Surface the new Multnomah Falls Spur Trail #441A with Geotextile fabric and cap with a 3 ¼ minus aggregate, with the intent on later surfacing with asphalt. Decommission and rehabilitate the old portion of Trail #441A by removing asphalt and reseed.
