Several persons, each with a specific set of roles and responsibilities, are needed to administer a contract successfully. The contracting officer should provide technical expertise when dealing with contractors and contract procedures. The contracting officer's representative (COR) serves as the liaison between the contractor and contracting officer and ensures that the contractor is following the contract's specifications. The inspector ensures that the contract tree planters are handling and planting seedlings correctly and reports the contractor's progress to the COR.
