The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for Shoshone National Forest that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
Proposed project for timber activities and habitat management actions to treat legacy insect and disease affected stands in areas south of the Centennial Highway on the Wind River Ranger District.
The Belknap allotment permittees would like to install a point of diversion, pipeline, and up to three water tanks to draw use away from riparian areas currently used by livestock.
The ranch currently has a tack shed that need replaced and the owner has requested to build the new tack shed in their old round ring that sits further from the road to prevent theft and the round ring has gravel that will prevent future water damage
Permittees would like to restore the cabin to better match the original historical appearance allowing for a more aesthetic and improved look in the forest.
Proposing to build a small porch roof above front deck to prevent further water damage. Wood posts would match existing log construction and roof will match existing roof material and would like to plant 13 aspen trees in front of the cabin.
The ranch would like to extend an existing fence approximately 0.13 miles upslope and terminate the fence in an area that will make it more conducive to livestock containment and a temporary fence to keep livestock out of water sources.
Trail reconstruction on Fishhawk Trail due to the 2022 flood event that washed out a portion of the trail. The trail will be reconstructed to connect back to the original trail.
The isolated cabin sustained damage from a flood event in the North Fork Corridor in 2022. The owners are proposing work on the creek, barrier retaining wall, cabin exterior, and yard to prevent future damage and restore the cabin's current condition
Wyoming Department of Transportation requested a 10 year temporary construction permit for approximately 0.28 acres located adjacent to the existing Right-of-Way on Highway 296 for the purpose of sloping, bending, and reclamation.
Authorization of new Special Use Permit for outfitter and guide for several activities not previously authorized such as avalanche training/education, winter/summer mountaineering, backcountry skiing, hiking, and other winter and summer activities
Authorization for new Special Use Permits for outfitting and guiding for several activities not previously authorized such as ice climbing, hiking, float, boat, paddleboard, and sport climbing.
Proposal for integrated project to improve riparian conditions and administrative site management along the Wapiti Ranger Station, North Fork of the Shoshone River, South Fork of the Shoshone River, and East Painter Creek.
Proposal to place a portable sauna behind the Top of the World motel. The plan is to have the sauna open for summer use May 27-Oct 15 and winter use Dec 24-Apr 15.
Due to the water system past its serviceable age, current tank and pipes would be replaced and addition of a water tank that is resistant to cold temperatures that would be dug in the hillside deep enough to bury the bulk of the tank.
WYDOT has requested a temporary construction special use permit for two sections along the North Fork Highway for the installation of temporary non-earthen cofferdams for the construction only.
The Forest Service is proposing to issue a new permit to Gunbarrel Creek, Inc who is purchasing Absaroka Mountain Lodge from Shooting Star Enterprises, Inc. There are no changes proposed to the current permit held by Shooting Star Enterprises, Inc.
Issuance of a ten year outfitter and guide permit to Adventure Cycling Association to authorize multiple cycling tours to operate annually on National Forest System Lands across the Rocky Mountain Region.
The district proposes to permanently close this wilderness sheep allotment located in the Popo Agie Wildernss. This allotment has been unstocked for over 20 years.
Proposal to issue approximately 0.35 miles of road right-of-way to a private party for an existing road. The right-of-way would access private lands that may be subdivided for residential purposes.
Proposal to construct a new buried power transmission line from the junction of Forest Service Road (FSR) 366.3A and FSR 326 to the Beaver Creek Subdivision to provide power to the subdivision.
The Forest Service is proposing to issue a new permit to Jelks Ranch Holdings, LLC who is purchasing Bill Cody Ranch from Ronald and Tonia Stuard. There are no changes proposed to the current permit held by Ronald and Tonia Stuard.
Proposal is to establish a forest radio repeator on Blue Ridge on the Washakie Ranger District. Location of a permanent radio repeator will increase coverage to provide improved radio communication across the district.
Approve five small-scale projects that include: bathhouse remodel, install new arch at new location, new highway signs, replace two outhouses, and clean-up of vegetation and revegetation.
Re-issue a special use permit for the operation and maintenance of a spring development for domestic water use. The permit has been in place and issued to the same family since 1982.
Reissuance of Brooks Lake Lodge Resort and Outfitting and Guiding special use authorization for a new 20-year term. The new authorization would include all the current authorized facilities and guest services, with minor revisions.
The proposal is to treat approximately 2,000 acres using a combination of vegetation management prescriptions including sanitation salvage, shelterwood/seed tree harvest prescription.
Reduce or eliminate encroaching conifers, including juniper, limber pine and Douglas fir within a 600 acre area between Cabin Creek and Legg Creek on the South Fork of the Shoshone River by mechanical means.
Wyoming Game and Fish cooperative wildlife habitat improvement and fuels reduction along the forest boundary south of Cabin Creek. Mechanical thinning followed by prescribed burning totaling 230 acres.
We are proposing to allow the Federal Bureau of Investigation (FBI) to install a repeater and antenna at a Forest Service (FS) operated installation on Cedar Mountain owned by Legend Towers, LLC.
Issue a special use permit to C.C. No. 18 Water Users Association, Inc. to maintain and operate an exisitng domestic water system. The water system is in place and no new construction is proposed.
The Forest Service is proposing to issue a new permit to the Cody Country Snowmobile Association to operate and maintain a shelter. The permit authorizes them to place a trailer within the Island Lake Campground. The permit expired 12/31/2017.
Proposal to issue a new special use permit to Diana Walker / Walker Styffe Properties, LLC, dba Creekside Lodge of Encinitas, California for the maintenance and operation of the Creekside Ranch (formally Goff Creek Ranch).
Recreation event. Bicycle tour for up to 1000 participants along U.S. Highway 212 and State Highway 296 between Cooke City, Montana, and Cody, Wyoming.
Stabilize section of stream bank on the Wind River with medium to large sized rocks and other native materials to minimize streambank erosion and protect critical long haul and local services provided to the communities of Jackson and Dubois.
The Shoshone National Forest is proposing to authorize DTE to install approximately 3,760%u2019 or .71 miles of buried fiber optic telecommunications cable from the Historical Tie Hack Monument to the Triangle C Ranch.
The Shoshone National Forest is proposing to authorize DTE to relocate approximately 520%u2019 of existing copper and fiber optic lines that provide critical long haul and local services to the communities of Dubois and Jackson.

