The Schedule of Proposed Actions (SOPA) contains a list of proposed
actions for Colville National Forest that will soon begin or are currently undergoing environmental
analysis and documentation. It provides information so that you can become
aware of and indicate your interest in specific proposals. We encourage your
early and ongoing involvement in any proposals of interest to you.
This project would repair damage to FSR 33001100 that resulted from the 2021 Walker Creek Fire and subsequent hydrologic damage. Project includes culvert replacement and road realignment.
Authorization of an extension of snowmaking activities near Claimjumper ski trail. Construction of a Summit Bistro with ancillary restroom facilities at the location of the former Bonanza chair return terminal. Located within the permitted ski area.
Installation of a radio repeater on North Baldy Mountain, Leona Mountain, Chewelah Mt. To provide radio coverage along the international border. Owl Mountain was signed under a separate decision PALS#61654.
Analyze the impacts of grazing on four allotments:Snowcap, Bulldog, North Fork St. Peters and South Fork St. Peters. This project is on the Three Rivers and Republic Ranger Districts.
Activities are proposed to make forest vegetation more resilient, contribute to the local economy, improve watershed conditions, address road issues, and improve the existing motorized trail.
Restoration activities would move forest conditions towards historic range of variability, reduce fuels in Ferry County CWPP area; restore aquatic ecosystems, and improve recreation opportunities to better align with desired public uses
The project proposed replacement of 3 culverts in CCA and 3 culverts in Mill Creeks. The culverts are presently barriers to upstream fish passage. The culverts are located either on FS roads or cost share roads with Stimson Lumber Co and/or WDNR.
Project would under-burn approximately 200 acres of open, park-like stands of Douglas fir & Ponderosa pine with patches of aspen & upland shrubs to improve big game habitat. Implementation would be cost-share with Rocky Mountain Elk Foundation.
Trough installation within the fence line that separates the Marias and Bear Trap/Cow Camp pastures. The trough would improve cattle distribution, forage and utilization for each pasture.
Restore forest stand conditions, reduce hazardous fuels, improve aquatic habitat, and improve recreation opportunities within the South Chewelah, North Chewelah, and Addy watersheds
SBA Structures, Inc., has proposed to replace one 80-foot tall lattice tower with a 140 ft. tall tower to accommodate additional tenants in their authorized lease area. A 372 square-foot addition would be made to the existing equipment building
The Land and Resource Management Plan for the Colville NF is being revised as required by the National Forest Management Act. The purpose is develop updated management direction for the forest, currently managed under the 1988 forest plan.
Installation of a waste vault and power to an existing campsite to create a camp host site at Crawfish Lake Campground. Trenching of approximately 1,000 feet would be required to install the buried powerline.
Repair infrastructure and delineate damaged campsites and features. Work would include removing hazard trees and slash within 300 feet of campsites in Deer Creek Camp, Deer Creek Sno-park , Kettle Crest TH and Sno-park, Stickpin TH, Ryan's Cabin TH
Variety of vegetation treatments to reduce fuel loads and promote resilience. Roads needed for the project will have deferred maintenance & reconstruction completed. Roads no longer needed are proposed for decommissioning.
Echo Bay Minerals has proposed installing a portable repeater tripod on Cooke Mtn. to transmit water quality data from the Key Pit Mine treatment ponds to the Key Project Mill. The repeater has a footprint of 100 sq. ft., and is solar powered.
Ferry County PUD #1 proposes to construct a motorized access trail within the San Poil Power line ROW authorized under permit. The trail access would improve service reliability, maintenance, worker safety, veg. management, and fire suppression.
This project would remove culverts from 4.3 miles of the 1932000 road with a management objective of decommissioned and recontour natural swale areas to hydrologically stabilize the area and reestablish groundwater connectivity
Realign an established fence line that was destroyed by wildfire in 2015. The fence realignment would allow for better livestock movement when rotating between pastures, with the fence installation providing a completely enclosed pasture.
Fell small diameter trees (6 inch DBH and under) & prune trees greater than 6 inch DBH to a height of 4 feet within 100 feet of structures at the Gypsy Copper Mine Site. Slash created from thinning will be piled & burned or chipped & hauled off.
The project would apply restoration treatments across the Harvey Creek subwatershed to improve watershed and aquatic function, fish habitat, fish populations, and increase grizzly bear core habitat.
Construct approximately 1.5 miles of drift fence along the right-of-way on the north side of Highway 20 in the Tiger Hill allotment to decrease cattle drifting onto the road and onto an adjacent allotment.
Prescribed manual, mechanical, biological, and chemical controls for control of noxious weed infestations on the Colville NF. Selected alternative proposes 15,000 acres of treatment across the forest.
