Vegetation management (timber harvest/fuels reduction) and related silvicultural activities are the largest resource programs on the district. The district also has a large and growing recreation program in areas of non-motorized and motorized trails, dispersed use, winter activities, and special uses. The district also has active programs in lands and minerals, wildlife habitat improvement, fire, cultural resources, and livestock grazing.

Game species on the district include white-tailed and mule deer, elk, Merriam’s turkey, and ruffed grouse.

The Northern Hills Ranger District includes many popular scenic locations, such as Spearfish Canyon Scenic Byway, which is a beautiful drive all year round. Spearfish Canyon contains many campgrounds, hiking trails, rock formations, and waterfalls. The Northern Hills is also home to the Mount Roosevelt Friendship Tower, a historic landmark that was built in honor of President Theodore Roosevelt.
