.

The Wrangell Ranger District proposes to construct a small floating dock in Anan Bay to provide for increased safety for visitors to the Anan Wildlife Observatory. The project includes associated trail improvements and outhouse construction.

Proposal to decommission and remove Anan Lake public use cabin at Anan Lake by dismantling and burning burnable material on site. Non-burnables would be removed by helicopter. Cabin would be replaced by construction of Highbush Cabin on Wrangell Is.

10-year review of current visitor management practices at the Anan Wildlife Observatory. Project will examine new management strategies to address known issues including high commercial visitor demand and available access by non-commercial visitors.

Bridge replacement, trail realignment, bridge construction, trail decommissioning, observation deck reconfiguration to include outhouse relocation.

Upgrade a portion of the trail to 4-5ft wide gravel surface. Includes an approximately 900' section between the viewing deck and high water in the lagoon. The purpose is to accomodate new toilet facility at the deck, but will also improve access.

The FAA issued a decision (ROD) on 10/16/16. Alternative 12a with Access 12a was their selected alternative. This decision is on non NFS lands, therefore the Forest Service no longer has a decision to issue. This project is therefore cancelled.

A run-of-river power generation project and associated powerline will be installed to bring hydroelectric power to the city of Angoon. This will replace the diesel generation system that is currently being used by Angoon. CZMA FL/P (1)

We aim to strike a balance between subsistence use resources, wilderness resources, tourism, and the Alaska National Interest Lands Conservation Act (ANILCA), Section 506 (a)(3)(E). We propose allocating 2388 service days to outfitters and guides.

The Forest Service will make a decision whether to authorize the continuing use and occupancy of NFS lands to operate and maintain the hydroelectric project by issuing a new special use permit.

Construct a single-story 1,200 sq ft house on the same footprint as the previous structure to reestablish temporary living space for FAA personnel who are supporting the maintenance of National Airspace System equipment on Level Island.

Authorize permitted use for storage of crab fishing gear at 2 locations. Site at Saginaw Bay would be used by 2 applicants; at Duncan Canal, 1 applicant. Each applicant's storage site would be limited to an area of approx. 45' x 45'. 5-year permits.

AT&T has requested authorization to upgrade their facilities at the Kah Sheets Communications Site. The project is intended to help improve cellular telephone and internet service to the communities of Port Protection and Point Baker.

The US Navy Back Island Permit Renewal Project proposes to renew Special Use permit KET 000901, which allows the US Navy to occupy and operate an acoustic measurement facility.

Authorize the harvest of approximately 12 MBF of timber from Wrangell Island. Timber harvest and road building limited to developed area. No new timber harvest or road building in inventoried roadless areas. CZMA - FAA (1).

Improve the Balls Lake Trail by replacing all natural tread sections with boardwalk.

The Sitka Ranger District is proposing to authorize the commercial harvest of 2,000 pounds of spruce tips, with with potential increases after annual review, on US Forest Service lands by the Baranof Island Brewing Co

Issue a special use permit to Alaskan Experiences, LLC for a 1 inch diameter x 300 foot long above ground water transmission line associated with a floating lodge at Bay of Pillars, Kuiu Island.

Construct a 1.3 mile hiking trail from Herring Cove to Beaver Lake. CZMA - FAA (3)

Replacement of log Foot Bridge crossing Sawmill Creek and rehabilitation of .3 miles of trail (CZMA FAA 3)

The proposed action is for a consent determination for the BLM to issue three leases in the Tongass National Forest (TNF) and for the BLM to issue the leases to the geothermal lease applicant.

Proposal to replace the Berg Bay public use recreation cabin and improve the site for better visitor access.

Replace existing A-frame cabin and toilet with new, regionally approved cabin and toilet.

ADF&G fish weir at Big Ratz Creek for research. FAA-3

The Big Thorne EIS is a multi-year timber sale component of a larger stewardship effort which will include restoration and enhancement stewardship activities that will be identified through other environmental analyses.

Proposed extension of the boat launch, installation of a vault toilet, and expansion and improvements to the existing parking area.

Proposed installation of shelters over the two existing picnic platforms on the Blind River Rapids Trail.

Replace existing 8-foot by 12-foot 3-sided Adirondack-style shelter with a larger 3-sided shelter in the same location.

Southern SE Regional Aquaculture Assoc. requests authorization to use ATVs on Blind River Rapids Trail and a portion of its parking lot to manually transport adult king salmon from the Rapids to Crystal Lake Hatchery to improve salmon recruitment.

Blue Lake Hydroelectric Project (FERC No. 2230) License Amendment.

Improve an existing recreation site by converting a 2.3 mile closed road to a hiking/pedestrian trail; constructing or developing two tent sites, and clearing brush and trees from the existing 3-sided shelter site.

To manage the timber resources and provide an opportunity for small logging companies and sawmill to obtain timber. Harvest approximately 200 thousand board feet of timber from about 60 acres using existing roads.

Construct two crossings on the Boy Scout OHV Trail (FR 3016-3017). One crossing would be a natural ford across Lava Creek and the other would be a bridge across Slide Creek.

