  • Winter Over-Snow Vehicle Restrictions

    Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a) and (b), and to protect natural resources and provide for public safety, the following acts are prohibited within the Lake Tahoe Basin Management Unit (LTBMU). This Order is effective from January 1, 2024, through December 31, 2025.

Winter Over-Snow Vehicle Restrictions

Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a) and (b), and to protect natural resources and provide for public safety, the following acts are prohibited within the Lake Tahoe Basin Management Unit (LTBMU). This Order is effective from January 1, 2024, through December 31, 2025.

1. Using or possessing an over-snow vehicle off National Forest System roads in the LTBMU Over-Snow Vehicle Closure Areas shown as closed on Exhibit A and described in Exhibit B. 36 C.F.R. § 261.56.

2. Using an over-snow vehicle on National Forest System roads in the LTBMU OverSnow Vehicle Closure Areas shown as closed on Exhibit A and described in Exhibit B. 36 C.F.R. § 261.54(a).

Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:

1. Persons with a Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.

2. Any Federal, State, or local officer, or member of an organized rescue or fire-fighting force in the performance of an official duty.

These prohibitions are in addition to the general prohibitions contained in 36 C.F.R. Part 261, Subpart A.

A violation of these prohibitions is punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months or both. 16 U.S.C. § 551 and 18 U.S.C. §§ 3559, 3571, and 3581.

Exhibit B

The LTBMU Over-Snow Vehicle Closure Areas are described as follows:

1. The area within the boundary running from the summit of Mount Baldy at the intersection of the LTBMU administrative boundary and Mount Rose Wilderness, southward, then westward, then northward following the Mount Rose Wilderness boundary to the latitude consistent with Rose Knob Peak, then eastward to the western edge of State Route 431, then northward along the western edge of State Route 431 to the LTBMU administrative boundary, then northwestward along the LTBMU administrative boundary to the latitude consistent with Relay Peak, then westward to the Mount Rose Wilderness boundary at Relay Peak, then northwestward along the Mount Rose Wilderness boundary to the start at the LTBMU administrative boundary at the summit of Mount Baldy.

2. National Forest System lands area within the Diamond Peak Ski Resort permit area, starting at the intersection of Incline Creek and Ski Way road, then east of Ski Way Road, to the intersection of Forest Service System Trail 18E21 (Tyrolean Downhill), south of Forest Service System Trail 18E21 to the point at which Trail 18E21 trends north-south, then eastward to the LTBMU administrative boundary, then southward following the LTBMU administrative boundary to the National Forest System lands boundary north of Tunnel Creek, then westward along the National Forests System lands boundary to its intersection with State Route 28, then northward along State Route 28 to its intersection with Country Club Drive, then northward along Country Club Drive to its intersection with Ski Way road, to the starting point at the intersection of Incline Creek and Ski Way road.

3. The National Forest System lands area within the boundary from the summit of Marlette Peak southward along the LTBMU administrative boundary to its intersection with the northern boundary of Highway 50, then eastward to the eastern boundary of State Route 28, then northward along the eastern boundary of State Route 28 to the National Forest System land boundary parallel with the northern extent of Marlette Lake, then eastward to the northern extent of Marlette Lake, then northeast to the National Forest System lands north of Marlette Peak and the LTBMU administrative boundary, then southward following the National Forest System lands boundary to the starting point at the summit of Marlette Peak. 4. National Forest System lands area generally known as “East Shore Beaches Management Area” from the shoreline of Lake Tahoe at the LTBMU administrative boundary with Nevada State Parks lands south of Sand Harbor and parallel with the northern extent of Marlette Lake, then following National Forest System lands boundary eastward to the western boundary of State Route 28, then southward along the eastern boundary of State Route 28 to the intersection of State Route 28 and Skunk Harbor Road 14N30A, then westward along the northern boundary of Skunk Harbor Road 14N30A and 15N67 to the shoreline of Lake Tahoe, then northward along the shoreline of Lake Tahoe to the starting point at the shoreline of Lake Tahoe at the LTBMU administrative boundary with Nevada State Parks lands south of Sand Harbor and parallel with the northern extent of Marlette Lake.

5. National Forest System lands area within the boundary starting at the southwestern intersection of Highway 50 and State Route 28, following the western boundary of Highway 50 southward then westward to the LTBMU administrative boundary adjacent to private property in the Glenbrook community, then following National Forest System lands boundary northward, east of private property in the Glenbrook community to the National Forest System land boundary at the Douglas County jurisdictional boundary, then eastward along the National Forest System lands boundary to the western boundary of State Route 28, then southward along the western boundary of State Route 28 to the starting point at the southwestern intersection of Highway 50 and State Route 28.

6. National Forest System lands within the Rabe Meadow area boundary starting at the northwestern intersection of Highway 50 at Kahle Drive in Stateline, Nevada, National Forest System lands north of Kahle Drive and Beach Club Drive to the shoreline of Lake Tahoe at Nevada Beach, then northward along the shoreline of Lake Tahoe to the intersection with private property, then eastward along the boundary with National Forest System lands to Elks Avenue, then northward along the eastern boundary of Elks Avenue and Hill Street to the shoreline of Lake Tahoe at Round Hill Pines Resort, then northward along the shoreline of Lake Tahoe to the intersection with private property south of Sierra Sunset Lane, then following National Forest System lands northeastward to the intersection with the southern edge of Highway 50, then following the southern and western edge of Highway 50 to the starting point at the intersection of Highway 50 at Kahle Drive.

