Rules of Thumb

Although all contract actions create unique contract problems, all contract administrators must understand the risk that some contract actions present to the survival and growth of the seedlings. Contract requirements must be tailored to fit each unit or area being planted. The COR and inspectors must read the contract and refer to it rather than speculating on what the contract says. Start the work off right when planting is beginning rather than being lenient and toughening up later. While negotiations are allowed when using appropriate contract procedures, do not “make deals” with the contractor. Doing so will only lead to problems. Finally, act only within your contract authority.