The Brown Mountain Fuelwood Project proposes to authorize about 62 acres of NFS lands for the public and commercial harvest of firewood.

Restore instream habitat by placing 8-12 LW structures into 2 tributaries of Browns Ck.Logs for LW structures sourced from nearby uplands and/or RMA stream buffers. Work will take place on 0.3 mi of stream and approx 5 ac riparian habitat.

Address severe erosion issues currently existing by installing trail structures that will provide a hardened surface to accommodate the existing and future levels of visitor use.

Proposal to authorize a special use permit to install and maintain 44 foot communication tower to provide internet services to customers in Pelican, Elfin Cove, Hoonah and Gustavus areas. Cancelled due to lack of information from proponent

The Thorne Bay RD proposes to authorize Columbia River Carbonates to improve about 1,050 feet of decommissioned logging road on NFS lands to access their private property. Authorization would occur through a temporary special use permit.

Young-growth timber stand improvement project to enhance riparian and upland habitat values.

The shelter is rotting and will be replaced with a larger structure. Outdoor seating and tables will be placed between the shelter and pavilion. The barrels from the two cannons will be reattached. Site signage will be improved and updated.

The reroute and reconstruction of approximately 0.5 miles of the Cascade Creek Trail, originating at saltwater.

Approximately 200 ft trail reroute on the lower section of the Cascade Creek Trail.

Propose to reconstruct the 0.3 mile Cathedral Falls Trail with aggregate surfacing, concrete steps, retaining logs and drainage improvements.

Authorize timber harvest with stewardship opportunities in Phase 1 lands on Kupreanof Island. CZMA-FAA(2).

Precommercially thin up to 15,000 acres over the next 2 to 5 years.

The Salvage CE would authorize harvest of dead and dying trees not covered under Roadside EA for small sales for timber purchasers.

The CT Project will consider potential young- and old-growth timber harvest, opportunities for sustainable recreation, watershed restoration, fish/wildlife habitat improvements and other forest management activities of local community interest.

To manage the timber resources, promote forest health, and provide an opportunity for small logging companies and sawmills to obtain timber. Harvest two to five units over a six year period using the existing road system. CZMA-FAA (2)

The purpose of the project is to provide safe, easy access to a local recreation area in Petersburg. The trail will provide additional pedestrian access to the recently completed Sandy Beach trailhead for the US Forest Service Raven Trail.

Re-issue 3-year SU Permit to conduct various non-ground disturbing field studies to complete feasibility studies for the proposed Takatz Lake Hydroelectric project, FERC No. 13234

Re-issue a 20 year special use permit for CBS to operate and maintain a sewer line, pump station, and public restroom.

Renewal of special use permit for Jennifer Jones Butz Isolated Cabin (pre-ANILCA)at Claude Point.

Coeur Alaska plans to conduct surface exploration activities in 2013 and proposes limited or minimal tree cutting in the Juneau-Skagway Icefield IRA to provide safe helicopter landings and drill pads.

Juneau Ranger District has received a five-year surface exploration Plan of Operations from Coeur Alaska for mineral exploration on the Tongass National Forest.

This project details the proposed surface mineral exploration and drilling plan for Kensington Gold Mine for 2012.

Two commercial set gill-net salmon fish camp cabin request in the Italio-Akwe area. One at the confluence of the Italio River and the Akwe River and the other along the Middle Italio River. Both are not to exceed 320 square feet.

Renewal of permit to Alaska Department of Fish and Game for helicopter access to Andrew Creek, within the Stikine-LeConte Wilderness, for the purpose of conducting salmon surveys. Helicopter was determined as the tool of minimum impact.

Renewal of all temporary motorized authorizations and issuance of a limited number of new authorizations for chainsaws and winches, for the next five years (CY 2017-2021) within the Stikine-LeConte Wilderness Area.

Continued authorization for facilities on the National Forest at the Burnett Inlet Hatchery for the next 20 years.

Continue authorization of the Borough of Wrangell to conduct field reconnaissance and survey work for the Sunrise hydroelectric and drinking water project. CZMA FL/P(2)

Project proposal includes exploratory drilling, geophysical surveys, surface rock and sediment sampling, and their incidental support activities.

Plan of Operations to continue geophysical surveys that require no ground disturbance, surface rock and sediment sampling with hand tools and exploratory drilling.

Continue to issue temporary motorized authorizations for chainsaws and winches for the next five years (CY 2022-2026) within the Stikine-River valley bottom of the Stikine-LeConte Wilderness. Cancelled because it fell under a prior NEPA decision

Continue authorizing mountain top communication use on National Forest System land for the next 30 years (CY 2022-2051). No changes to the existing communication use and the support facilities are expected.

Continue authorization of 16 cabins for the next 5 years. Proposed action includes 13 cabins private cabins, 12 of which are within the Stikine-LeConte Wilderness, used for personal recreation and subsistence activities.

Continue authorization of 14 cabins for the next 5 years. 12 are private cabins used for personal recreation and subsistence activities; 2 are government owned research cabins. All are within the Stikine-LeConte Wilderness.

