Pursuant to 16 United States Code (USC) § 551 and 36 Code of Federal Regulations (C.F.R) § 261.50(a) and (b) the following acts are prohibited as shown on Exhibit A of this order within the White River National Forest, Colorado (the "Restricted Area") and on all roads and trails located within the Restricted Area (the "Restricted Roads and Trails").
Prohibitions:
1) Possessing or operating a bicycle, or any other form of non-motorized vehicle in the Restricted Area or on the Restricted Roads and Trails between May 21st and November 22nd annually except on the roads and trails open to these uses as designated on the attached map(s), (Exhibit A) (36 CFR 261.53(f)) (36 CFR 261.54(a)) (36 CFR 261.55(b)).
2) Possessing or operating a bicycle or any other form of vehicle in the Restricted Area or on the Restricted Roads and Trails between November 23rd and May 22nd annually except for snowmobiles, snowcats and other vehicles specifically designed for the primary purpose of over-the-snow transportation. Exemption:
Pursuant to 36 CFR, Section 261.50(e), the following persons are exempt from this order:
1) Any Federal, State, or local officer, or member of an organized rescue or firefighting force in the performance of an official duty.
2) Persons with a permit specifically authorizing the otherwise prohibited act or omission.
This Order shall be in effect until rescinded, or on December 31, 2022, whichever occurs first. (*update in progress 2025)
Purpose:
The purpose of this Order is to protect public lands from damage caused by off road or trail wheeled travel.

Violations of these prohibitions are punishable by a fine of not more than $5000 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months, or both. (16 U.S.C. 551 and 18 U.S.C. 3559 and 3571).