The current bridge over the Down%u2019s Fork has been compromised by two glacial outbursts and is in need of replacement. The proposed action is to install a new bridge about 1 mile upstream at a location where the creek is straight.
Project intends to treat aspen stands within the Gooseberry Creek drainage by mechanically thinning and scattering conifers encroaching into aspen stands to create a favorable fuel bed for follow-up broadcast burn treatment.

The Wyoming Game & Fish Department and the Interagency Grizzly Bear Study Team have proposed to capture grizzly bears using aircraft in the Washakie Wilderness and then apply monitoring collars to captured bears.
The Forest Service is proposing to authorize High Plains Power to bury existing primary overhead line, bury 2,500' of new power line within a WYDOT right-of-way and remove a primary overhead line.
High Plains Power, Inc. proposes to replace and bury approximately 15 miles of existing primary overhead power lines. The power lines service inholdings located in the Horse Creek area of the Wind River District of the Shoshone National Forest.
Repair and maintenance of Island Lake campground facilities, including individual sites and replacement of fixtures such as tables, parking pads, parking barriers, and fire rings.
The Shoshone National Forest is considering a proposal to exchange approximately 107 acres of Forest lands in the South Fork Valley for approximately 118 acres of private land in the Russell Creek drainage under the General Exchange Act of 1922.
Project is a proposal for range improvement activities that involve constructing a stock water tank and running poly-pipe in the ground from an existing private stock tank to the newly constructed stock tank on Forest Service lands.
The Shoshone National Forest is proposing to authorize the Lander Nordic Ski Association to extend the Inner Pipeline Trail at the Beaver Creek Cross-Country Ski Trails to improve grooming operations.

Due to the ongoing, widespread beetle infestation, this project is being cancelled in order to make an assesment of the entire watershed and expand areas for vegetation management activities to improve forest conditions and reduce hazardous fuels.