Continue authorization of sixteen cabins for the next five years. Proposed action includes thirteen (13) private cabins, twelve (12) of which are within the Stikine-LeConte Wilderness, used for personal recreation and subsistence activities. FL/P-2

Continuation of 5 existing temporary tent platforms with their associated outhouses & 15 previously approved tent platform sites for the next 5 years (CY 2022-26) in the Stikine-LeConte Wilderness. Cancelled because it falls under previous decisions

Continue authorizing a domestic water supply system on National Forest System land which serves a private cabin not on National Forest System land for the next 30 years (CY 2022-2051).

Improve the trail and replace the boat dock providing public access to the Control Lake Cabin. Install guard rail and signage in parking area.

This project will develop a trail from State highway 925 to Control Lake Cabin, a distance of about 2000 feet

Conveying two houses (single-family, 3-bedroom residences), each with 0.25 acres of land in Sitka (sale of underutilized facilities in accordance with Forest Service Facility Realignment and Enhancement Act of 2005). CZMA FAA (3)

Analyze effects of planned disposal of USDA administrative properties at 316 First Avenue (Lot 7 Block 67), 212 First Avenue (Lot 7K Block 67), and 808-810 Zimovia Highway (Lot 3 Block 26), City of Wrangell, Alaska.

Remove old, oversized administrative facilities and associated utilities, and restore the administrative site and the stream at the Corner Bay Administrative Facility. The end of Road 75511, which was used to access the site, would be closed

To manage the timber resources and provide an opportunity for small logging companies and sawmills to obtain timber. Harvest 2-3 sales over a four year period using the existing road system.

Removal of 14 corrugated metal culverts from a closed logging road in the Couverden Area using explosives.

The proposed action is to excavate the existing causeway to a different grade that would create a graded ramp eliminate potential of the sheetpile wall failing and losing fill material into navigable waters.

The intent of this environmental analysis is to provide for the issuance of special use permits to authorize crab fishing gear storage and similar uses on the shoreline on National Forest lands on the Petersburg Ranger District.

Proposal to authorize storage of commercial crab pots and associated gear (lines, buoys, etc.) along the shore of Farragut Bay in two locations - 50 pots at the western site and 250 pots at the eastern site.

Salvage an estimated 21 MBF of dead or down timber from within the 1,000 foot beach buffer surrounding Polk Inlet as part of the Microsale Program. Approximately 17 trees are divided among three locations adjacent Forest Service Road 2150. FAA (2)

This project will consider recreation use by outfitters and guides on the Craig and Thorne Bay Ranger Districts. The analysis area covers all NFS lands on Craig and Thorne Bay Ranger Districts.

The proposed project would authorize commercial salvage timber harvest of dead or downed trees resulting from natural causes, and timber harvest where salvage harvest and/or green tree harvest is compatible with the Land Use Designations (LUDs).

Proposal to reconstruct a 0.3 mile section of the Crane Lake Trail. Work would include replacing existing boardwalk with a gravel trail that is at least 29 inches wide. Bridges and drainage structures along this stretch would be rebuilt as needed.

Amend special use permit to the city and borough of Sitka for construciton and maintenance of an extension of the cross trail located on National Forest land (CZMA FAA3).

On Mitkof Island, AP&T Wireless Inc proposes to install a powerline and fiber optic cable along the ground from the Crystal Mtn Comm Site to the switch yard at the Crystal Lk powerhouse. The powerline and cable would cross about 9,500' of NFS land.

Authorize use of the Portage Bay FS Admin facility by the Organized Village of Kake as a Cultural Healing/Rehabilitation Center from April through Oct on a recurring basis. Activities could include gathering, hunting, fishing, some tree cutting, etc.

Remove the existing Dan Moller Cabin and replace with a new and larger (approximately 16 X 20 foot) cabin with a loft. CZMA-FAA(3)

The City of Angoon is proposing to reconstruct 1/2 mile of the Danger Point Trail in or near its current location. Although not located on National Forest System land, this project is subject to NEPA since it will be implemented with federal funds

The purpose of this project is to provide better and safer access to the Dangerous River and up into Harlequin Lake for recreation, subsistence and commercial fishing. Additional parking and turn around space and an outhouse will also be included.

Approximately 70 acres of young growth harvest and approximately 1 mile of road construction in the Naukati area on Prince of Wales Island, to provide wood products, manage for future timber yield and enhance wildlife habitat.

Deepen an existing jump pool located on river right bank and blast a series of 4 or 5 jump pools on the river left bank. Introduce coho salmon smolt or fry into the Davidson Creek system.

Issue a 5-year special use permit to the State of AK, DOT and Public Facilities to dispose of mineral and organic debris from State road maintenance projects in abandon rock pits located along the Three Lakes Loop Road on Mitkof Island.

