PERMIT HAS EXPIRED. THE PROPOSAL IS TO REISSUE A SPECIAL USE PERMIT REAUTHORIZING THIS SAME EXISTING PIPELINE. XIC HOLDS THE WATER RIGHT TO TAP THE SPRING FOR DOMESTIC USE.
