This special order restricts group use, horse use, camping, campfires, and dogs in the Weminuche and South San Juan Wilderness Areas.

SPECIAL CLOSURE
SAN JUAN and RIO GRANDE NATIONAL FORESTS
Pursuant to 16 USC 551 and 36 CFR 261.50 (a) and (b), the following prohibitions are in effect in the below listed National Forest Wilderness areas of the San Juan and Rio Grande National Forests from August 24, 1999, until further notice:
Weminuche Wilderness and South San Juan Wilderness:
1) Using a trail, campsite, or other area by a group larger than 15 people, with a maximum combination of people and stock not to exceed 25 in one group [261.58(f)].
2) Hitching or tethering a horse or other saddle or pack animal in violation of posted instructions. [261.58(aa)].
3) Camping, within 100 feet of any lake shore, stream, or other water source, [261.58(e)]
· Except in designated areas.
4) Building, maintaining, attending or using a fire, campfire, or stove fire within 100 feet of any lakeshore, stream, or other water source [261.52(a)]
· Except those fires not using wood as a source of fuel.
5) Possessing a dog, [261.58(s)]
· Except those dogs on a leash or under voice control.
Site Specific Regulations
Weminuche Wilderness
West Fork Hot Springs:
At the West Fork (also known as Rainbow) Hot Springs, specifically, within 114mile of either side of
the West Fork of the San Juan River from the junction of the West Fork Trail (#561) and the Beaver
Creek Trail (#560) to the crossing of the West Fork of the San Juan River northwest of the hot springs
(sections 23 and 26, T38N, RIW, also shown in Attachment 1), the following are prohibited:
1) Building, maintaining, attending or using a fire, campfire, or stove fire, [261.52(a)]
· Except those fires not using wood as a source of fuel.
2) Grazing [261.57(e)].
3) Camping, [261.58(e)]
· Except in designated sites.
Junction of Weminuche Trail (592) and East Fork of the Weminuche Trail (659)
In the park at the junction of the Weminuche Trail, #5~2, and East Fork of the Weminuche Trail, #659,
(SE 114section 21, SW 114section 22, T39N, R4W, also shown in Attachment 2) , the following is prohibited:
1) Grazing [261.57(e)].
Twin Lakes Basin
Within Twin Lakes basin, (T39N, R7W, Sec. 26, also shown in Attachment 3), the following are prohibited:
1) Building, maintaining, attending or using a fire, campfire, or stove fire, [261.52(a)].
. Except those fires not using wood as a source of fuel.
2) Camping [261.58(e)].
Fourmile, West Ute, and Archuleta Lakes
Within 200 feet of the lakeshores of Fourmile, West Ute, and Archuleta Lakes, the follow -ig are prohibited:
1) Building, maintaining, attending or using a fire, campfire, or stove fire, [261.52(a)]
. Except those fires not using wood as a source of fuel
2) Camping [261.58(e)].
3) Hitching or tethering a horse or other saddle or pack animal in violation of posted instructions [261.58(aa)].
4) Grazing [261.57(e)].
Fourmile Lake, located in Sec. 2, T37N, R2W, West Ute Lake, located in Sec. 1,12, T39N, R6W, and Archuleta Lake, located in Sec. 16, T38N, R1E, are also shown in Attachments 4, 5, and 6.
Flint Lake
Within 200 feet of the west and north shore, and between the lakeshore and trails #527 (Flint Creek Trail) and #525 (La Osa Trail) (T39N, R5W, Sections 19,20,29 and 30, and also shown in Attachment
7), the following are prohibited:
1) Building, maintaining, attending or using a fire, campfire, or stove fire, [261.52(a)]
. Except those fires not using wood as a source of fuel .
2) Camping [261.58(e)].
3) Hitching or tethering a horse or other saddle or pack animal in violation of posted instructions
[261.58(aa)].
3) Grazing [261.57(e)]
Vestal Basin and Needle Creek Basin
Within Vestal Basin and Needle Creek Basing the following are prohibited:
Building, maintaining, attending or using a fire, campfire, or stove fire, [261.52(a)]
· Except those fires not using wood as a source of fuel.
Needle Creek Basin is located within T39N, R8W, Sections 24, 25, T39N, R7W, Sections 19,26,27,28, 29,30,31,32,33,34,35, T38N, R7W, Sections 3, 4, 5, also shown in Attachment 13. Vestal Basin is located in T40N, R7W, and is also shown in Attachment 14.
Little Emerald Lake
Within 1/4 mile of the lakeshore of Little Emerald Lake (T38N, R5W, section 20, also shown in Attachment 8) the following are prohibited:
1) Camping, [261.58(e)]
· Except in designated sites.
2) Building, maintaining, attending or using a fire, campfire, or stove fire,
· Except those fires not using wood as a source of fuel [261.52(a)] except in designated sites.
3) Hitching or tethering a horse or other saddle or pack animal in violation of posted instructions
[261.58(aa)].
4) Grazing [261.57(e)].
Emerald Lake
Within 1/2 mile of the north shore of Emerald Lake and 114mile of the other shores (T38N, R5W, Sections
17, 18, 19, also shown in Attachment 8), the following are prohibited:
1) Building, maintaining, attending or using a fire, campfire, or stove fire,
· Except those fires not using wood as a source of fuel [261.52(a)] except in designated sites.
2) Camping [261.58(e)],
· Except in designated sites
3) Hitching or tethering a horse or other saddle or pack animal in violation of posted instructions
[261.58(aa)].
4) Grazing, [261.57(e)].
Site Specific Regulations
South San Juan Wilderness
Bear Lake, Blue Lake, Green Lake, and Red Lake, Within 200 feet of the lake shore of Bear Lake (T35N, R4E, Section 14, also shown in Attachment 10), Blue Lake (T35N, R3E, Section 26, also shown in Attachment 11), Green Lake (T34N, R4E, Section 18, also shown in Attachment 12), and Red Lake (T33N, R4E, Section 12, also shown in Attachment 9) , the following are prohibited:
1) Building, maintaining, attending or using a fire, campfire, or stove fire, [261.52(a)]
.Except those fires not using wood as a source of fuel.
2) Camping [261.58(e)].
3) Hitching, tethering, or otherwise restraining a horse or other saddle or pack animal [261.58(aa)].
4) Grazing [261.57(e)].
Pursuant to 36 CFR, 261.50 (e), the following are exempt from this order:
(1) Persons with a permit specifically authorizing the otherwise prohibited act or omission.
(2) Any Federal, State or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.