Approximately 413 acres of stand improvement treatments that may include pre-commercial thinning and pruning for wildlife habitat and scenery enhancement on the southern end of Deer Island, which is approximately 12 mi SE of Thoms Place (Wrangell Is)

Replace and relocate existing outhouse by Deer Mountain Shelter. New outhouse would use removable containers that would be swapped out by helicopter when full. New design is expected to reduce the risk of spills and environmental contamination.

This project would improve fish passage by lowering the bedrock above the fishpass and by constructing structures to reduce sediment deposition.

Enhance wildlife viewing opportunities at the existing Dog Salmon Wildlife Viewing Area by improving the surface and circulation of the parking area, installing a vault toilet, installing interpretive kiosk and redesigning the viewing platform.

Repair gabion basket on the north end of Moraine Lake. As designed, the basket does not support trail traffic and is a safety hazard for hikers and bicyclists. Also, harden a 0.34-mile user-created trail on the Dredge Lake trail system.

Removal the concrete weir and manmade levee structure on the inlet side of Dredge Lake. By removing these structures we will return the system to a more natural state.

Patch a hole in Duncan Creek's concrete water diversion wall. Approximately 0.07 cubic yards of concrete will be used for the patch.

Prevent loss of the sensitive dune tansy population by pruning nearby woody vegetation at North and Cuvucan beaches, and by translocating imperiled dune tansy plants to suitable habitat.

Harvest a total of 30 trees with rootwads attached from 2 sites along National Forest System rds on Mitkof Island to supplement wood requirements described in the East Ohmer Stream Restoration EA. All but 1 tree are hemlock between 17" and 39" DBH.

Reconstruct existing trail at the end of the paved portion of Ishyama Drive; currently used to access the beach on Eastern Passage. Widen and surface existing footpath with crushed rock to provide a portage trail for paddlecraft users.

The proposed action is to issue a Communications Use Lease to GCI, to construct and maintain an 8' x 15' platform and building and an ice bridge within the existing AT&T Communication Site at Mud Bay.

Description: Replace existing public recreation cabin and associated structures at Garnet Ledge with a fully accessible cabin and associated structures on a site designed to be fully accessible.

New Special Use Permit. Water system includes small impoundment, 600 feet of 2inch waterline, and small cistern.

Reconstruct/realign a gravel trail leading to a World War II cannon and construct associated developments (interpretive signs, benches, camping pad). Gravel will be from a commercial source off the island. CZMA FAA (3)

Proposal to replace existing Goat Lake Hydro submarine power distribution cable system on NFS land. Existing cable would be left in place, and a new cable would run about 15 meters north of existing cable. Disturbance would be less than 1 acre.

Hecla/Greens Creek Mining Co. submitted a proposal to conduct geotechnical and hydrologic drilling investigations on Admiralty Island in the vicinity of the Greens Creek mine as a supplement to their general Plan of Operations. CZMA FAA3

This project proposes to restore instream habitat by placing up to 15 large woody debris (LWD) structures in a tributary stream to the Hamilton River.

Re-issue 20-year special use permit to operate and maintain a floating marine fuel facility.

Proposal to reroute the steep Gavan Hill section of the Harbor Mountain/Gavan Hill trail (1.5 miles) to a more gradual gradient (2.1 miles). The rerouted section will be primarily gravel with pre-formed concrete steps.

The Sitka Ranger District proposes Harbor Mountain Recreation Area improvements, including constructing a public use rental cabin. Cabin with deck, outhouse & picnic site and well as access routes are proposed.

Relocate and reconstruct the Gavan Hill portion of the Harbor Mountain/Gavan Hill trail near Sitka, Alaska. Much of the 1.4-mile segment is currently in poor condition with drainage problems, erosion, exposed roots, and failing structures.

Obliterate and rehabilitate 2700 LF of the Gavin Hill end of the trail.

Hecla Greens Creek Mining Company plans to continue its surface exploration program in 2013 and proposes limited or minimal tree cutting in the Greens Creek IRA to provide safe helicopter landings and drill pads.

Hecla Greens Creek Mining company proposes to conduct helicopter-supported surface exploration activities including core drilling and a temporary radio repeater station. A maximum of 15 sites out of 26 proposed drill sites will be utilized in 2014.

Admiralty Island National Monument has received a five-year surface exploration Plan of Operations from Hecla Greens Creek Mining Company for mineral exploration activities on the Tongass National Forest.

HGCMC is proposing excavation and emplacement of six light poles on Road A for safety purposes.

PNW Research station is proposing to inventory 913 plots in Wilderness over a 10-year span with 540 plots accessed by helicopter and 373 plots accessed by day hiking. Inventory protocol includes completing 10 percent of the plots each year.CZMA-FAA1

This project would improve existing roads between Hollis Day Use Area and Forest Service Harris River Interpretive Trail. The trail is approximately 5 miles long with 1 mile of undeveloped trail.

This project will improve trail portages in such a manner that is consistent with the rustic and natural appearance observed and experienced on this trail.

Determine the best way to manage the transportation system for current and future anticipated management objectives and public uses of National Forest System Lands. CZMA-FAA (3).

