SOPA Reports
The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for Carson National Forest that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
This project will be for the authorization of an access route for the acequia group. The access route will be approximately .5 miles in length with the sole purpose of having an authorized route on file for getting to and from the headgate(s).
The purpose of this project is to move the Bonita and Midnight wildfire scars toward desired conditions to eventually provide wood products. The Carson NF has identified about 4,450 acres of potential reforestation in these areas.
Coleman Oil and Gas, Inc. proposes to construct, drill, produce, and maintain a natural gas well location, with two wells, and associated ancillary facilities.

To provide important services to the communities we serve, the Carson National Forest has identified 22 expired or expiring special use authorizations for review and re-authorization.
This projectis needed to provide safe and reasonable access and will contribute to the social and economic sustainability of local communities. The reroutes of NFS roads 91 and 178D will be approximately 0.7 miles in length combined.
The Carson National Forest proposes to issue a special use permit to La Jicarita Rural Telephone Cooperative for installation of app. 1/4 mile of fiber optic cable, buried in a trench measuring app. 12" by 36", with a maintenance Right-of-Way of 15'.
The Carson National Forest is proposing improve both sites for use by adding fencing, replacing existing vault toilets, installing picnic tables, installing over sized fire rings and improving driveways and parking areas.
The Jicarilla RD is proposing to treat, mechanically or with prescribed fire approximately 33,292 acres of predominately Ponderosa pine to restore healthy timber stands, improve wildlife habitat, and reduce fire danger.
LOGOS Resources II, LLC proposes to construct a pipeline compressor site and a pipeline receiver site to support their existing pipeline gathering system.
Robert L. Bayless, Producer LLC proposes to construct and operate a natural gas and water pipeline on the Jicarilla Ranger District. This project will facilitate initial development of the La Jara Mancos Unit (Unit No. NMNM105770971).
Designation of public access routes which may include roads, motorized trails, and/or nonmotorized trails within the Miranda Canyon parcel of the Camino Real Ranger District.
Issue to a new owner a special use authorization for existing gas distribution improvements, and analyze the installation of additional pipeline through the National Forest in the Red River area and minor improvements to existing infrastructure.
Issuance of a special use permit amendment for replacement of an aging flume structure. New flume structure would consist of a 24" steel pipe set atop a metal support structure with concrete foundations.
Harvest Four Corners, LLC (Harvest) and LOGOS Operating, LLC (LOGOS) propose to construct and operate respective pipelines and associated facilities within an existing pipeline corridor. Also, LOGOS proposes to drill two natural gas wells.
Landscape restoration on up to 64,528 acres in Colfax County, in order to promote conditions that are resilient to uncharacteristic disturbances from wildfire, insects, disease, and climatic variability.
The Carson is proposing to construct an approximately 11-mile unpaved multi-use pathway and associated infrastructure (trailheads, bridges, parking access points, etc.) between the Village of Questa and the Town of Red River communities.
The Carson National Forest proposes to amend the Town of Red River's special use permit to install a 6"-diameter water line, valves, fire hydrants, and a 6"-diameter sewer line for approximately 4,300' along Bitter Creek Road.
App. 13 miles of existing two-tracks and trails are proposed to be designated and maintained as system trails as part of the Rio Grande trail network. A limited amount of new trail construction is proposed to connect existing two-tracks and trails.
The purpose of this project is to provide safe, adequate access to private land by crossing a short section of National Forest System Land. The Forest will authorize an existing route for the proponenet, which minimizes environmental effects.
Bayless proposes to construct, drill, maintain, and produce a natural gas well location and associated ancillary facilities. The well location would contain 8 individual wells with the potential for 8 additional future wells on the well pad.
The El Rito Ranger District is proposing to treat approximately 13,000 acres of sagebrush via mechanical methods and Tebuthiuron, reseed sagebrush treated areas where needed with grasses and forbs, and broadcast burn sagebrush treated areas.
Sipapu Ski & Summer Resort has submitted a proposal to replace the existing Lift 3, construct a new skier services deck and composting toilets, and modernize snowmaking infrastructure for the Lift 3 terrain pod.
Southland proposes to construct, drill, maintain, and produce two natural gas well locations along with a water retention pond, water pipeline, and gas pipeline. Each well location would contain sixteen individual wells.
The 83,000 Taos Canyon Forest and Watershed Restoration project would reduce fuel loading and restore forest structure, composition, and spatial distribution to maintain watersheds that are resilient to fire and protect adjacent communities.
Taos Ski Valley proposes a new gondola, on-mountain restaurant, water storage, booster station, snowmaking pipe, Nordic and snowshoe trails, a hiking trail and a support facility. Replacing Lifts 2, 8, and a relocated Whistlestop Cafe are proposed.
The proposed improvements consist of new water and sewer lines. It will connect to residents that currently have private wells and septic systems to the Town of Red River's utilities.
The Forest Service is proposing to approve an application for a special use authorization, submitted by WFC. The special use authorization would allow WFC to operate and maintain an existing natural gas pipeline and associated infrastructure system.
