Cannabis Possession Prohibited
Order 03-00-00-21-002 prohibits possessing, storing, or transporting a cannabis plant, any part of a cannabis plant, or any substance derived from a cannabis plant within the Southwestern Region National Forests in the State of New Mexico and the National Grasslands in the states of Texas and Oklahoma.

Forest Order
The purpose of this Order is to protect natural resources and public health and safety.
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a), the following acts are prohibited within the area described in this Order (the “Restricted Area”) and as depicted on the order map, within the Southwestern Region National Forests in the state of New Mexico and the National Grasslands in the states of Texas, and Oklahoma.
- Possessing, storing, or transporting a cannabis plant, any part of a cannabis plant, or any substance derived from a cannabis plant. 36 C.F.R. § 261.58(t).
Restricted (Prohibited) Area
The Restricted Area includes all National Forest System lands in the following National Forests and Grasslands, as depicted in Exhibit A of this Order:
New Mexico National Forests
- Carson National Forest
- Cibola National Forest
- Gila National Forest
- Lincoln National Forest
- Santa Fe National Forest
- Kiowa National Grasslands
Oklahoma and Texas
- Black Kettle & McClellan National Grasslands
- Rita Blanca National Grasslands