The Hoonah Ranger District is proposing to set a 20 percent allocation for road-based nature touring and freshwater fishing and to upgrade the maintenance level of 11.08 miles of National Forest System roads.

Proposal is to reconstruct 0.8 miles of the Ideal Cove Trail with a variety of trail types - native ground, step-and-run boardwalk, elevated boardwalk/bridges and gravel.

Re-route and reconstruct Ideal Cove Trail.

Project analyzes potential improvements to the existing 20.5 miles of road north of the Neck Lake junction. Project runs east to Whale Pass seaplane base and north to El Cap parking lot.

Italio River Adventures would like to relocate their camp to a place away from the mouth of the Akwe River. This river is moving West and is getting fairly close and it could potentially take out the camp and wash it into the ocean.

Proposal to provide opportunities for personal or commercial firewood and individual tree sale areas. Proposal includes a programmatic review of the existing road system to identify individual green tree opportunities as requested from the public.

Sale will make available individual standing dead and down trees for purchase by interested members of the community of Kake. Microsales target dead and down trees that can be reached from existing rds within the project area. (CZMA-FAA 2)

Determine location for a power transmission line between the communities of Petersburg and Kake. No new roads would be constructed.

Coeur Alaska has proposed an expansion of their tailings and waste rock storage facilities at the Kensington Gold Mine located near Berners Bay on the Juneau Ranger District of the Tongass National Forest.

Coeur Alaska is proposing a helicopter supported exploration program involving drilling, geochemical sampling, geophysical surveying, and geologic mapping.

KPU has applied for an amendment to upgrade their communication facility on High Mountain on Gravina Island.

Renewal of special use permit for Ketchikan Snowmobile Club - cabin permit

An ATM is needed to support the goals and objectives of travel management and road maintenance. The analysis process will identify the minimal road system required for forest management of public motorized use.

Expanding the warehouse yard toward Bar Harbor. Constructing a new shop and warehouse, closing a bike path through the site, constructing a two-story extension on the southwest end of the office building, reconfigure parking and landscaping. FAA (1)

This project will determine recreation use levels for outfitters and guides on the Ketchikan-Misty Fiords Ranger District. The Proposed Action would allocate approximately 54,000 service days to outfitter and guide use

Removal of 5,000 pounds of fossiliferous limestone and or marble rock to be used for sculpting.

Manage roughly 1,500 acres of young-growth for multiple resource objectives and harvest an estimated 75 acres of old-growth, to meet Forest Plan objectives and assist in the transition to a young-growth industry.

This project proposes to selectively thin conifer and alder stands in riparian areas on approximately 261 acres in the Saginaw, Kadake, and Rowan Creek watersheds on Kuiu Island.

To address concerns and improve the site: pave and change the road to one-way, add parking, install gates, reconstruct 5 shelters, add accessible trails, replace outhouses, improve fish passage, and add other recreation amenities.

The FAA proposes to remove trees on 3 acres of previously cleared areas that are encroaching on antennas and other structures. A gravel berm of approximately 400 cubic yards of material would be removed to facilitate tree removal.

Proposal to approve 4 group campsites near the shoreline of Little Duncan Bay for 5 weeks. Up to 32 overnight users (campers and support/film crew) would be on site. Proposal includes cutting dead trees for firewood, and building rafts and shelters.

Harvest up to 35 to 70 MMBF of timber in support of the timber sale program. CZMA - FAA (4).

Construct a new public use recreation cabin on the Wrangell Island road system near the Long Lake Trailhead.

Cracked/broken section of Lower Portage Fishpass concrete diversion wall will be removed and replaced with new diversion wall section in same location. Footprint is 8.3 sq ft. Approximately 1.5 cubic yds of concrete will be used.

Construction of Lower Tawah Trail from FS road 9969 south to Tawah creek. We are going to clear a foot path along an old logging road for fishermen to access the lower Tawah Creek.

This project would consist of tree harvest and placement of trees in Luck Creek tributaries to rehabilitate and improve aquatic habitat.

The Luck Lake Landslide Restoration CE proposes to revegetate and stabilize a 3 acre landslide off Sandy Beach Rd. within the Luck Lake watershed using helicopter seeding.

Day use areas at Luck Lake and Sarkar Lake are in need of repairs, updates and improvements. The Alaska Forest Highway Program has provided funds to accomplish improvement projects at these sites.

Bridge repairs and trail reconstruction on Lunch Creek Trail to reduce trail flooding and protect wetland areas. Work includes handrail replacements, culvert installation, trail tread conversion to boardwalk and step-and-run.

Add surfacing and drainage structures, with possible short sections of realignment, to the natural tread sections of Lunch Creek Trail from mile 0.67 to the end at mile 4.1 to reduce vegetation impacts.

Issue special use permit under FLPMA to authorize use of a waterline across 300' of National Forest lands to provide fresh water to a remote cabin site.

Authorize a Special Use Permit to install and maintain approximately 1,000 feet of 2 inch polypropylene waterline to serve a private residence near the mouth of Idaho Inlet.

