The Signed Record of Decision has been Released!

The Record of Decision for the Francis Marion Revised Plan has been signed and released.  Signing the Record of Decision marks the end of the forest plan revision for the Francis Marion National Forest and implementation for the forest plan direction will soon begin. The Notice of Approval was published in the Federal Register on March 31 and the revised forest plan will become effective 30 days after the Notice of Approval is published, so it will be effective on May 1, 2017. Printed copies of the Record of Decision, Revised Forest Plan and FEIS will be available after these steps have been completed. You can call 803-561-4000 to request printed copies shipped to your mailing address.

The Francis Marion National Forest released an updated Francis Marion Revised Land Management Plan (Revised Plan) and associated Final Environmental Impact Statement (FEIS) on January 19, 2017. The Revised Plan and FEIS have been updated from their initial release in August 2016 to reflect the resolution of an objection to the Revised Plan and FEIS.  For more information, on the objection received on the Revised Plan, see the section below.

The Revised Land Management Plan will be approved by signing the Record of Decision (ROD) after a 30-day waiting period following the issuance of the Notice of Availability of the Plan’s FEIS in the Federal Register. While we had originally anticipated that the Notice of Availability would be published on January 27, 2017, it was delayed and now we anticipate a publication date of February 10, 2017.  The release of the signed Record of Decision, along with the publication of a “Notice of Approval” in the Federal Register, will occur around mid-March, 2017.  The Revised Plan will then go into effect 30 days after the publication of the Notice of Approval. (So the Plan will become effective around the end of April.) When these steps are completed, printed and electronic copies of the Revised Plan, FEIS, FEIS Appendices, and Record of Decision will also available upon request by calling 803-561-4000.

Objections

One objection was received on the Francis Marion Revised Forest Plan. An objection resolution meeting was held on December 1 and 2 in Columbia, SC. Forest Service staff met with representatives from the Defenders of Wildlife to discuss how to improve the decision and management. As a result of the resolution meeting, it was agreed to edit the revised forest plan, the Final Environmental Impact Statement (FEIS) and Record of Decision (ROD). Some of the edits included some additional standards and guidelines for at risk plants and animals in the forest plan and clarifying the process to evaluate ecological sustainability in Appendix E of the FEIS. Please be patient as we incorporate those changes and we hope to post the updated versions soon.

The Francis Marion Revised Plan is Available!

We are starting the next phase of the forest plan revision process for the Francis Marion National Forest. After four-years of a public collaborative process, we have released the draft Record of Decision, Francis Marion Revised Plan and the associated Final Environmental Impact Statement (FEIS).  The legal ad ran on August 26 and is used for the start of the 60-day objection period. Public Participation is Welcome!

We encourage the public to participate throughout the plan revision process and believe stakeholder involvement and input will help to develop effective and sustainable forest guidance for the next decade and beyond.  The public comment period on the draft forest plan and associated draft environmental impact statement has closed. Please be patient, we are carefully reviewing your comments and figuring out the best way to incorporate your recommendations to improve the forest plan. Changes since the 1995 Plan

Since we completed the last Francis Marion Land and Resource Management Plan in 1995, the communities surrounding the Francis Marion have grown and changed significantly. Now we face different opportunities and challenges, and we need your help.

Developing the New Forest Plan

With your help, we have developed the new plan under the 2012 forest planning rule, which places great emphasis on public involvement and collaboration. As part of the revision process, we have held multiple Community Conversations in Charleston and Berkeley Counties and intend to hold more.
