    The Forest Supervisor of the Manti-La Sal National Forest has signed an order implementing Stage 2 Fire Restrictions.

Forest Order

PROHIBITIONS

Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50 (a), the following is prohibited on the National Forest System (NFS) Lands within the Manti-La Sal National Forest, described below and shown on the attached map incorporated into this Order as Exhibit A (the “Described Area”)

  1. Igniting, building, maintaining, or using a fire (including fires fueled by charcoal or briquettes), except if it is in:
    1. A stove or grill solely fueled by liquid petroleum fuel; or
    2. An enclosed stove or grill, portable brazier, or a pressurized gas stove, in a developed recreation site. 36 CFR § 261.52(a).
  2. Smoking, except in an enclosed vehicle or building or a developed recreation site, or while stopped in an area at least three feet in diameter that is barren or cleared of any flammable material. 36 CFR § 261.52(d).
  3. Welding or operating acetylene or other torch with open flame. 36 CFR §261.52(h).
  4. Possessing or using a motor vehicle off established roads, motorized trails or established parking areas, except when parking in an area devoid of vegetation within 10 feet of the vehicle. 36 C.F.R. § 261.56.
  5. Blasting of any type or use of any type of explosive. 36 C.F.R § 261.52(b).
  6. Operating a generator, chainsaw or other equipment powered by an internal combustion engine for felling, bucking, skidding, processing, road building and woodcutting capable of igniting a fire from 10am to 10pm. 36 C.F.R. § 261.52(g).

EXEMPTIONS

Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:

  1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order or a written determination by a Forest Service authorized officer that a permit is not required under 36 C.F.R. § 251.50(e)(1-2).
  2. Persons operating within the Described Area pursuant to a Forest Service Timber Contract using Form No. FS-2400-2, FS-2400-3(S/T), FS-2400-4, FS-2400-6(T), FS-2400-13(T), or FS-2400-33(T). Such persons may conduct loading and hauling operations at any time but must follow all contract provisions referencing emergency fire precautions and/or fire prevention requirements while engaged in operations.
  3. Any Federal, State, or Local Officer, or member of an organized rescue or firefighting force in the performance of an official duty.

DESCRIBED AREA

All land within the designated boundaries of the Manti-La Sal National Forest.

PURPOSE

The purpose of this Order is to protect public health and safety and natural resources by reducing the risk of human-caused wildfire.

IMPLEMENTATION

  1. This Order shall be in effect from August 01, 2025, at 1201 through November 01, 2025, at 0001, unless rescinded.

  3. Unless otherwise expressly defined in this Order, the terms used in this Order are defined by the regulations of the Secretary of Agriculture, 36 C.F.R. Chapter II, Parts 200-299. If there are terms in this Order that are not expressly defined in the Order or 36 C.F.R. Chapter II, Parts 200-299, their meaning shall be determined by their plain language definitions.
  4. A violation of the above prohibitions is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six months, or both. 16 U.S.C. § 551; 18 U.S.C. §§ 3559, 3571, and 3581.

  6. This Order supersedes order 04-10-25-00-01, which is rescinded by this order.