This project proposes to re-excavate a channel that connects a tributary of Blind River to the pond at Man Made Hole. Currently, the flow into the pond has been reduced due to natural deposition of sand and gravel in the channel.

Installation of fly-in radio repeater communication site to support USDA Forest Service administrative work.

At Sprout Ck remove abandoned weir/dam and implemt instream restoration within the lower 450 m. Activities include felling trees w/chainsaw, and placing logs w/gas powered handwinch and handtools. Native plant restoration along spur rd N of 8000470.

The Forest Service reached a decision on a multiyear project to improve stream health, enhance recreation opportunities, treat invasive plants, and improve wildlife habitat within the Margaret Bay Watershed.

Improve bear viewing opportunities at the observation site

Place an experimental "real-time" weather sensor on Scull Island (58.20473N, 134.645781 W). The equipment will have a 5'Lx6'Wx5'H foot print, will be portable/temporary in its construction and powered by a single 240 watt solar panel.

Water system (waterline and small impoundment) for private home. The Alaska Coastal Management Program expired on June 30, 2011 under State law.

Re-issue special use permit to maintain a driveway and parking lot in sitka.

Secon submitted a mineral material operating and development plan for the Marx Creek quarry near Hyder, Alaska. This pit is needed for completing AKDOT’s Salmon River Road Rehabilitation Project.

Replace two administrative cabins used for the Maybeso Experimental Forest in Hollis, AK. Two new cabins will be developed in the footprint of two existing administrative cabins.

This project would repair and replace the water and wastewater treatment systems that service the PNW Forestry Sciences Laboratory bunkhouse and facilities for Maybeso Experimental Forest in Hollis, AK in cooperation with the SISD Hollis School.

JRD is reviewing year-round recreation use by both independent and guided visitors within the Mendenhall Glacier Recreation Area in order to update and revise its commercial capacity allocation.

Installation of five wooden totems at the Mendenhall Glacier Visitor Center in developed areas. Totems would be as tall as 50 feet with concrete footings up to 6 feet in diameter. The totems would represent several Tlingit and Haida clans.

The Forest Service requested 4,560 acres of National Forest System lands near the Mendenhall Glacier be withdrawn from mineral exploration and development. An EA will be prepared to inform the Secretary of Interior's decision.

Collection of wind data that may include installation of a short meteorological tower with instruments for approximately two years.

Removal of a culvert using hand tools on a tributary of Michael Creek in the Lake Florence watershed of Admiralty Island

Construct fully accessible public use recreation cabin at a high elevation lakeside setting on Wrangell Island. Cabin would be available for year-around use, including snowmobile access in the winter. CZMA - FAA (1).

Proposed activities include hard rock exploration through helicopter-supported diamond core drilling. A maximum of 5 drill pads will be built with up to 2 drill holes at each pad. 0.1 acres of surface disturbance expected. No trees will be cut.

Mirror Lake Fishing Club has applied for renewal of their special use permit in Misty Fiords National Monument Wilderness. They have also requested use of a helicopter for up to six landings (one day authorization) in 2012.

Re-issue special use permit to draw artesian well water for commercial use from well at Starrigavan recreation area.

Demolish the existing concrete and wood fishpass with dynamite and remove debris. Using a hand crew, construct a new pool and weir fishpass with the same design and footprint.

Project provides units for small timber sales, a one-time predominantly helicopter-based offering with a limited number of ground-based harvest units requiring road construction, and supports a programmatic microsale program on Mitkof Island.

This proposal would allow up to 70 acres of harvest within 200 feet of existing roads on Mitkof Island. Harvest would include green trees using uneven-aged management and may include the removal of dead and dying trees.

The objective is to treat up to 1,114 acres of young-growth stands on Mitkof Island to benefit deer. A variety of silvicultural treatments are being considered.

Authorize the removal of mineral material from existing borrow pits on National Forest System lands on Mitkof Island for free use and small sales. Borrow pits would not be expanded. CZMA - FL/P2.

This project reviews surface exploration activities proposed in 2012 on Forest System lands by the Niblack Exploration Project on southern Prince of Wales Island, southeastern Alaska.

The City of Craig proposes to increase the storage capacity at the existing water storage site by raising the existing dam up to 6 feet.

Propose to reconstruct the Ohmer Creek floating bridge. The bridge connects two sections of the Ohmer Creek Trail that are separated by an active beaver pond.

The reroute and reconstruction of approximately 3/4 of a mile of trail beyond the floating bridge to Snake Ridge Road. The trail is proposed to be a gravel turnpike approximately 5 feet wide to be consistent with the rest of the trail.

Issuance of special use permit for a period of up to 5 years for a temporary sawmill facility at Corner Bay sort yard for log sorting, storing and processing. CZMA Category FL/P2

Wildlife habitat improvement in 40-70 year old young growth stands within the beach buffer. Seventy acres would be thinned to re-initiate forage understory, enhance structural diversity, encourage large tree growth. FAA-3

The Staney Creek Tributary Restoration CE will implement riparian restoration treatments along two small tributary creeks within the Staney Creek Watershed, which will include thinning up to 20 acres of second growth and adding large woody debris.