Issuance of a special use permit authorizing continued use and maintenance of existing irrigation ditches with minor modifications and an existing water transmission pipeline for hydroelectric power generation.
Dead and dying fire-damaged trees between 7 in and 21 in dbh will be salvaged on approximately 137 acres from within the fire perimeter. Approximately 270 trees over 21 in dbh have been identified as safety concerns and/or hazard trees to be removed.
Reconstruct 30.2 miles of existing trail to stock/pack animal standards. Substandard tread and structures will be repaired or replaced. Additional drainage structures will be added as necessary to protect soil and
Adamera Minerals Corp. has submitted a plan of operations proposal to conduct exploratory drilling operations. Total of 6 sites, with up to two drill holes per site. All sites are located on existing roads and road shoulders.
Restore the banks & floodplain of Lambert Cr. & the existing campground area. Includes relocating the campground loop rd., campsite turnouts, & utilizing woody debris & rocks to rehabilitate the creek, floodplain, and effected campground area
Treat forest vegetation to more closely reflect historical tree species, spacing, size classes, & improve tree vigor, reduce the threat of severe wildfire, reduce susceptibility to insect and disease, & reduce threats to life property & public safety
This project would brush out and place tread in ~1,455 feet of an overgrown existing road prism (Road 3300230) on the south end, construct about 1,612 feet of new trail, and then placing ~1,500 feet of tread and brushing out an existing road prism.
Pre-commercial thinning operations will utilize chainsaws and hand tools in overstocked plantations on the Newport-Sullivan Lake Ranger District. No change in road access would occur as a result of this project.

Replacing Sullivan Picnic Shelter (Sullivan Day Use Area), performing water system design and upgrades at developed campgrounds in Pend Oreille County (Pioneer Park, South Skookum, Bead Lake, Panhandle, Edgewater and Browns Lake.
Issue a special use permit(s) authorizing the installation of aerial and buried fiber optic cable across NFS lands. 65 miles would be installed on the Colville NF and 2 miles on the Oka-Wen NF. Poles will be used where available.
Danger trees would be removed from along Road 2200-500 based on their risk of falling into the road, to improve safety for forest users. Trees removed would be sold as wood products.
Burning of 495 acres of handpiles and approximately 1-2 acres of road engineering machine piles and piling and burning of 11 acres of cut small diameter trees in need of hand piling.
This project proposes commercial and non-commercial vegetation treatments , and prescribed burning around the community of Orient in the wildland-urban interface.

Addition of approximately 2500 feet of buried electric transmission line within an existing road prism to service a private parcel. New line will connect to existing electrical infrastructure on adjacent Sullivan Creek Rd
The Comprehensive Plan will develop administrative and management objectives and practices and desired conditions for the Pacific Northwest National Scenic Trail on public lands in Forest Service Regions 1 and Regions 6.
Reduce natural fuel accumulations creating the potential for uncharacteristic wildfires with precommercial thining followed with prescribed fire; this would reduce ladder & surface fuels, reduce wildfire risk& improve resiliency of landscape
The P.O. PUD has proposed installing approximately 800 feet of water pipeline to replace a section of pipe leaking treated drinking water. The pipeline would be installed in an abandoned portion of County Road 302 (Sullivan Lake Road).
The P.O. PUD proposes to install 83 wooden utility poles along the LeClerc Creek Road. Purpose is to provide more reliable service and access to high speed broadband internet service. Some of the poles are outside PUD's existing permit area.
This project would include up to 3,000 acres of vegetation treatments and fuels reduction, reducing insect and disease vulnerability and hazardous fuels. This will ultimately reduce wildfire risk for the project area and local communities.
Install 38 miles of fiber optic cable and conduit within Hwy 20 and county road rights of way in Pend Oreille County, WA to provide high speed phone and internet services to rural RTI customers. Seven miles is on NFS land, 31 on other ownership
Rural Telephone Inc. (RTI) proposes to install 6.66 miles of fiber optic cable and conduit (FO) on National Forest System (NFS) lands within state highway and County Road right of ways. The new FO will be amended to their existing permit.
SBA Structures is proposing to construct a 60' monopole communications tower on Flagstaff Mountain. The base of the structure would be 27' by 27'. The tower will be constructed to extend to 160' however any extensions will require a new decision.
The goal of this project is to reduce long-term maintenance needs and to prevent future resource damage by replacing 107 feet of puncheon, conversion of 268 feet of puncheon to turnpike & construction of 363 feet of trail relocation.
Reissuance of a permit authorizing continued use & maintenance of an existing well & water distribution lines serving the Sand Creek Tract of recreation residences.