7. National Forest System lands area within the boundary starting at the LTBMU administrative boundary intersection with State Route 207 southward following the LTBMU administrative boundary to Armstrong Pass, then northwest one-hundred feet northeast of Trout Creek to the intersection with private property known as “Fountain Place”, then following National Forest System lands adjacent to private property to Fountain Place Road 1201, following Road 1201 for one-mile then northward one-mile east of Powerline Road 12N08, crossing High Meadows Road 12N21, then one-half mile east of private property at City of South Lake Tahoe road, Cold Creek Trail, then onehalf mile east of Pioneer Trail road to intersection of National Forest System lands and southern terminus of City of South Lake Tahoe Ski Run Boulevard, then following LTBMU administrative boundary to the starting point at its intersection with State Route 207.

8. National Forest System lands area within the boundary starting at the intersection of Martin Avenue and Trout Creek, then southward along Trout Creek to the area north of Lone Indian Trail and Sundown Trail, then northward of the northern terminus of Lodgepole Trail road, then east of Forest Service Hartoonian Trails 18E28 and 18E37D to the area south of Barbara Avenue, to the starting point at the intersection of Martin Avenue and Trout Creek.

9. National Forest System lands area within the Meyers Landfill Closure Area, beginning on Forest Road 1204 at a point 1500 feet north of its intersection with Pioneer Trail, then continues due east approximately 1200 feet, then continues northward along Saxon Creek to its intersection with Forest Road 12N08, then continues westward along Forest Road 12N08 to its intersection with Forest Road 1204, then continues southward along Forest Road 1204 back to the starting point.

10. National Forest System lands area in the community of Meyers, CA within the boundary starting at the intersection of Highway 50/89 and Pioneer Trail, south of Pioneer Trail then south of Vanderhoof Road to the area west of Zapotec Drive and Miztec Street, to the area north of Plumas Circle, Apache Avenue, and Celio Lane to National Forest System lands east of Highway 50/89, then northward to the starting point at the intersection of Highway 50/89 and Pioneer Trail.

11. National Forest System lands surrounding Angora Creek within the boundary starting northwest of the intersection of Lake Tahoe Boulevard and View Circle, then northward west of View Circle, to the intersection of Angora Creek Road, then southward along Angora Creek Road to the intersection with Lake Tahoe Boulevard, then eastward along Lake Tahoe Boulevard to the starting point northwest of the intersection of Lake Tahoe Boulevard and View Circle.

12. National Forest System lands area within the boundary starting at the LTBMU administrative boundary intersection with Highway 89 at Luther Pass, following the LTBMU administrative boundary south, then west, then north across Highway 50 at Echo Summit, following the LTBMU administrative boundary across the Desolation Wilderness boundary westward then northward to the geographic ridge north of General Creek Trail 16E01, then eastward to the National Forest System lands intersection with California State Parks lands at Sugar Pine Point State Park, then southward and eastward, then northeast following LTBMU administrative boundary to Highway 89 north of Meeks Bay, then southward following National Forest System lands west of Highway 89 to the intersection with Desolation Wilderness boundary south of Cascade Lake, then following the Desolation Wilderness boundary southward to Angora Peak, then northeast along Angora Ridge to the terminus of Angora Ridge Road 1214, then southeast along the toe of slope to Osgood Trail Connector 17E49A, following National Forest System lands west of North Upper Truckee Road, crossing Highway 50, and following National Forest System lands west of South Upper Truckee Road and Memory Lane, then south of South Upper Truckee Road to the intersection with Highway 89. Following Highway 89 to the starting point at the intersection of the LTBMU administrative boundary at Luther Pass.

13. National Forest System lands area within the boundary starting at the LTBMU administrative boundary at the intersection of Highway 89/Emerald Bay Road at City of South Lake Tahoe road West Way, southward following the LTBMU administrative boundary to the southern boundary of City property west of South Tahoe High School, then west to the intersection of Tahoe Mountain Loop Trail 17E78 and private property south of Tahoe Mountain, following National Forest System lands west adjacent to private property to the eastern edge of Fallen Leaf Lake Road, then following the eastern edge of Fallen Leaf Lake Road northward to Highway 89, then westward along the northern edge of Highway 89 to the intersection of Highway 89 and Cascade Road, then following National Forest System lands northward to the shoreline of Lake Tahoe at Baldwin Beach, then National Forest System lands following the shoreline of Lake Tahoe eastward to Tahoe Keys private property at Pope Marsh west of City of South Lake Tahoe road, Venice Drive, following National Forest System lands southward to the starting point at the intersection of Highway 89/Emerald Bay Road at City of South Lake Tahoe road West Way.

14. National Forest System lands area surrounding Quail Lake within the boundary starting at the southern terminus of Bald Eagle Drive in the community of Homewood, westward along the National Forest System lands boundary with private property, north of Forest Service System Road 14N34A (Noonchester Mine Road), then National Forest System lands south of Homewood Canyon, to the starting point at the southern terminus of Bald Eagle Drive.

15. National Forest System lands area surrounding the Page Meadows area, South of Tahoe City, within the boundary starting at the intersection of Paige Meadows Road 15N60 and Woodleigh Road north then west following the toe of slope to the intersection with Deer Park Road 16N48, then following the eastern edge of Road 16N48 to the Forest Service gate at terminus of Chamonix Road, then eastward to the starting point at the intersection of Paige Meadows Road 15N60 and Woodleigh Road.
