This Order describes acts that are prohibited upon lands, roads and trails within the National Forest System administered by the Forest Service Pacific Northwest Region in regards to alcoholic beverages.

Alcohol Prohibitions
Pursuant to 16 USC § 551 and 36 CFR § 261.50(a) and (b), the following acts are prohibited upon lands, roads and trails within the National Forest System to include National Forests, National Scenic Areas, National Monuments and National Grasslands administered by the Pacific Northwest Region (Region 6) within the states of Oregon, Washington, California and Idaho as described below.
National Forest System lands administered by the Pacific Northwest Region:
- Colville National Forest
- Deschutes National Forest
- Fremont-Winema National Forest
- Gifford Pinchot National Forest
- Malheur National Forest
- Mt Baker-Snoqualmie National Forest
- Mt Hood National Forest
- Ochoco National Forest
- Okanogan-Wenatchee National Forest
- Olympic National Forest
- Rogue River-Siskiyou National Forest
- Siuslaw National Forest
- Umatilla National Forest
- Umpqua National Forest
- Wallowa-Whitman National Forest
- Willamette National Forest
- Crooked River National Grassland
- Hells Canyon National Recreation Area
- Oregon Dunes National Recreation Area
- Cascade Head Scenic Research Area
- Columbia River Gorge National Scenic Area
- Mount St Helens National Volcanic Monument
- Newberry National Volcanic Monument
PROHIBITIONS:
1. Possessing a beverage, which is defined as an alcoholic beverage by State law, by any person under 21 years of age. 36 CFR § 261.58(bb)
2. Providing or selling a beverage, which is defined as an alcoholic beverage by State law, to any person under 21 years of age. 36 CFR § 261.58(bb)
3. Possessing an open container containing an alcoholic beverage (as defined by State law) in a motor vehicle or off-highway vehicle in violation of State, county, or local law or ordinance. 36 CFR § 261.58(bb
EXEMPTIONS:
Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this order:
1. Persons with a permit specifically authorizing the otherwise prohibited act or omission.
2. Any Federal, State, or local officer, or member of any organized rescue or firefighting force in the performance of an official duty.
These prohibitions are in addition to general prohibitions pursuant to 36 CFR Part 261, Subpart A.
This Order shall remain in effect for four (4) years from the date signed, or until rescinded, whichever event occurs first.