To restore and enhance aquatic and recreational resources, OHV, hiking, and biking trails will be repaired or built; a stream channel and fish structures will be reconstructed, and construction of one or two shelters along the trails is proposed.

Enhancement of Wildlife Habitat

Mineral material disposal of 100,000cy to the State of Alaska Dept. of Transportation to support a highway resurfacing project that will consist of expanding an existing rock pit approximately 2.5 acres.

Request to continue to store explosive elements used in road building and other construction purposes on National Forest Service lands.

Restoration in previously-harvested floodplain/riparian areas with Class I and II streams on Petersburg and Wrangell Ranger Districts. Implementation would use hand tools including picks, shovels, chainsaws, winches, etc. No heavy equipment proposed.

The objective is to help restore anadromous (Class I) and resident (Class II) fish streams that have been impaired by past forest management practices. Hand tools will be used to place log structures in stream channels and floodplains.

Reconstruction of the Sunnahae Mountain Trail to improve and provide safe access.

The Sunny Creek fishpass has chronic plugging, it is built downstream of a depositional gravel bar. This project would involve blasting and drilling bedrock and building a concrete flume upstream of the fishpass.

The Project Decision Notice and FONSI were signed by the Forest Supervisor on January 21, 2016

Issue a special use permit for the use and occupancy of National Forest System lands to construct, operate, and maintain a hydroelectric project based on the Final EIS issued by FERC.

To manage the timber resources, promote forest health and provide an opportunity for small logging and sawmills to obtain timber. Use existing road system.

Re-issuance of a 5 year permit to maintain a helicopter landing and refueling station at False Island

Renewal of four existing temporary tent platform authorizations, with their associated outhouses; and continuation of all previously approved tent platform sites for the next five years in the Stikine-LeConte Wilderness. CZMA FL/P (2)

Proposal to issue a 5-year special use permit for a tent platform for personal hunting/subsistence use. The platform could remain in place all year, but the tent structure could only remain erected for about 3 months during designated season of use.

This project is for surface exploration drilling in areas adjacent to Herbert Glacier.

Timber harvest, young-growth treatments, wildlife enhancement, and restoration activities. (Project planning was cancelled in the fall of 2014, but the project may be considered again in the future.)

Propose issuance of free use and small sale mineral material permits for up to 1,000 tons (approx 700 cubic yds), with stipulations, from expansion of an existing (1 acre) borrow pit along NFS road 6256 of the Thomas Bay road system for 10 years.

Selectively thin conifers in riparian areas on roughly 100 acres in the Patterson River floodplain at Thomas Bay. The areas will be treated to encourage the growth of willow and cottonwood, forage species preferred by moose.

Proposal to supply about 19 million board feet of young-growth timber from 800 acres, reconstruct temp rds, maintain NFS rds and evaluate potential terrestrial and/or aquatic habitat restoration and improvement activities in or near the project area.

Both experimental and non-experimental planting sites will be taken from the pool of potential units as displayed on the project map. We propose hand planting of yellow and/or red cedar trees in both experimental and non-experimental units.

Proposal to authorize Alaska Department of Transportation to expand 3 existing rock pits on the Portage Bay and Bohemia road systems on northeastern Kupreanof Island. AK DOT would use the material for construction of the Kake Access Project road.

The Forest Service proposes to authorize a weather station on a false-island at the mouth of Toledo Harbor on Baranof Island. The station would collect and transmit data used in marine condition monitoring and forecasting.

The Tongass Land Management Plan Amendment supports a transition from old growth harvest to a young growth-based timber program, while preserving natural resources and a viable timber industry. The Record of Decision was signed on 12/9/16.

Restore fish passage across roads fragmenting fish habitats on the Tongass National Forest. Anticipated actions include culvert replacements and structure removals to restore the natural flow regime and provide unimpeded fish passage.

The Tongass National Forest proposes to amend the 2016 Tongass Land and Resource Management Plan (Forest Plan). The amendment will focus on Standard S-YG-KC-02 related to commercial timber harvest on lands identified as moderate vulnerability karst.

The Tongass is proposing to remove nine cabins and convert or replace three cabins to survival shelters to help move toward a sustainable recreation cabin program.

This proposal would allow up to 70 acres of harvest within 500 feet of existing roads on the Tonka Road System on Kupreanof Island. Harvest would include green trees using uneven-aged management and may include the removal of dead and dying trees.

Authorize timber harvest and related infrastructure development within Phase I areas on South Lindenberg Peninsula (VCUs 437, 439, 447), Kupreanof Island.

Remove existing outhouse and replace with a new one that includes a removable basket system and a leach field. Materials would be brought to and from the site by boat via salt water. Materials would be hand carried on site (no mechanical equipment).

Install beaver bafflers or pond levelers at six locations within the MGRA. After beaver bafflers are in place and the Moose Lake trail dewatered, the Moose Lake trail bed will be raised with fill from a nearby gravel pit.

