Project Proposals

Once a RAC has opened the period to request for proposals, please follow the next steps. 

  1. Read the instructions in PDF Format or PPT format
  2. Complete the proposal form in PDF format or Word format
    1. Among the types of projects are improved maintenance of existing infrastructure, implementation of stewardship objectives that enhance forest ecosystems; and restoration and improvement of land health and water quality.
  3. Verify you completed all of the steps with this PDF checklist
  4. Proposals will be accepted from any individual or organization.
  5. Proposals with multiple funding sources are particularly welcome. It is required that 50% of the total available funds be utilized for road maintenance, decommissioning or obliteration projects, or for restoration of streams and watersheds.
  6. Projects must be located on National Forest System Lands of the Chugach/Tongass National Forest (outside of the boroughs) or on other nearby lands if the project will directly benefit resources on the national forest. Projects can be completed in a variety of ways, including by Forest Service personnel, through partnership agreements, or by open-bid contracting with individuals and corporations.

Proposal Approval Timeline

  1. Partner or Forest submits proposal to RAC Coordinator
  2. The RAC Coordinator will organize all of the proposal files and share them with the RAC members
  3. RAC members will rank the prioritization of the project
  4. RAC members will meet to discuss feedback
  5. The RAC Coordinators will host a voting meeting - this announcement will be shared on the Federal Register Notice
  6. The Voting Meeting normally lasts 8 hours, having in-person and virtual participation by the RAC members
  7. During the Voting Meeting, proposal applicants will present their case and answer questions from the RAC members
  8. The RAC members will meet again to discuss a list of recommended projects to fund
  9. The RAC Chair provides a list of recommended projects to the Forest Supervisor
  10. The Forest Supervisor may make modifications and approve the projects

Project Execution Timeline

  1. The RAC Coordinator congratulates awardees and attaches the Approval Letter
  2. The RAC Coordinator emails the Budget team and share the associated financial codes with the awardees
  3. Depending on the type of project, the project is matched with the appropriate contract, or agreement authority and type of agreement - More information
  4. The contract or agreement content will be developed between the appropriate Forest Service District Program Manager and the Proposal Awardee
  5. Once the contract or agreement are signed off, dollars can be spent.
  6. The awardee makes sure to monitor performance, invoice accordingly, and share any success stories with the RAC Coordinator