Analysis of impacts from Forest-wide outfitter operations by the National Outdoor Leadership School conducting hiking, backpacking, mountaineering and horsemanship field courses in wilderness and backcountry areas across the Shoshone N.F.
This analysis identifies the visitor use capacity on National Forest System lands only, on the Nez Perce National Historic Trail to assist in the protection and management of trail resources.
Proposal is to construct 1.0 mile of new trail (North Country Trail) and rehabilitating and adopting .6 miles of existing user created trail (Aspen Glades Trail) in the Wild Iris climbing area of Limestone Mountain.
The Shoshone National Forest proposes to utilize commercial timber harvest to reduce hazardous fuels, remove beetle killed timber, and timber at risk to insect infestation in the Dick Creek area.
Park County is the owner of road bridge EGI (County Road 6BU) which crosses the North Fork of the Shoshone River. The bridge has been identified as structurally deficient and the County proposes to replace it with a new bridge immediately upstream.
The Forest Service is proposing to issue a new permit to the Park County Nordic Ski Association (PCNSA). The PCNSA operates and maintains cross-country ski trails under special use permit with the Shoshone National Forest.
Park County Office of Homeland Security has requested to place a small structure to house a radio repeater system to improve radio transmision coverage for emergencies in the North Fork corridor. The building would sit on skids with a 5'-8' antenna.
The road is impassable to full size vehicles due to the uneven road surface caused by the reoccurring slide. The purpose of the Parque Creek Slide Repair Project is to permanently stabilize the road segment that is prone to sliding.
The purpose of the Pine Creek Project is to address insect and disease infestation on the southernmost portion of the Washakie Ranger District through a combination of treatments including mechanical harvest, aspen enhancement, and use of prescribed.
Bugling Winds Outfitting, LLC is proposing a primitive two track access route that will allow easier access to their authorized Trail Lake outfitter corral site and relieve congestion during the outfitting seasons.
We are proposing to reissue a permit to the Federal Highway Administration for construction work on the Beartooth Highway. The original permit (CFK112) was issued in July of 2004 and expired 2014.
The Forest is proposing to reissue a permit to the Wyoming Department of Transportation (WYDOT) for the use of a staging area for maintenance work along the Chief Joseph Highway.
Proposal to relocate two power line segments which cross/re-cross the North Fork of the Shoshone River. Replacement segments would be buried adjacent to the North Fork Highway (Highway 14/16/20) and would not cross the River.

The proposal is to reconstruct and maintain the Timber Creek Trail. The source material for retainer logs would be obtained locally near the worksite. The cutting would occur in at least two locations, above and below the work site. Roughly 50 trees.
Construction of a non-motorized trail from Hwy 26/287 at Togwotee Pass to connect with NFS Trail #823. This trail is intended to be part of the Continental Divide National Scenic Trail once a separate project moving the trail is completed.

Construct a low water crossing for ATVs, widen the existing banks to mimic natural conditions, and designate the miles of open road above the crossing as a motorized trail.
Approximately three miles of trail reconstruction on the exisitng alignment to restore the Venus Basin trail 641, damaged by the 2006 Little Venus Fire and maintenance on approximately seven miles of additional trail.

The Wyoming Game and Fish proposes to expand the bighorn sheep test and remove program to the eastern part of the Whiskey Mountain herd located partially in the Fitzpatrick Wilderness of the Wind River Ranger District of the Shoshone National Forest.
The US Forest Service is preparing an environmental analysis for cave and abandoned mine management options for the bat disease commonly known as white-nose syndrome (WNS).
The project will stabilize the left bank of the Wood River at the Wood River Campground using toe-wood structures, reshaping the channel, and reestablishing the bankfull overflow channel on the right bank. The left bank is experiencing lateral scour.
The Forest Service proposes the Double D Ranch barn, and two lower cabins be used as a Cow Camp in the interest of preserving those structures long term and supporting grazing operations in the Kirwin allotment along the Wood River.
The Meeteetse Recreation District operates a cross country ski park on the Greybull Ranger District. We are proposing to install an outhouse that will serve the trail system.

The Shoshone National Forest is proposing to approve the Wyoming Game and Fish Department to replace the authorized existing wood irrigation diversion structure with a concrete structure of similar dimensions to improve aquatic and fluvial resources.