Reconstruct 1.2 miles of trail and construct 0.2 miles of trail to correct safety hazards, minimize resource damage, improve access, and upgrade interpretive information. CZMA-FAA(1)

Replacement/construction of 38 bridges on Treadwell Ditch Trail, construction of two reroutes and one section of gravel tread.

Improve approximately 1.38 miles of the Treadwell Ditch Trail between the Bonnie Brae intersection and the Emerson Spur Trail. Includes installing 5 new bridges to restore access through eroded trail sections and adding gravel to the trail surface.

Improve a 3.08-mile section of the Treadwell Ditch Trail that runs from Emerson Spur Trail to the Eaglecrest Ski Area. The finished gravel trail would be 24 inches wide. Bridges would be up to 5 feet wide. No proposed changes to the existing route.

Clear up to 3 acres of trees from a ridge on Kupreanof Island near the Gunnuk Communication Site to provide a clear signal path to another tower on the mainland (Mt Fanshaw). Felling would be done by hand with cut trees likely left on site.

Construct a new public use recreation cabin on the Wrangell Island Road System at Turn Island Overlook.

This project would authorize upland and riparian thinning treatments, and aquatic habitat improvement projects on the mainstem of Twelvemile Creek.

This project would authorize riparian thinning treatments, road maintanence projects, and aquatic habitat improvement projects. The project area is central Prince of Wales Island and is part of the Craig Ranger District.

This project is a proposed amendment to the Federal Aviation Administration's special use permit to authorize the installation of a 16'X16' wooden helipad to access the Twin Island weather camera for improved weather monitoring.

The Proposed Action would offer for harvest about 30.3 million board ft of timber from approximately 1,848 acres in the Staney and Red Bay areas within the Thorne Bay RD, along with road construction, reconstruction, maintenance and decommissioning.

Authorize USGS to install and maintain a stream gauge on the Unuk River

Construct about 1/2 mile of trail upstream of the 9-mile bridge site on Situk River and mark well so anglers will use the developed trail. Project is intended to prevent user-created trails which can result in resource damage. FAA(2)

The Tongass National Forest proposes to supply approximately 1 million board feet (MMBF) of young-growth timber from about 43 acres and construct temporary roads in the Falls Creek area of Mitkof Island on the Petersburg Ranger District.

Construct a public use recreation cabin on the Wrangell Island road system at the Upper Salamander Recreation Site Parking Area.

Removal of fishpass structure on upper Suntaheen Creek and excavate jump pools on North Fork of Game Creek on the Hoonah Ranger District.

The Ketchikan Misty Fjords Ranger District is proposing a Young-growth timber harvest on approximately 155 acres located on the north end of Gravina Island.

The proposed action will include construction of a public recreation cabin and other actions and developments from the Ward Lake Recreation Area Master Plan that is currently in development.

Reconstruct Ward Lake Trail to meet Americans with Disability Act (ADA) accessibility standards. This requires widening, hardening, and grade-leveling, and possible construction of an accessible fishing platform near the lake outlet.

Issue a special use permit to George Curtiss for existing items located on National Forest land: 1 inch dia. x 300 ft water transmission line, two water storage tanks (425 and 1,000 gallon), log/tarp dam, 10 ft x 15 ft water impoundment area.

Reconstruct approximately 30 feet of stream bank at the West Glacier Trail crossing of Wesley Creek, an anadromous tributary of Mendenhall Lake. Stream banks on both sides of the channel will be reconstructed using a toe wood-sod matt technique.

Removal of a double culvert that is on a Forest Service system trail. The culverts are perched, and at times of low flow water only percolates through the ground under the culverts.

To improve the site and safety: add parking, install a gate, build a 0.4 mile non-motorized trail to separate traffic, construct a spur trail to the lake, install a six-hole vault outhouse to serve heavy summer use, and install signs.

Proposed improvements at West Glacier Trailhead include vault toilets (4 holes total),a shelter at the commercial launch area, new trailhead sign, a new gate to and an access trail from the commercial launch area

Ketchikan Public Utilities seeks a FERC license for a 4.6-megawatt hydroelectric facility. FERC is preparing the EA. After the license is granted, the USFS will issue a special use authorization for the duration of the FERC license.

Request for Special Use Permit for installation, operation and removal of two 10-meter tall meteorological towers to gather data on wind resources to explore the possibility of developing a renewable wind energy project.

Move historic CCC shelter 34' closer to the beach to restore it to original setting. Replace and/or repair structural elements, slow its deterioration and provide separation from a brown bear trail which is close to the shelter's current location.

This project would improve browsing habitat for moose on the Yakutat Forelands. Moose habitat is declining as natural succession occurs. Vegetation would be cleared by hand crews and/or heavy machinery to allow for young nutritional growth.

Precommercial tree thinning of approximately 2284 acres over a 5 year period. Enhance timber and wildlife habitat values by improving diameter growth and vigor of residual trees and promoting greater understory development.

The Yakutat Ranger District (YRD) is in the process of determineing the recreation visitor capacity for the district. The main purpose is to provide a rationale to guide decision-making for allocating outfitter and guide use across the district.