The decision for this project has been withdrawn. The project promotes forest health, improves or maintains water quality, and provides forest products to the local economy by thinning, prescribed burning, and roadside treatments.
Upgrade three culverts with open bottom aquatic organism passage (AOP) culverts. The culverts being replaced are where the 2054 road crosses Ninemile Creek, the 2054-200 road crosses South Fork Ninemile Creek and the 5320 road crosses Scatter Creek
Seattle City Light (SCL) proposes to install passive induction transponders (PIT) tag antennanae arrays and equipment in tributaries to the Pend Oreille River. Purpose is to support fisheries monitoring requirements of FERC Project 2144 -Boundary Dam
The forest would like to reforest this area and reduce hazardous fuels generated by the wildfires of 2015. By removing trees killed by wildfire, units could then be successfully planted with fire-resistant species.
Reduce hazardous fuel conditions along Sherman Pass Hwy(20); identified critical infrastructure including the Bonneville Power Administration high tension power line; and along the Colville National Forest System land boundary
Two plantations totalling approx. 120 acres are overstocked and would be thinned. Stands are approx. 34 years-old, and trees range from 6 to 12 inches in diameter.
Project name formerly "South End Off-Highway Vehicle Project." Project would improve the system of designated routes for motor vehicle use, manage dispersed camping sites, and rehabilitate resource damage linked to motor vehicle use.
Create adequate access, including access for both public and administrative needs, into the South Fork Boulder Road area while minimizing the effects to aquatic resources like water quality and fish habitat.
Wood acquisition in upland and riparian forest stands for installation in Sullivan Creek to improve watershed and aquatic function. Wood will be placed by helicopter and skid steer.
The project would apply restoration treatments to dispersed recreation sites along Sullivan Creek to maintain long-term sustainable camping opportunities for the public, and improve fish and wildlife habitat.
Repair damaged and washed out sections of trails, reconstruct the 504.1 Lakeshore Spur trail to current ADA standards, improve/reconstruct water crossing (using armored crossing or small turnpike) and reconstruct retaining walls along sections.
Salvage dead and dying trees around and adjacent to dispersed camping sites and other areas of high interest to recreationalists near Swan, Ferry, and Long lakes. Openings created by treatment would be planted.
Create a range of forest structural stages that supports resilience and is compatible with characteristic disturbance processes (wildland fire, insects and diseases), and supports aquatic and terrestrial habitat conditions and associated species.
Construction of a 220 sq. ft. building to house equipment and a diesel generator; installation electrical service, and wave guide bridge. Installation of microwave dishes on existing, adjoining communication tower.
Salvage trees within the Swamp Creek sale Boulder Park EA. Fire damaged trees both live and dead from 7" to 21". Includes roadside hazard trees and hazard trees on the Batey Bould Trail. Planting following salvage harvest.
Upgrade one culvert on South Boulder Creek, 3 in the Sheep Creek and Deep Creek Areas, 4 culverts in the South Fork Sherman area, and 4 in the Barnaby drainage. A flumed section of Ledgerwood Creek would also be restored below a culvert.
The Timber Mountain proposed action will be based on direction found within the Colville National Forest Land and Resource Management Plan (Forest Plan, 1988) as amended by the continuation of Interim Management Direction.
The proposed activities would plant trees on approximately 800 acres in high burn severity areas (the Tower Fire burned approximately 5,500 acres on the Colville NF).
The proposed project includes up to 3,000 acres of commercial and non-commercial treatments to reduce the vulnerability to insect and disease and reduce the wildfire risk to local communities and surrounding federal lands.
The projects focus is to enhance/restore aquatic habitat within eight subbasins that are tributaries to the Pend Oreille River including LeClerc, Calispell, Cee Cee Ah, Indian, Ruby, Cedar, Tacoma, and Mill creeks.

US Border Patrol proposing to place two radio communication equipment towers and an equipment shelter on a site just southwest of the town of Laurier, WA. The shelter would be a 10 feet square metal box and the towers would be 30 feet tall.
Selection and removal of a tree that will travel to Washington DC to decorate the lawn of the US Capitol in December 2013. The tree is expected to be located near an existing, open Forest Road.
Fulfillment of Box Canyon Dam FERC License #2042 and its associated Trout Habitat Restoration Program plan, non-native fish eradication in the Upper West Branch LeClerc Creek Watershed with a temporary fish management structure.

Hand thinning and piling of small conifers in overstocked stands previously harvested or regenerated. Non-commercial thinning will reduce young conifer density, reduce ladder-fuels, increase residual stem growth and increase stand health.
The proposal is to remove post and pole products from 27 units totaling approximately 1,489 acres and from dead and down lodgepole within 200 feet of an open road as depicted by the current Motor Vehicle Use Map.
